China’s Propaganda Machine Has Been on a Video Spree

Their production values hardly rival that of Hollywood and their messages are crude. Over the past few days, Chinese videos have proliferated blaming hostile Western forces for any number of sins: fomenting ethnic unrest, stealing Chinese islands in the South China Sea, ruining a teenager from Hong Kong and even warping the mind of a veteran lawyer so she was compelled to accept interviews from foreign media.
The sources of the videos vary. One is a supposed confession from Wang Yu, a lawyer who was swept up in a crackdown on the legal profession that began last year. Another appears on the social-media account of a Chinese judicial body and called Hong Kong democracy activist Joshua Wong, 19, an “American-led Western power.” Those who stir up trouble in the restive regions of Hong Kong, Tibet and Xinjiang, the viral video continues with apocalyptic intonation, are linked to “the dark shadow of the Stars and Stripes.” Still another is a three-minute affair that aired 120 times a day over New York’s Times Square in order to present China’s perspective on the South China Sea—basically, that Beijing has owned almost all of it since ancient times.
On Chinese social-media sites, other videos have appeared, linking foreign journalists to Western diplomats or painting Chinese human-rights lawyers (in cartoon form) as tools of foreign governments. Indeed, all these videos, although from different sources, share the same aim: to warn against an American-led conspiracy to wound China through subversion, unrest or even territorial theft.
It might be tempting to dismiss these videos as ham-fisted propaganda doled out by an out-of-touch Chinese Communist Party. But that is to misread their aim. These videos are not designed for Western consumption, with the exception of the Times Square video. They are meant for a domestic Chinese audience, one whose growing sense of patriotism proves that decades of propaganda have worked very well. “The Chinese Communist Party puts great emphasis on so-called ‘thought work’ from a very young age,” says Feng Chongyi, an expert in Chinese intellectual and political development at the University of Technology Sydney. “They have established this very strong nationalistic narrative and even if Chinese go overseas and can access other information, many still choose to believe in the state propaganda that they have been socialized in since kindergarten.”
On Thursday, human-rights laywer Zhou Shifeng was found guilty of “subverting state power” and sentenced to seven years’ imprisonment. In the two days preceding Zhou’s sentencing, two other activists were also convicted of the same crime. Amnesty International labeled the trials “a political charade” that is part of Chinese President Xi Jinping’s mounting assault on dissent. The trials, like the videos, serve a political purpose. “When Chinese look around, they see that those who support the party and its causes can succeed materially and become very wealthy,” says Professor Feng. “Anyone who confronts the state fails miserably. The lesson is that pride brings material benefit, too.”
Still, does the average Chinese buy the words of a professor at a Chinese military institute, who called the animated Hollywood film Zootopia a sly effort to “disseminate American values and America’s global strategy?” Are Chinese hipsters really going to be swayed by a rap video linked to the Chinese Communist Youth League and performed by a Chinese group that disses foreign “media punk ass white trash?” (The ensemble’s leader Wang Zixin told TIME in June that he wants “to change Westerners’ stereotypes about us.”)
Qiao Mu, a media professor at Beijing Foreign Studies University who has been demoted to library work for his outspokenness, gives his countrymen a bit of credit. “Not all Chinese audiences treat these videos seriously,” he says. “They repost it just for fun.” But fun is not exactly a hallmark of China’s dissident community at the moment, given that Xi’s crackdown on human-rights defenders has netted hundreds of activists and some of their family members. “The content of the videos and their words are often flawed,” Qiao says. “But they are very attractive and inflammatory. For example, they express anti-American and patriotic feelings in a humorous way. As independent intellectuals, we should learn from them.”

Anti-Semitic Incidents Have Surged in the U.K. This Year

Reports of Anti-Semitic incidents in the U.K. surged by 11% in the first six months of 2016 compared with the same period a year before, according to new figures.
The nationwide total of 557 reported incidents was collected by British charity the Community Security Trust (CST), which has monitored anti-Jewish behavior since 1984. It’s the second highest total ever recorded by the charity between January and July. The previous record for the first half of the year was 629 reports of anti-Semitic incidents in 2009 following a conflict with Israel and Gaza,says the charity, which also provides security for the Jewish community.
In a statement, Home Secretary Amber Rudd condemned the deplorable spike in antisemitic hate incidents. “[I] will continue to work with law enforcement partners and with the Jewish community to ensure their safety and security” she said.
The biggest spike in reports of hate incidents came over three months from April (99) through May (125) to June (122). In their report the charity said those months were a period that “did see sustained public debate about antisemitism, particularly in relation to the Labour Party.”
In April, Britain’s main opposition party was accused of a culture of anti-Semitism when Labour lawmaker Naz Shah was shown to have posted an anti-Semitic meme on social media, and former London Mayor Ken Livingstone claimed Adolf Hitler supported Zionism. Both were suspended, and Labour leader Jeremy Corbyn launched an anti-Semitism and racism inquiry, which found that despite the “occasionally toxic atmosphere” the party was not overrun by anti-Semitism.
The most common type of incident involved verbal abuse directed at Jewish people in public. Social media has also turned into an “essential tool for coordinated campaigns of antisemitic harassment,” says CST who recorded 133 incidents of “antisemitic harassment, abuse and threats directed at Jewish politicians, student activists and other individuals, often using content generated centrally on neo-Nazi websites” on social media platforms.

In his latest commentary on recent events in the Russian economy, Sergey Aleksashenko, nonresident senior fellow at the Brookings Institution, analyzes statistics for the Russian economy through the first half of the year and finds the results are worse than expected. He also discusses the Kremlin’s nervousness concerning the strengthening of the ruble, and notes that the reduction of the net amount of trade operations in the balance of payments is causing still more alarm, and under current conditions could lead to rapid devaluation of the ruble.

            Staunton, August 4 – The extent to which Vladimir Putin upended the international order by his illegal seizure of Crimea is becoming ever more obvious: Now Chinese officials are citing the Kremlin leader’s actions there – and implicitly the West’s failure to block him – as reasons for thinking that they can do the same in Southeast Asia, according to a Russian analyst.

            In a commentary on the Svobodnaya pressa portal today, Andrey Ivanov says that Beijing “wants to repeat the success of [Russia’s] Crimean scenario in Southeast Asia” and then offers the comments of Aleksey Maslov, a senior orientalist at Moscow’s Higher School of Economics, in support of his argument (svpressa.ru/war21/article/153682/).

            Following the Hague ruling against it concerning the islands in the South China Sea, Ivanov points out, Beijing’s rhetoric has become ever clearer about China’s intention to use whatever means are necessary to defend what it views as its sovereign territory, including the use of  military force, which could lead to a major war.

            Maslov agrees and makes an argument which, although he does not acknowledge it, underscores some additional parallels between Beijing’s posture now and that of Moscow prior to its invasion of Ukraine in 2014 by suggesting that China had to react to the Hague decision because of its increasing economic and social problems at home.

            “The worsening social situation within the country” and “problems in the economy,” he says, meant that Beijing “must show to its own citizens that the position of the leadership of the state regarding the islands remains unchanged,” that “the islands are Chinese and must be defended as such.”

            Maslov says that he does not think that anyone “really wants to fight” because “any military acitons in the area of the disputed islands would throw China back many years” and force China to change its approach in a major way because “China from a peaceful state would be transformed into a state ready to fight.”

            What all this is about, Maslov says, is that “China wants to show itself to be a military power.” 

            Maslov’s key observation is this: “China has very carefully looked at the Ukrainian problem, at how Russia resolved it and at what has been the reaction of international public opinion.” That is because “China wants to do something similar” so that Beijing will look both prescient and powerful.

            He then says that he “fears that precisely this attempt to repeat the Russian experience could lead to a prolonged conflict.” Such a conflict could grow into a much larger one, although it is “extremely” unlikely that it could trigger a third world war, Maslov says, given that there aren’t any countries in the region interested in or capable of fighting one.

            The country that might benefit from such a conflict the most would be the United States, the Moscow orientalist says, because then Washington could portray China as “an aggressive country” and thus a danger against which countries in the region should united with the US against. There is some evidence that the US is encouraging such feelings, he concludes.
