Senate intel hearing details Russian social media disinformation tactics

The first half of Thursday’s Senate Select Intelligence Committee’s hearing on Russian disinformation campaigns wasn’t quite as fun as watching James Comey squirm his way around classified intel in the House, but it did provide some valuable context on Russian cyber methods and social media campaigns.
The morning hearing  lacked the big names that are a little further down the pike, including former Trump campaign members Paul Manfort and Roger Stone and Trump son-in-law and senior advisor Jared Kushner, focusing instead on academics and researchers.
While most of the hearing was scene-setting, including a thorough Russian counterintelligence history lesson, some of its more compelling insights came from Clint Watts, a senior fellow with the Foreign Policy Research Institute’s program on national security. Watts, a former FBI special agent who specializes in terrorism and online influence campaigns, spelled out some of the methods Russia uses to create and optimize its disinformation efforts.
“The first thing we need to understand is it’s not all automated and it’s not all human, it’s a combination of the two,” Watts explained to the committee. “You can have someone engaging with you as an individual and using a bot to amplify their message… or [they] can create more personas on Twitter, for example.” This sort of thing saw an uptick in 2014, but Watts says it wasn’t until 2015 that “they tied hacking and influence together for the first time.”
He went on to explain how Russia state actors create believable sock puppet accounts by insinuating themselves into the middle of a demographic they wish to influence. Using Wisconsin as an example, Watts described how such an actor would first “inhale” all of the accounts from a given slice of the population, parsing out details so they can then replicate the prevailing qualities in an average account. “They look exactly like you. It looks like an American from the Midwest or the South.”
They go on to build an audience within that target group, but they run into a bit of a problem when they wish to rebrand the sock puppet with a different identity. “They build an audience they don’t want to get rid of it,” Watts explained. “These accounts are reprogrammed strategically. Then when they play both sides the audience will go with them once they have them.”
Those strategic accounts then work together to create the news of the day. Accounts associated with Russian intelligence “tweet heavily at Trump during times they know he’s online [in order] to push conspiracy theories.”
After pushing coordinated waves of the propaganda du jour, such a high volume of content usually ends up trending. “Once it pushes to the top of the feed, mainstream news pays attention.”
When established news organizations must weigh in in order to debunk those fake news pushes, it still sets the national conversation for the day and distracts from other news that might work against Russia’s interests, continuing the story’s spread “organically.”
To combat this, Watts thinks that news stories need warning labels or certifications, not unlike nutrition labels on food, “a trusted integer that you can go to” so news consumers would know what they’re getting.
The Senate committee stands in sharp contrast to the corresponding investigation in the House, which this week stalled after erratic behavior from its chair led to a full-fledged partisan meltdown. In the Senate, Republican Chairman Richard Burr and Democratic Vice Chairman Mark Warner appeared Wednesday to put their spirit of bipartisan cooperation on display, and led with opening remarks at Thursday’s hearing that were friendly and collaborative.

NATO-Russia Council Holds First Session This Year As Tension Persists

BRUSSELS -- Ambassadors from NATO nations and Russia gathered at the alliance’s headquarters in Brussels for the first NATO-Russia Council session of 2017.
NATO Secretary-General Jens Stoltenberg said the talks on March 30 would focus on issues including the conflict in eastern Ukraine, the security situation in Afghanistan, and the "regional terrorist threat."
Amid persistent tension between NATO and Russia, Stoltenberg said another focus would be "military activities, transparency, and risk reduction."
He said the diplomats would have "reciprocal briefings on our military postures," discussing the deployment of three new divisions in western Russia and "the four battle groups that we are in the process of deploying in the Baltic countries and Poland.”
Stoltenberg described the talks as "an important step toward more predictability, more transparency, which is especially in need now when we have increased military activity along our borders."
State-run Russian news agency TASS quoted Deputy Foreign Minister Aleksei Meshkov as saying Moscow plans to discuss "NATO's military buildup along our borders."
NATO has deployed thousands of soldiers and heavy weaponry to Poland, the Baltic states, and southeastern Europe, moving to provide extra security and reassurances to members close to Russia following its aggression in Ukraine.
Russia seized Crimea from Ukraine in March 2014 and backs separatists in a war against government forces that has killed more than 9,900 people in eastern Ukraine since that April.
Russia has also caused concern among NATO nations with snap military exercises in its Western regions and by buzzing the alliance's ships and aircraft with fighter jets, as well as the aggressive use of propaganda.
NATO suspended all practical cooperation with Russia after Moscow's annexation of Crimea in March 2014, but political channels remain open via the NATO-Russia Council, which held three similar gatherings last year.
The March 30 meeting comes a day before a meeting of the 28-nation alliance’s foreign ministers, including U.S. Secretary of State Rex Tillerson.

James Comey: I know when I'm going to cause a 'storm'

"I know that when I make a hard decision, a storm is going to follow," Comey said at the Intelligence and National Security Alliance Leadership dinner. "Honestly, I don't care."
During a question-and-answer session, Comey said he regretted that the FBI confused people with decisions like announcing the reopening of an investigation into Democratic presidential nominee Hillary Clinton's email practices as secretary of state, but attributed their confusion to partisan blinders.
"People sometimes look at me and say, 'Look at what you did, look at what you did,'" Comey said. "Most people are wearing glasses that filter the world according to (their) side."
Comey has become a lightning rod for controversy over the past year. During the presidential campaign, he publicly announced he would not recommend the Department of Justice move to prosecute Clinton, although he did criticize her at length. Then, shortly before the election, Comey sent a letter to Congress saying the FBI was reopening its investigation.
He then sent another letter days after that, confirming the FBI was still not recommending prosecution.
Last week, Comey appeared before the House intelligence committee for a public hearing and confirmed the FBI was investigating Donald Trump's campaign for potential collusion with Russia to bolster Trump's electoral effort.
The FBI was party to a joint intelligence community assessment accusing Russia of attempting to influence the election. Russia has denied wrongdoing, as has Trump, who recently said on Twitter that the entire story was a "hoax."
Asked about the House and Senate intelligence committees tasked with oversight of the FBI, Comey said it was important the FBI communicate with them as best it could and said that despite partisan flareups, the process worked "very well."
He defended the FBI, which has been criticized by both Democrats and Republicans in the past year.
"We're not on anybody's side ever," Comey said. "The FBI made these decisions in a high quality way."

Vetting

Appointed to his post in 2013 by then-President Barack Obama, before becoming an unlikely but significant figure in the 2016 presidential race, Comey has spent the past few weeks navigating the waters of the nascent Trump administration.
Trump has issued two executive orders imposing what he has called "extreme vetting" by restricting travel from several majority-Muslim nations and suspending the refugee program. Both orders have been stalled in the court system.
Comey declined to comment on specific policies, but said the government was always looking to improve its vetting system and that it is more difficult to vet people coming from places where the United States hadn't established "robust" relationships.
"The challenge of people coming from places where we don't have those relationships is, as good as our systems might be, we're not going to have any dots to connect," Comey said.
Speaking about acts of individual violence in the United States such vetting is meant to prevent, Comey called the individuals "wingnuts" and said they were troubled people the FBI was doing its best to investigate.

Texas church bus crash: 13 killed, 2 injured in collision with pickup truck

At least 13 people were killed and two others injured in a head-on crash Wednesday between a church bus and pickup truck in southwest Texas, officials said.
All of the victims who died were senior adults who attended First Baptist Church of New Braunfels, Texas, including the driver.
A total of 14 senior adults were on the bus and the driver was the only person in the pickup when the vehicles collided about 12:30 p.m. on U.S. 83 outside Garner State Park in northern Uvalde County, according to Texas Department of Public Safety Sgt. Conrad Hein and a church statement.
The area is about 75 miles west of San Antonio.
Hein said two other bus passengers and the pickup driver were injured and hospitalized. One of those passengers died at a San Antonio hospital late Wednesday, DPS Lt. Johnny Hernandez said. The lone surviving passenger was hospitalized in critical condition, while the truck driver was hospitalized in stable condition, he said.
Photographs and video from the scene showed heavy damage to the front drivers' sides of the small white bus and pickup truck, which are the portions of the vehicles where they appear to have collided.
The back of the bus was up on a guardrail and debris was scattered onto the grass below.
An area resident told the Uvalde Leader-News she was behind one of the vehicles involved in the crash, and had contacted law enforcement to report reckless driving. Before help arrived, she had the crash took place.
The First Baptist New Braunfels church asked for those to "please be in prayer for all involved" in a series of statements on its Facebook page. 
Pastor Brad McLean addressed members of the media Wednesday night as the congregation gathered at the church for prayer and support, KABB/WOAI-TV reported 
"As a church, we're waiting for some official news from authorities before we can speak to anything," McLean said.
The church needs prayer more than anything else during this time, according to McLean, and members of the church gathered to do "what church families do."
"They're coming together, they're crying together, praying together and of course there's anxiousness as to who was on the bus and what their condition is," McLean said. 
"You never know what the day is going to bring," he added. "The Lord tells us that we have today, tomorrow is not promised."
The Uvalde County Sheriff's Office said that Highway 83 North is closed South of Garner State Park, and will be closed for several hours.
The Uvalde County Fire Marshals told KABB/WOAI-TV DPS and EMS units, as well as Airlife, were on the scene.
A representative from Airlife said two people were transported to University Hospital.
"We are saddened by the loss of life and our hearts go out to all those affected," Texas Gov. Greg Abbott said in a statement. "We thank the first responders working on the scene in the wake of this unimaginable tragedy, and ask that all Texans join us in offering their thoughts and prayers.”
The National Transportation Safety Board said in a tweet Wednesday night, "The NTSB is investigating today’s highway accident in Concan, Texas."
Hein said the small bus was a 2004 Turtle Top, though he did not know the specific model. Turtle Top's website features shuttle buses with capacities ranging from 17 to 51 passengers, which they bill as "a great alternative to the standard 15-passenger van."
Safety concerns have long surrounded the 15-passenger vans, also frequently used by churches and other groups, with advocates saying they can be difficult to control in an emergency.

Trump’s Silence on Russia’s Corruption Protests Shows Just How Big Putin Won

On Twitter this weekend, people joked darkly about the silence from the Trump administration as large protests — and mass arrests — took place across Russia. The amoral, mercantilist nationalism of Trump’s so-called “America first” policy had already lowered expectations and opinions of the United States. Jokes aside, the administration’s silence — echoing that on Russia’s state-controlled TV — has weakened the United States. Every president in recent history except Donald Trump has understood (as Russian President Vladimir Putin surely does) that America has a strategic as well as a moral interest in standing with democrats around the world, and that America grows stronger and more powerful the more successfully it represents universal values on the world stage.
The silence of Trump and his team on Sunday was exactly what Putin wanted — his investment in Trump’s election paying dividends in the form of what Jake Sullivan, in a piece for Foreign Policycalled Trump’s “unilateral moral disarmament.” Eventually, the State Department put out a statement in the middle of the night Moscow time, only after sharp words from Sen. Ben Sasse (R-Nebr.) and others about the administration’s damning silence. Press Secretary Sean Spicer leaned on the State Department statement at Monday’s White House press briefing, without addition or embellishment.

The counterfactual of what could have been, of a Hillary Clinton administration’s public response to these protests, is painfully easy to imagine: a statement of solidarity — in the name of the president or the secretary of state — with those calling for an end to corruption in Russia and everywhere; reference to the America’s commitment to universal principles inscribed in international law and to the Russian government’s international obligations to protect human rights; a nod to the role of peaceful protest in driving progress in many societies around the world, including the United States.
As information about potential collusion between the Trump campaign and the Kremlin continues to come to light, the contrast between the muted response that was and the principled, confident response that could have been is an opportunity to reflect on Putin’s reasons for intervening in the 2016 U.S. presidential election.
Last week, FBI Director James Comey’s statements to the House Intelligence Committee, paired with leaks about investigations of potential liaisons between the Trump campaign and Russian intelligence during the 2016 election, have understandably refocused attention on the Russia-Trump connection. And while we must know more about this connection — or rather, these connections — we should also not let this distort our understanding of Putin’s motives, because we need to understand why he did what he did in order to understand what’s at stake.
In January, the director of national intelligence released the assessment of U.S. intelligence agencies that Putin had ordered interference in the U.S. presidential election. Putin put a thumb on the scale for Trump. But Putin was most likely equally interested — if not more so — in putting a thumb in Clinton’s eye. And his reasons for doing so are likely linked not only or even principally to a grudge or personal antipathy, as a number of commentators have suggested, but to what she represents and the values she has stood up for in her career.
A caveat here: Anyone who claims to know exactly what Putin is or was thinking is pretending. That said, the intervention in the U.S. election is consistent with a broader pattern of behavior in which Putin’s Kremlin seeks to undermine and reverse democratic progress (see Georgia, 2008), attack the rules-based international system of law (see attempted illegal annexation of Crimea, 2014), and especially international accountability (see Russia’s repeated defense of war criminal and Syrian president Bashar al-Assad, or Putin’s outrage at FIFA President Sepp Blatter getting nailed for corruption).
Putin appears motivated to defend impunity, authoritarianism, and corruption because the system from which he benefits oversees and seeks to preserve these forces in Russia.

Preservation of the regime is the primary strategic objective and motive from which all Russian policy, foreign and domestic, flows. A subsidiary objective is to weaken the United States and other actors on the world stage — the EU and NATO, for example — that are grounded in and defend rule of law and liberal democracy. Putin attacked Clinton’s campaign because he saw it as the one most likely to continue American leadership of a values-based world order. To say that Putin simply disliked Clinton or sought personal revenge is to oversimplify and miss the broader implications.
It is true that Clinton angered Putin in 2011 when she told an assembly of foreign ministers from Organization for Security and Co-operation in Europe member states that the Russian parliamentary elections had been marred by widespread fraud and abuse, which was true. The public protests that followed in Moscow’s Bolotnaya square — along with the toppling of autocrats in the Arab Spring — rattled the man who was nearing the end of his four years as prime minister. He would soon tag out Dmitry Mevedev and re-assume his role as Russia’s strongman president. It was implausible and silly when Putin claimed that Clinton’s comments — rather than the fraud itself and the thousands of ordinary Russians who captured evidence on their smartphones and discussed it on social media — instigated the protests. Nonetheless, for Putin, Clinton’s public rebuke, and especially her statement that the Russian people deserve “free, fair, transparent elections and leaders who are accountable to them,” was unsettling.
It would be wrong, however, to see Putin’s antipathy for Clinton as linked exclusively to this incident, rather than to see the incident as an example of Clinton upholding a tradition of American foreign policy that is consistent with principles espoused by Republican and Democratic administrations over the last seven decades. Putin is threatened not only by a few sentences uttered six years ago, but also by so much else that Clinton did in her career and what her prospective presidency would have meant for his corrupt and autocratic ambitions. Clinton’s wonkish interest in doing the spadework necessary to develop a fair, rules-based system that could enhance global cooperation on economic and trade issues, the environment, security threats, and countering corruption threatened Putin’s zero-sum thinking and strong-arm approach to his neighbors. Clinton’s track record as a fierce advocate for human rights, including her dedication to lifting up women and girls, her speaking out for religious minorities, and her landmark speech on the human rights of LGBT persons, were a threat to Putin’s exploitative and abusive regime.
It’s also possible that his hatred of Clinton is driven in part by misogyny and sexism.

This isn’t about Clinton personally as much as it is about what she, as a powerful woman, represents: a challenge to Putin’s constructed machismo. This doesn’t make Putin unique; many a weak man finds it uncomfortable to encounter a strong woman. It’s important to remember that in Putin’s self-preservation script, the U.S. president plays an important role as a foil. Putin encourages narratives that frame the United States and Russia in opposition to one another because that makes him look like the equal of the U.S. president. Everyone knows the U.S. president is mighty and strong, so if Putin stands in opposition to him, he must be strong too. Perhaps Putin’s sexism made him worry that a female U.S. president couldn’t lend him the toughness he lacks the way a man could.
In deciding to try to take down Clinton, Putin likely wasn’t thinking chiefly about his lingering anger surrounding the 2011 Russian elections. He wasn’t even thinking about the Russian 2018 presidential elections in which he will “run” for a fourth term — elections that we already know will be neither free nor fair, in a country where Putin controls the press and opposition figures are harassedpoisoned, and killed with alarming frequency. Clinton represented the American tradition of pursuing a rules-based order grounded in universal values — and that rules-based order is something Putin correctly sees as anathema to the kleptocratic authoritarianism over which he presides.
I worked for Clinton. I learned from her and worked with her to write several speeches about human rights. I admire her and respect her, and I think she would have been a terrific president. But my point here is not that she is exceptional, but rather that she recognized and embraced the idea that America has an exceptional role to play in building and defending world order that is governed by rules grounded in human dignity. She saw and forcefully articulated her conviction on this, just as Ronald Reagan, both Bushes, Bill Clinton, and Barack Obama each did. Putin wasn’t principally trying to inflict revenge on someone he sees as a personal foe. He was trying to disrupt a longstanding principle in American foreign policy — that the United States stands with the billions of individuals around the world who are still yearning to be free. That is why Putin saw derailing Clinton’s White House bid as a way of tightening his own grip on the Kremlin.
As I stated in testimony for the House Foreign Affairs Committee earlier this month, we need an independent investigation into Russia’s intervention into the U.S. elections so that we can address vulnerabilities and deliver consequences for such actions in the future, and so that American voters have the opportunity to understand how Russia sabotaged their democratic rights. A commission would provide useful detail of the nature and scope of the Russian interference in our democratic process. But we must also guard against the notion that this was chiefly about the two candidates in the last election — one helped and one hindered by Putin.
Clinton’s liberal internationalism would not have been unique among American presidents — her foreign policy views are centrist and generally accord with the mainstream of both Republicans and Democrats — and there will be future candidates who also stand strong for universal principles. We must not let Putin or any other foreign leader have a veto on U.S. values.

FBI Director James Comey Tried To Reveal Russian Tampering Months Before Election

Updated | FBI Director James Comey attempted to go public as early as the summer of 2016 with information on Russia’s campaign to influence the U.S. presidential election, but Obama administration officials blocked him from doing so, two sources with knowledge of the matter tell Newsweek.
Well before the Department of Homeland Security and the Office of the Director of National Intelligence accused the Russian government of tampering with the U.S. election in an October 7 statement, Comey pitched the idea of writing an op-ed about the Russian campaign during a meeting in the White House’s situation room in June or July.
“He had a draft of it or an outline. He held up a piece of paper in a meeting and said, ‘I want to go forward, what do people think of this?’” says a source with knowledge of the meeting, which included Secretary of State John Kerry, Attorney General Loretta Lynch, Department of Homeland Security secretary Jeh Johnson and the national security adviser Susan Rice.
The other national security officials didn’t like the idea, and White House officials thought the announcement should be a coordinated message backed by multiple agencies, the source says. “An op-ed doesn’t have the same stature, it comes from one person.”
The op-ed would not have mentioned whether the FBI was investigating Donald Trump’s campaign workers or others close to him for links to the Russians’ interference in the election, a second source with knowledge of the request tells Newsweek. Comey would likely have tried to publish the op-ed in The New York Times, and it would have included much of the same information as the bombshell declassified intelligence report released January 6, which said Russian President Vladimir Putin tried to influence the presidential election, the source said.

“Russia’s goals were to undermine public faith in the U.S. democratic process, denigrate Secretary Clinton and harm her electability and potential presidency,” the report stated, adding that the U.S. intelligence community had “high confidence” in its judgments. “We further assess Putin and the Russian Government developed a clear preference for President-elect Trump.”
While news outlets reported in June that Russian hackers accessed Democratic National Committee emails, U.S. intelligence agencies didn’t confirm that the Russian government was trying to influence the election until months later. On March 20, Comey told the House Intelligence Committee that the FBI has, since July, been investigating Russian interference in the election and whether there was collusion between Moscow and associates of Trump.
Comey has previously written to a major news outlet. In 2014, when the FBI was facing criticism because an agent had posed as an Associated Press reporter as part of an investigation, Comey wrote a letter for publication in The New York Times defending the agent.
“It falls in line with his willingness or his determination to be transparent,” says Frank Montoya Jr., a former special agent in charge of the FBI’s Seattle division and the former head of national counterintelligence.
For supporters of Hillary Clinton, news of the op-ed adds to the frustration over Comey’s public disclosure of details about the investigation into her emails, including at a July press conference, but not about the probe involving Russia and Trump, which began that same month.
“This raises a lot of questions,” says Jarad Geldner, a senior adviser for the Democratic Coalition Against Trump, which filed a complaint with the Department of Justice’s Office of Professional Responsibility over Comey’s disclosures about the Clinton investigation. “That raises the question of why Comey or [the Department of Justice] or the White House felt that it was OK to hold that [July] press conference on Hillary Clinton’s emails but not to go public with this.”

But the source with knowledge of Comey’s request says that the FBI director wanted the Russian interference made public earlier and that it was a sluggish White House that denied Comey and delayed the announcement. “The White House shut it down,” that source says. “They did their usual—nothing.” Both sources spoke to Newsweek on the condition of anonymity because they weren’t authorized to speak to the press.
Asked about Comey’s push to write an op-ed over the summer, a spokesperson for the FBI said by email, “In general we have not been adding to the director’s comments regarding Russia at the March 20 hearing.” A Justice Department spokesman declined to comment. A spokesman for Barack Obama could not immediately be reached.

Russian Military Deal with Serbia Counters Influence of NATO and EU in Balkans

Russia's defense ministry was prepared to deliver warplanes, tanks and armored vehicles to Serbia, countering the influence of Western organizations such as NATO and EU in the Balkans.
During a visit to Moscow, Serbian Defense Minister Zoran Djordjevic said Monday that President Vladimir Putin himself approved a free supply of six MiG-29 fighter jets, 30 T-72 tanks and 30 BRDM-2 armored vehicles to the Balkan country sometime in the near future. Russia would reportedly charge only for refurbishing and modernizing the vehicles, using technicians in Serbia. In order to get the aircraft to Serbia they would either have to fly over NATO airspace or be taken apart and flown separately. Djordjevic said officials were still determining how the military equipment would be transported.
"The president of the Russian Federation said he will sign that decree, and when it's signed, we will act accordingly," Djordjevic said, according to the Associated Press. "We are waiting for the process to be finalized in Russia and see how [the equipment] will be delivered to Serbia."
Serbia formally applied to become a member of the EU in 2009 and entered negotiations for entry in 2014, but Moscow has attempted to counter its path to becoming a NATO member. NATO's intervention in the region's decade-long ethnic wars following the collapse of the Soviet Union has left the Western military alliance with a controversial history in the Western Balkans, and Moscow has admitted Serbia into its rival coalition, the Collective Security Treaty Organization, as a non-member observer state.
Last year, Russia, Serbia and Belarus held joint military drills called "Slavic Brotherhood" that coincided with nearby NATO emergency drills in Montenegro, raising fears of a military escalation at a period of heightened tension between Moscow and the West. Montenegro, which split from Serbia in 2006, has accused Russia of sponsoring a failed coup of its government and assassination attempt of its prime minister in October. The Senate voted Monday in favor of allowing Montenegro to join NATO, according to Deutsche Welle.
