 France was reminded Friday that terror threats will likely shadow the nation for years to come, as investigators picked through the chaos of the latest attack that left at least 84 people dead when a truck carved a mile-line path of horror through Bastille Day revelers on the French Riviera.
Counterterrorism authorities worked frantically to determine whether the attack had been perpetrated by a lone assailant, or whether it had connections and a support network that could be plotting further violence. The driver opened fire on the crowd before being shot dead by police, officials said.
There has been no claim of responsibility for Thursday’s bloodshed along the palm-lined Mediterranean. But the investigation appeared to narrow around a possible Tunisian-born suspect...
From Moscow, Secretary of State John F. Kerry and his Russian counterpart Sergei Lavrov said the attack underscored the need to end the violence in Syria, the home of the Islamic State. The U.S. is proposing greater intelligence coordination with Russia on Syria.
“The problem,” a solemn Kerry told Lavrov, “is you and I and other foreign ministers are doing this now on almost a weekly basis. And nowhere is there a greater hotbed or incubator for these terrorists than in Syria.”"

John Kerry Meets Vladimir Putin to Discuss New Syria Plan - NYT:

"The proposed agreement calls for the creation of a joint military command center staffed by military and intelligence officers who would share information so as to permit “integrated operations.” It has generated deep unease at the Pentagon and in some quarters of the State Department, where it is seen as too conciliatory to both the Russians and the Syrian president, Bashar al-Assad... 
The Nusra Front has been one of the most effective anti-Assad forces, and because of that United States-backed rebel groups often coordinate their activities with its units. Russia has argued that means that Washington is effectively supporting Nusra, and that the American-backed groups are legitimate targets. So a joint campaign against Nusra would not only appear to concede Russia’s point, but could also bring American firepower to bear against the strongest anti-Assad military force and a sometime partner of Washington’s allies.

Putin has Made Terrorism an Integral Part of Russian State Policy, Plamenyev Says

"Staunton, September 20 – Leaders of various countries have exploited terrorist attacks against their countries for their own purposes, but Vladimir Putin has made terrorism an integral part of Russian state policy, not only exploiting attacks but involving Russian security agencies and forces in terrorist actions as needed, according to Konstantin Plamenyev.

“Historical experience shows,” the Moscow commentator says, “that personal fears and the fears of particular power groups or rulers are behind many of these events” because they can use them to manipulate public opinion in directions that they want.

Moreover, he says, “Terrorism has made the world dangerous and unpredictable, less stable and more pragmatic, and also put humanity on the edge of a new global war. If in the second half of the 20th century, it was acceptable to call terrorist activity ‘international terrorism,’ then in our time, terrorism…has evolved into ‘state terrorism.’”

With Putin’s rise to power, “terrorism firmly entered [Russian] life,” first helping to power an obscure KGB lieutenant colonel to supreme power with the 1999 apartment bombings and then leading to war in the Caucasus, war in Georgia, “the annexation of Crimea and war in Ukraine.”

“Over the course of his rule, the authorities in the form of the Russian special services, having adopted ‘the science of terror’ have perfected and developed new methods of state terrorism, above all by having made the army and the media inalienable parts of it,” Plemenyev argues.

And as a result, “in contemporary Russia, state terrorism has become a domestic and foreign policy instrument of rule,” frightening the population into supporting ever more violence against others and frightening the leaders of other countries into avoiding taking a tough stand against what Putin has been doing"...

"The last six months have shown that Western leaders neither completely understand nor are prepared to take sufficient actions to counter this. Instead, Plamenyev says, “their position to a large extent remains mistake: Conducting negotiations with the chief terrorist, they are led by the idea that ‘the main thing is not to drive Putin into a corner but rather to give him a way out.’”
These leaders so concerned about “saving Putin’s face, as a result are losing their own,” the Moscow commentator says."

M.N.: There is also another very important aspect and objective here: to push up the price of oil, which is one of the foundations of Putin's power. 

“The reality is the Syrian regime has violated every commitment it has made — or that Russia has made on its behalf — and has squandered every opportunity to build confidence with the Syrian people,” the State Department official said, speaking on the condition of anonymity because the U.S. proposal to Russia has not been finalized. “In the meantime, the Assad regime continues to destroy its own country and people in order to cling to power.”
Officials said repeatedly that U.S. patience is running thin.
“We will not commit indefinitely to diplomacy that does not achieve real results,” one insisted. “We cannot provide political cover for those seeking to pursue a different agenda. . . . It’s long past time that Russia decides whether it is serious about advancing such shared objectives in Syria.”
The proposal Kerry is discussing with Putin and Lavrov would expand U.S. targeting in Syria to include Jabhat al-Nusra as well as the Islamic State, which is only tangentially involved in the civil war against Assad. Jabhat al-Nusra is a direct party to the conflict against the government, operating primarily in the same areas of northwestern Idlib and Aleppo provinces as U.S.-backed opposition ­forces."
"Kerry and Russian President Vladimir Putin met late Thursday night to discuss the conflict in Syria. Kerry said their talks had been “serious and frank,” but a spokesman for the Kremlin said the two did not discuss direct military cooperation in Syria.
"The topic of direct military cooperation in the fight against terrorism did not figure" in the talks, Kremlin spokesman Dmitry Peskov told reporters. “An exchange of information is occurring but, unfortunately we have not begun real cooperation to significantly improve the effectiveness of efforts in the fight against terrorism."
Kerry's two days of talks with the Russians are expected to touch on a wide range of issues; but, leaked reports first published by The Washington Post suggest the top U.S. diplomat is offering Putin something dramatic: a U.S.-Russia military alliance against Islamic State, al-Qaida and other extremist groups in Syria. 


High costs
The Kremlin, he notes, is facing “diminishing returns” from its Syrian gambit, with rising costs in blood and treasure.  Despite Putin’s announcement last March that Russia had achieved its military objectives and would formally withdraw from Syria, Russian combat operations have continued. 
So too, have casualties. Russia officially counts its dead at 12, including two Russian helicopter pilots shot down by IS militants in Syria last week. Outside experts suggest the numbers are significantly higher.
"The Kremlin knows that to defeat the insurgency would require a magnitude Russians have no stomach for," says Frolov.
"If casualties mount, it would be very hard to deny they're stuck," he says. "And they're stuck."
