John Hinckley Jr. to Be Freed 35 Years After Attempting to Assassinate Ronald Reagan

John Hinckley Jr. will be released from a federal mental hospital 35 years after he attempted to assassinate former President Ronald Reagan.
A federal judge in Washington, D.C. determined Wednesday that Hinckley, 61, is no longer a threat to himself or others. He will be released to live full-time with his mother in Williamsburg, Va., as early as next week.
The court order prohibits Hinckley from contacting his victims, their relatives, and actress Jodie Foster, who he had developed an obsession with. Hinckley will be bound to a 50-mile radius from Williamsburg and is barred from “knowingly” traveling to locations where there are current presidents or member of Congress.
Hinckley will also be barred from accessing social media, consuming alcohol, and possessing a firearm.
The judge said Hinckley may be allowed to live on his own after a year, removing the attempted assassin from court control for the first time since the 1981 shooting.
On March 30, 1981, Hinckley fired six shots at then-President Reagan outside the Washington Hilton Hotel in an assassination attempt intended to impress Foster.
Reagan was immediately rushed to the hospital and spent nearly two weeks recovering from gun wounds and severe blood loss. His press secretary James Brady was shot in the head and left paralyzed.
Nearly a year after the attack, a federal jury in Washington found Hinckley not guilty by reason of insanity.
Reagan’s daughter, Patti Davis, told NPR last year that the court’s not guilty decision was a “bad verdict.”
“You can’t say well if he shot the butcher it would be different,” Davis said. “He did try to shoot a president. We hold that crime in a different category than we do other attempted murders.”

Clinton Could Be First Woman US President - So What?

63 nations in the world have been led by a woman, but it is still not the norm Asked why she voted for Hillary Clinton in South Carolina’s Democratic primary, Columbia resident Evelyn Boyd does not hesitate. “I want a woman to have a say-so in how the government is run,” the African-American grandmother said. “Men have been doing it all along, and they don’t do anything special.”  Along the U.S. presidential campaign trail this year, voices like Boyd’s — championing the historic possibility of an American female president — seem to have been drowned out by the noise of the contentious presidential primary.  In New Hampshire, young women like 26-year old Karli Griffin see more in common with Senator Bernie Sanders than the former secretary of state.  “He is passionate about the issues that are affecting my generation,” the retail worker said.  For Griffin, it’s not seeing a woman in the Oval Office that brings her to the polls, but the promise of free college.  “A more educated populace can’t hurt,” the Manchester, New Hampshire, resident said.  Longtime Clinton supporter Susan Donner, who is in her late 60’s, takes a different view.  “I support Hillary because she has more experience,” Donner said. “Even though I know people don't always trust her, she has supported things important to me for many, many, many years, and that I do trust." The issue most important to this former social worker and retired associate dean at Smith College in Massachusetts is women's rights. "One of the things that impresses me most about Hillary, is that she went out of her as secretary of state to really fight for women and girls around the planet, and they are more than half the planet," said Donner.  Overlooking a historic moment?  This generational divide in how voters view Clinton’s historic nomination and the possibility of a woman commander-in-chief is not surprising, says Debbie Walsh, director of the Center for American Women and Politics at Rutgers University.  “Women, particularly in their fifties and beyond, definitely have had the sense that it may not happen in their lifetime,” Walsh noted. “Younger women totally expect that a woman will be president in their lifetime, and if it’s this woman, fine. If not, there will be others.”  American women in their late teens and twenties have not lived through decades of white male presidents, instead spending a bulk of their youth with an African-American man at the helm of the United States.  Many also have grown up seeing women in prominent leadership roles, including Supreme Court justices and speaker of the House of Representatives.  “There is a sense out there when you look at the top tier, that ‘oh, women have made it,’” Walsh said. “When in reality, women make up less than 25 percent of elected officials at the federal level, the state legislative and statewide elected office.” And this gender inequality is not just confined to the political realm, according to Jackson Katz, the author of Man Enough: Donald Trump, Hillary Clinton & the Politics of Presidential Masculinity.  “There is a lot of naiveté and a lot of wishful thinking that we have already won those battles, that it’s a settled issue that men and women are treated equally,” Katz observed. “But we are not even close to gender parity in economic terms and social terms.”  Clinton’s more than two decades in the public eye, as former first lady, U.S. senator, 2008 presidential candidate, and secretary of state also affect why many may not see the historic nature of her presidential nomination.  “She is very much someone who people have opinions about already, so the fact that she is a woman has already worked its way into peoples’ consciousness, even before she decided to run,” said Georgetown University historian Michael Kazin.  Or as Walsh puts it, “Some people sort of feel like she has already been in the White House.”  Angela Merkel, Ellen Johnson Sirleaf, and Hillary Clinton?   The fact is, however, no woman has ever occupied the White House as president of the United States.  Around the world, the picture is different.  The South Asian island nation of Sri Lanka elected the first female leader back in 1960, Sirimavo Bandaranaike.  India was next with Indira Gandhi as prime minister in 1966. Israel’s Golda Meir took the oath of office in 1969. Britain's Margaret Thatcher was elected prime minister in 1979.  At least 63 nations have had a woman as head of state or government in the last 50 years.  And whether it be Britain's new Prime Minister Theresa May, South Korean President Park Geun-hye or Liberia’s Ellen Sirleaf Johnson, women currently serve as heads of government or elected heads of state in 18 countries from Asia to Africa.  “On every continent, there has been at least one woman head of state. We [the United States] really are in many ways playing catch up in this department,” Debbie Walsh said. Although this election cycle is a historical moment in the U.S., in other countries women in major leadership roles are old news. The Pew Research Center report shows the number of women as head of government around the world has grown significantly. The data available is from the 142 countries included in the World Economic Forum's 2014 Global Gender Gap report and it does not include figurehead monarchs. Currently, there are 18 female world leaders including 12 female heads of government and 11 elected female heads of state. With the exception of Sweden, Nordic countries have the best representation of women in power. Iceland has had a female president or prime minister for at least 20 years in the last 50. Finland and Norway are right behind each other. The two countries have had female leaders in the past 12 and 11 years respectively. South America and Southeast Asia also have had their share of women as head of states. Yet, the Pew study says women leaders are still a small group. In Austria, for instance, a women led for two days during an interim period, while in Ecuador and Madagascar women were replaced or forced out by male politicians. Canada’s first female prime minister only served for about four months. Like the U.S., Mexico and Sweden have never had a woman as chief executive. So why has the U.S. lagged behind the rest of the world? Pew says 38 percent of Americans believe women are held to higher standards than men and that is why the country has never had a woman in the White House. Meanwhile, 37 percent say the country is “just not ready” to have women in leadership roles.  Many of the countries that have seen female leaders have parliamentary systems, where people usually vote for parties and not individuals. And nearly 100 nations have legislated or established voluntary quotas, setting aside a certain percentage of seats for female candidates.  Political barriers  Having a female president or prime minister or even quotas, though, does not necessarily mean women are equally represented at all levels of government.  As of August 2015, only 22 percent of national parliamentarians around the world were women, according to the United Nations.  The U.S. ranks 97th in the world when it comes to percentage of women in the legislature. And currently, women comprise only 20 percent of the U.S. Congress.  In the United States, women face obstacles getting on the ballot, when it comes to fundraising and being recruited to run for office, says Center for Women in American Politics director Walsh. It makes for a narrower pipeline to higher office.  “When you look at who runs for president in this country, it’s basically state governors and U.S. senators, and we have not had that many women,” Walsh said. “The pool is just that much smaller. Right now there are only six women who serve as governors and 20 women who serve in the U.S. Senate.”  But the challenges for Clinton and other women in politics are not just material, but also cultural, says author Katz.  “She [Hillary Clinton] has to navigate this cultural symbolism that surrounds the presidency, that defines it in such clearly masculine terms,” Katz said. “The president is not just the chief executive, the president is the commander in chief of the armed forces, the patriarchal figure that reassures the nation.”  Although becoming the first woman American president is not a main theme of her campaign, Clinton did acknowledge the historic significance of such an election during a recent interview on CBS’ 60 Minutes.  “I hope that it gives other women and girls the feeling that whatever their dreams might be, they can achieve them in this country,” said Clinton.

Moscow’s Nationalities Agency to Take Up Defense of Ethnic Russians in Non-Russian Republics

Paul Goble

Staunton, July 27 – Arguing that many ethnic Russians in non-Russian republics like Tuva and Karachayevo-Cherkessia now feel themselves to be the victims of discrimination, Igor Barinov, head of the Federation Agency for Nationalities Affairs, says his institution has the responsibility to defend their rights and will do so.

Barinov’s position was echoed by Magomedsalam Magomedov, deputy head of the Presidential Administration and former head of Daghestan, who said that “Not a single people of Russia can feel good if the [ethnic] Russian people feels bad,” (kommersant.ru/doc/3048403 andnazaccent.ru/content/21416-fadn-russkie-chuvstvuyut-sebya-ushemlennymi-po.html).

In the past, Russian agencies responsible for nationality affairs have at least ostensibly declared that they were responsible for ensuring the rights of non-Russian groups even though Moscow policies have been anything but even-handed in dealing with them relative to the ethnic Russian majority.

Now, however, the words of Barinov and Magomedov at the Klyazma meeting suggest, the Kremlin is going to dispense with that fig leaf and promote an openly pro-ethnic Russian approach, one that may please Russian nationalists but that is likely to exacerbate relations between Russian and non-Russian groups.

Barinov said that a poll last month showed that nine percent of the residents of the Russian Federation as a whole report feeling discrimination but that in some republics, including Karachayevo-Cherkessia and Tuva, “the situation is more tense,” with 26 percent of the residents of the latter saying they have experienced discrimination on the basis of their ethnicity.

The agency head said that this 26 percent “corresponds with the number of Russian-speaking citizens living in Tuva” and therefore it is entirely appropriate to conclude that “namely this group of the population feels itself to be discriminated against on the basis of nationality,” a view that ignores the likelihood that many ethnic Tuvans may feel that way.

Barinov said that Russians form 80 percent of the country’s population. Many live in predominantly ethnic Russian areas and for them Moscow’s assistance will “bear a socio-economic character.”   But for those who live in non-Russian regions, he said he will “defend Russians” by other, unspecified means. “We have that authority,” he concluded.

Kremlin Invites Californian, Texan and Puerto Rican Separatists to Moscow Conference

Paul Goble

Staunton, July 27 – Last September, Vladimir Putin hosted a conference of separatist leaders from around the world. Now, he will be hosting a second such meeting next month that will involve, among others, pro-separatist activists from the US states of California and Texas and the American Commonwealth of Puerto Rico.

Russian commentator Leonid Radzikhovsky says that these meetings should not be taken seriously. They simply attract to Moscow marginal figures who are prepared to travel if someone pays their airfare and hotel accommodations. But they do show that the Kremlin is prepared to troll among even these (apostrophe.com.ua/article/world/2016-07-27/moskovskiy-syezd-separatistov-edinstvennaya-ih-ideologiya--otklonenie-ot-normyi/6433).

According to the organizers of this year’s meeting, it will cost only 20,000 US dollars, a figure that suggests how relatively unimportant such gatherings are, the commentator says. Moscow will in this case at least get what it is paying for and not much more besides demonstrating once again its approach to the world.

He says that he “doesn’t think that someone is counting on seizing Texas for two million rubles.”  But what holding such meetings may do is create “a Komintern of the psychologically ill,” a group Russia can make use of for propaganda purposes. But no one should confuse this was the huge financial support Moscow provides to groups like Marie Le Pen’s National Front.

According to Radzikhovsky, all of those who have been invited are “official marginal. They can be neo-Nazis, Trotskyites, anarchists, or cannibals.” They have only one thing in common: all of them are mentally handicapped and have delusions of grandeur.

“I too could proclaim an independent republic of the size of my apartment,” Radzikhovsky says.  But that wouldn’t have an impact on anyone else, and neither will these people, especially given that they are sponsored by someone who doesn’t tolerate even the talk of separatism regarding Russia.

Whatever the conspiracy theories, praise, policy concessions and business links all suggest a President Trump would model himself on Russia’s strongman
It’s quite a contrast. In 1984, Ronald Reagan won re-election with the help, in part, of a TV ad that began with the memorable line, “There’s a bear in the woods.” Without ever mentioning Soviet Russia by name, the ad played on cold war fears to suggest that only Reagan was prepared to face down the menace from the east. Back then, it was taken as read that the US Republican party would stand strong against an authoritarian, undemocratic regime in Moscow.
The two of them could then do business with no regard for international law, the international system or human rights
