Issa: Trump-Russia probe requires a special prosecutor

A Republican congressman who aligned with President Donald Trump during the 2016 campaign called Friday for a special prosecutor to oversee the investigation into Trump associates' contacts with Russia.
Rep. Darrell Issa said on HBO's "Real Time" that Attorney General Jeff Sessions — who Trump appointed as the nation's top law enforcement officer — should not handle the problem.

"You cannot have somebody, a friend of mine Jeff Sessions, who was on the campaign and who is an appointee," the California Republican said in response to a question from host Bill Maher. "You're going to need to use the special prosecutor's statute and office to take — not just to recuse. You can't just give it to your deputy. That's another political appointee."
Issa emphasized that "there may or may not be fault" with Trump's associates but said Russian President Vladimir Putin's brutality toward political enemies highlighted the need for such a probe.
Issa supported Trump during the 2016 election, a fact that Democrats exploited in an attempt to topple Issa in his bid for a ninth term in the House. Issa prevailed by less than a percentage point, and Democratic presidential nominee Hillary Clinton beat Trump in the district by a wide margin. That result immediately left Issa as a top Democratic target for 2018.
Trump personally vouched for Issa during his reelection bid, tweeting on Nov. 1 "@DarrellIssa is a very good man. Help him win his congressional seat in California."

Trump administration sought to enlist intelligence officials, key lawmakers to counter Russia stories

The Trump administration has enlisted senior members of the intelligence community and Congress in efforts to counter news stories about Trump associates’ ties to Russia, a politically charged issue that has been under investigation by the FBI as well as lawmakers now defending the White House.
Acting at the behest of the White House, the officials made calls to news organizations last week in attempts to challenge stories about alleged contacts between members of President Trump’s campaign team and Russian intelligence operatives, U.S. officials said.
The calls were orchestrated by the White House after unsuccessful attempts by the administration to get senior FBI officials to speak with news organizations and dispute the accuracy of stories on the alleged contacts with Russia.

The White House on Friday acknowledged those interactions with the FBI but did not disclose that it then turned to other officials who agreed to do what the FBI would not — participate in White House-arranged calls with news organizations, including The Washington Post.
Two of those officials spoke on the condition of anonymity — a practice President Trump has condemned.

The officials broadly dismissed Trump associates’ contacts with Russia as infrequent and inconsequential. But the officials would not answer substantive questions about the issue, and their comments were not published by The Post and do not appear to have been reported elsewhere.
White House spokesman Sean Spicer confirmed that the White House communicated with officials with the aim of contesting reporting on Russia, but maintained that the administration did nothing improper. “When informed by the FBI that [the Russia-related reporting] was false we told reporters who else they should contact to corroborate the FBI’s version of the story.”
The decision to involve those officials could be perceived as threatening the independence of U.S. spy agencies that are supposed to remain insulated from partisan issues, as well as undercutting the credibility of ongoing congressional probes. Those officials saw their involvement as an attempt to correct coverage they believed to be erroneous.
The effort also involved senior lawmakers with access to classified intelligence about Russia, including Sen. Richard Burr (R-N.C.) and Rep. Devin Nunes (R-Calif.), the chairmen of the Senate and House intelligence committees. A spokesman for Nunes said that he had already begun speaking to reporters to challenge the story and then “at the request of a White House communications aide, Chairman Nunes then spoke to an additional reporter and delivered the same message.”
Unlike the others, Nunes spoke on the record and was subsequently quoted in the Wall Street Journal.
In an interview, Burr acknowledged that he “had conversations about” Russia-related news reports with the White House and engaged with news organizations to dispute articles by the New York Times and CNN that alleged “repeated” or “constant” contact between Trump campaign members and Russian intelligence operatives.

“I’ve had those conversations,” Burr said, adding that he regarded the contacts as appropriate provided that “I felt I had something to share that didn’t breach my responsibilities to the committee in an ongoing investigation.”
The administration’s push against the Russia coverage intensified Sunday when White House Chief of Staff Reince Priebus said in television interviews that he had been authorized “by the top levels of the intelligence community” to denounce reports on Trump campaign contacts with Russia as false.
Priebus’s denunciations ranged from calling the articles “overstated” to saying they were “complete garbage.”
Administration officials said that Priebus’s comments had been cleared by FBI Director James B. Comey and Deputy Director Andrew McCabe. In doing so, the FBI’s leadership would appear to have been drawing a distinction between authorizing comments by a White House official and addressing the matter themselves.
Former intelligence officials expressed concern over the blurring of lines between intelligence and politics, with some recalling Republican accusations that the Obama administration had twisted intelligence in its accounts of the 2012 attacks on U.S. facilities in Benghazi, Libya.
“I doubt that there was any enthusiasm from the intelligence leadership to get involved in this in the first place,” former CIA director Michael Hayden said, noting that it seemed unlikely that Priebus’s bluntly worded denials were consistent with the “precise language” favored by intelligence analysts.
“Think Benghazi here,” Hayden said in an interview by email. “This is what happens when the intel guys are leaned on for the narrative of the political speakers. The latter have different rules, words, purposes. Getting intel into that mix always ends unhappily, [and] it looks like we just did.”
The Trump administration’s actions reflect its level of concern about coverage of its relationship with Russia. Trump has continued to praise Russian President Vladimir Putin, even after U.S. intelligence agencies concluded that Russia had interfered in the U.S. presidential race to help Trump win.
Trump has also repeatedly disparaged the intelligence agencies that his administration last week turned to for support. Shortly before taking office, Trump accused U.S. spy agencies of a Nazi-style leaks campaign to smear him.
The White House statements on the issue Friday came after CNN reported that the FBI had refused administration requests to publicly “knock down” media reports about ties between Trump associates and Russian intelligence.
Administration officials disputed the account, saying that rather than soliciting FBI feedback, Priebus had been pulled aside by McCabe on the morning of Feb. 15 and told, “I want you to know” that the New York Times story “is BS.”
The FBI declined to discuss the matter.
White House officials declined to comment on the administration’s subsequent effort to enlist other government officials and would not agree to allow the identification of the intelligence officials who had spoken to The Post last week. In separate calls, those individuals insisted on being identified only as “a senior intelligence official in the Trump administration” and “a senior member of the intelligence community.”
In a brief interview on the night of Feb. 15, the senior intelligence official said that the suggestion that there was frequent contact between Russians and Trump associates was false, describing any conversations as sporadic, limited and based on Russia’s interest in building a relationship with the future Trump administration rather than shaping the 2016 presidential race.
The senior intelligence official appeared to be referring to contacts between Trump’s designated national security adviser, Michael Flynn, and Russian Ambassador Sergey Kislyak before Trump was sworn in as president. Flynn was forced out of his job earlier this month after The Post reported that Flynn had discussed U.S. sanctions against Russia with Kislyak and then misled Trump administration officials about the nature of his contacts.
Officials at the CIA and the Office of the Director of National Intelligence declined to comment on whether senior officials at those agencies had discussed Russia coverage with the White House or been involved in efforts to refute stories on that subject.
CIA Director Mike Pompeo is the senior-most intelligence official in the administration, with former senator Dan Coats (R-Ind.) still awaiting confirmation as director of national intelligence.
As a Republican member of Congress, Pompeo was among the most fiercely partisan figures in the House investigation of Benghazi, which centered on accusations that the Obama administration had twisted intelligence about the attacks for political purposes.
It is not unusual for CIA leaders to have contact with news organizations, particularly about global issues such as terrorism or to contest news accounts of CIA operations. But involving the agency on alleged Trump campaign ties to Russia could be problematic.
The CIA is not in charge of the investigation. Given the history of domestic espionage abuses in the United States, CIA officials are typically averse to being drawn into matters that involve U.S. citizens or might make the agency vulnerable to charges that it is politicizing intelligence.
A U.S. intelligence official declined to discuss any Pompeo involvement except to say that he was “not involved in drafting or approving statements for public use by the White House this past weekend on alleged Russian contacts.”
Whether there were such contacts remains a major point of contention. Beyond Flynn, the investigation has focused on other figures including Paul Manafort, Trump’s former campaign chairman, who had previously served as a paid political adviser to the Putin-backed president of Ukraine.
U.S. intelligence reports cite multiple contacts between members of Trump’s team and Russians with links to the Kremlin, during the campaign and afterward, according to officials who have seen them. Such reports were based on intercepted Russian communications and other sources, the officials said.
Nunes, who served as a member of Trump’s transition team, has resisted calls for his House committee to investigate alleged contacts between Trump associates and Russia. He said in an interview that after months of investigations, U.S. authorities have turned up no evidence of such contacts.
“They’ve looked, and it’s all a dead trail that leads me to believe no contact, not even pizza-delivery-guy contact,” Nunes said, appearing to rule out even unwitting contact between Trump officials and Russian agents. Investigators, Nunes said, “don’t even have a lead.”

BAGHDAD — Senior U.S. military officials want to elevate talks with Russia about air operations over Iraq and Syria, an effort that is meant to protect pilots from collisions but complicated by concerns at the Pentagon that doing so will make it look like Washington and Moscow have begun to collaborate on the battlefield.
The talks, known as deconfliction, began in 2015 after the Russian military deployed forces to Khmeimim Air Base, a military installation along Syria’s Mediterranean coastline that has been used to launch airstrikes against opposition forces in Syria in support of President Bashar al-Assad’s regime. Russia’s arrival in Syria complicated U.S.-led operations against the Islamic State military group in Syria, which began a year earlier.
An agreement signed between Washington and Moscow in fall 2015 called for the use of specific communication frequencies and the establishment of a phone hotline in which a U.S. colonel in Qatar and a Russian counterpart in Syria “deconflict” operations regularly but do not share intelligence. When there are points of contention between the two militaries, though, the existing arrangement has not left many options for U.S. officers, said Lt. Gen. Jeffrey Harrigian, the top Air Force commander in the Middle East.

“Our perspective has been that there needs to be another layer that allows us to have a more senior-level discussion, and we’ve got to work through where that layer is,” Harrigian told reporters in Baghdad this week, suggesting that adding a U.S. general with somewhere between one and three stars and a Russian counterpart would be helpful.
Harrigian said that U.S. aircraft “on occasion get out of the way” of Russian jets. This was especially true a few months ago when both countries were launching airstrikes regularly near the Syrian city of Palmyra, he said. Such decisions could be hampering the overall operation, however.
“In essence, we had some conflicting operational desires that ultimately we ended up working our way through over time because we were never able to elevate this discussion,” Harrigian said. “Did we miss targets? I can’t say that for sure, but I would tell you that optimally we would have gone after that in a different manner.”
U.S. military officials also have advocated upgrading the technology used to communicate with the Russians, which up until now has consisted of “little more than a commercial phone line,” said Air Force Col. John Thomas, a spokesman for U.S. Central Command. Doing so, he said, would boost the safety of flight operations, “and that’s certainly a big reason for considering making the communication more robust.”
The discussions are complicated by legislation passed in 2014 after Moscow’s military bloody intervention into Ukraine and annexation of the Crimean Peninsula. With few exceptions, the law banned military-to-military cooperation between the United States and Russia unless Russian forces withdraw from Ukraine. Defense Secretary Jim Mattis can make an exception on issues where he considers it in U.S. interests, but is not ready to do so anytime soon, according to two people familiar with his thinking who spoke on condition of anonymity due to the sensitivity of the issue.

During a Feb. 16 visit to the North Atlantic Treaty Organization in Brussels, Mattis said that the conditions are not right presently for the U.S. and Russian militaries to work together and that Moscow would have to “prove itself” first.
“We are not in a position right now to collaborate on a military level, but our political leaders will engage and try to find common ground or a way forward so that Russia, living up to its commitment, can return to a partnership of sorts here with NATO,” Mattis said.
Senior U.S. military officials and the Obama administration last year discussed establishing a new, higher-level channel for communicating with Russia about Syria that could have involved three-star generals, but Defense Secretary Ashton B. Carter opted not to make a change before leaving office, according to people who were aware of discussions at the time and spoke on the condition of anonymity in order to speak candidly.
The individuals said that one of the concerns was potentially creating the appearance that Russia and the United States were carving up sections of Syrian airspace for their differing missions, effectively collaborating. Another was that senior U.S. military officials already could consult senior civilian officials at the Pentagon in cases where they ran into any difficulty with the Russians.
Elissa Slotkin, one former senior defense official involved in the discussions at the time, said that until the Trump administration makes policy decisions about how it wants to interact with Russia in regard to Syria, it would be unwise to increase interaction between the U.S. and Russian militaries any more than needed to keep pilots safe. She said Defense Secretary Jim Mattis might address the issue in a plan he has been directed to deliver to Trump by the end of the month on how to accelerate the war against the Islamic State, she said.
Concerns about a potential collision in the air have persisted as U.S., Russian, Syrian and Turkish aircraft increasingly converge on the same areas of Syria, like the city of al-Bab. Pilots who have recently flown combat sorties over Iraq and Syria said that existing ways of deconflicting don’t always work well and Russian pilots sometimes do not respond to radio communications.
Air Force Brig. Gen. Charles Corcoran, commander of the 380th Air Expeditionary Wing that flies combat missions against the Islamic State, said that the military has opted to fly advanced F-22 Raptors above U.S. aircraft in a “stack” formation in part because their sensors can better keep track of other aircraft. At times, he said, information gathered in the F-22 has been used to shift other U.S. planes to make room for an incoming Russian aircraft.
In October, U.S. military officials were particularly alarmed by an incident over Syria in which a Russian jet passed within a half-mile of a coalition E-3 Sentry, better known as an Airborne Warning and Control System (AWACS) plane. The encounter was close enough to knock out the radar on the AWACS, Corcoran said.
Operations have improved since then, Corcoran said, but he said he’d still welcome additional dialogue. Russian jets not only encounter American aircraft over Syria, he said, but over the Iraqi city of Mosul and surrounding areas, as Russian jets travel to Syria from southern Russia after crossing south down the Caspian Sea and west over Iran.
“I think it would be helpful,” Corcoran said of elevating talks. “It’s never a bad thing to have [military-to-military] ties. How many times during the Cold War did we say that having them stopped bad things from happening? We all have our objectives, but we have to talk.”
Marine Gen. Joseph F. Dunford was open to elevating deconfliction talks to higher levels of the military, individuals familiar with previous discussions said. He met Feb. 16 with his Russian counterpart, Gen. Valeriy Gerasimov, in Baku, Azerbaijan, marking their first face-to-face meeting since Russia’s intervention in Ukraine in 2014.
A spokesman for Dunford, Navy Capt. Greg Hicks, said that the U.S. military continues to ensure the safety of flights over Syria and concerns are met through existing communication channels but declined to characterize Dunford’s talks with the Russian general.

US, Russia Need More Talk on ISIS Fight, Air Force General Says

The Pentagon should consider more discussions with Russia as the battlespace continues to grow more complex in Iraq and Syria in the fight against the Islamic State, a top U.S. Air Force general said Friday.
"There is room to elevate [talks with Russia]," Gen. Herbert "Hawk" Carlisle, head of Air Combat Command, told reporters during a breakfast in Washington, D.C. "We have constant communication with the Russians and, when we do, the deconfliction is incredibly valuable."
The Washington Post reported senior U.S. military officials are considering more talks, even if it could be construed as increased cooperation with Moscow. Carlisle, who will retire next month after leading the command since 2014 and having almost 40 years in service, said while he has not been intimately involved in the ongoing discussions, it's an obvious choice.
"Increased dialogue has got to happen because it's going to become more and more complex as time goes on. And as we continue to squeeze ISIS and continue to take more territory away from them, it becomes more complex," he said. "I think we have to continue to work that avenue because in the defeat of ISIS, everything we do ... as we work together with the Russians [is] incredibly important in the deconfliction -- to [avoid] any miscalculations, any mistakes, any unintended consequences."
Carlisle continued, "To me, it makes sense. The more you can build an understanding between those flying in the same … airspace, the better off you're going to be."
The U.S. is operating under a memorandum of understanding signed in 2015, which established a phone "hotline" the militaries could use to alert one another of actions they're taking in Syria.
Officials including the Air Force's top general in the Middle East, Lt. Gen. Jeffrey Harrigian; U.S. Central Command commander Gen. Joseph Votel; and Lt. Gen. Stephen Townsend, commander of the Combined Joint Task Force-Operation Inherent Resolve, are weighing new options with Defense Secretary Jim Mattis, Carlisle said.
The reasons to do so are mounting, he added.
"It's a dense surface-to-air threat in portions of Syria," Carlisle said. Aircraft must be ready at all times to act, he said, because "the [surface-to-air missile] systems the Russians and Syrians have over there are active systems."
He clarified that while the SAM systems are operative, they're not necessarily painting U.S. aircraft with target tracking radars "to any great extent that I know of."
Mattis, during his trip last week to Europe to reassure NATO allies on emerging Russian threats, assured them that Russia's actions within Syria and in Ukraine and the Baltic states are not looked on favorably by the U.S.
"Russia's aggressive actions have violated international law and are destabilizing," he said during a speech to NATO defense ministers in Brussels.
Mattis said of further military cooperation, "Russia is going to have to prove itself first."

The Pentagon will present to President Donald Trump a “full range of options” to fight Islamic State (ISIS) that could include U.S. boots on the ground in Syria.
“I’m in the business of providing the president with options,” Marine Gen. Joseph Dunford, the chairman of the Joint Chiefs of Staff, said on Feb. 23.
Following through on a campaign promise, Trump on Jan. 28 ordered a 30-day review of the U.S. strategy on ISIS. Defense Secretary Jim “Mad Dog” Mattis is expected to present the president with the plan next week, according to the Pentagon.
“We’ve been given a task to go to the president with options to accelerate the defeat of ISIS specifically, but obviously other violent extremist groups as well,” Dunford said. “So we’re going to go to him with a full range of options from which he can choose.”
The Trump administration reportedly scrapped a detailed plan left by former President Barack Obama’s administration that outlined a strategy to train Kurdish forces, provide them with new equipment, and help them retake Raqqa, instead telling the Pentagon to come up with new options, according to a Feb. 23 report by McClatchy’s D.C. Bureau.
In his first week in office, Trump said he would “absolutely do safe zones in Syria” for people displaced by the violence in order to stem the flow of refugees from the country, a move that would require boots on the ground.
There are currently around 500 U.S. Special Operations forces in Syria, in what Dunford called “about as complex an environment as you can be,” working with Syrian Kurdish and Arab forces to close in on the ISIS stronghold of Raqqa. Dunford on Feb. 23 repeatedly declined to rule out committing U.S. ground troops to battle ISIS in Syria.
The head of U.S. Central Command, Gen. Joseph Votel, said on Feb. 22 that he was “concerned about maintaining momentum” in efforts to defeat ISIS in Syria, and that it could be a possibility to “take on a larger burden ourselves.”
Dunford said the recommendations also will include ways to battle transnational terrorist groups beyond just Syria and Iraq, especially given the flow of foreign fighters into the region, the McClatchy report said.
Those options would also target Al Qaida, he said.
To defeat ISIS, the U.S. and its allies must “cut the connective tissue between regional groups that now form a trans-regional threat … and then working in combination with local and coalition forces to drive the threat down to the level where local law enforcement can deal with that threat,” Dunford said.

For Kim Jong Nam, a sad ending to a lonely life

SEOUL — Kim Jong Nam led a life of loneliness and fear and seclusion, rejected by his father, orphaned by his mother, stuck in a shadowy exile where he constantly had to worry about spies and secret agents and reporters.
And it all came to a pitiful end, with Kim slumped in a chair in a Malaysian airport clinic, his belly protruding from his navy-blue polo shirt, then dying in an ambulance en route to the hospital. He had been smeared with VX, a lethal nerve agent that is used as a chemical weapon.
“He’s like a country-and-western song — it’s sad, sad stuff,” said Michael Madden, editor of the North Korea Leadership Watch website.

Kim’s painful demise is a blow for the United States and South Korea, which have lost a potential source of intelligence on the world’s most secretive regime. They also have lost a potential replacement for his half brother Kim Jong Un, the North Korean leader who again has thrown down the gauntlet to the outside world.
“Kim Jong Un is testing nukes and missiles like crazy,” said Alexandre Mansourov, a North Korea leadership expert who once studied at Kim Il Sung University in Pyongyang. “Now he feels confident enough to send his goons around the world to assassinate people he doesn’t like.”

Kim Jong Un feels this emboldened because he keeps challenging the outside world, especially the United States, and it does nothing to stop him, Mansourov said. “It’s a sign of supreme confidence that he can get away with anything, that he can literally get away with murder.”
The blame for the well-planned attack on Kim Jong Nam in a Kuala Lumpur airport terminal on Feb. 13 is, however, being directed squarely at the leader of North Korea.
Malaysia says that Kim died because of exposure to VX, and it has implicated eight North Koreans in the attack, including a diplomat and a scientist.
South Korean intelligence officials have said that Kim Jong Un put out a “standing order” for his older half brother’s assassination years ago, but even so, analysts agree that he would have had to give the green light for this attack.
“The fact that so many North Korean agents were involved shows that the operation was planned well in advance and was done with Kim Jong Un’s blessing,” said Sue Mi Terry, a former North Korea analyst at the CIA.
It would not be the first time Kim Jong Un has acted in such a ruthless way. The 33-year-old has ordered the purge or execution of several hundred officials during his five years at the helm. These included his uncle, Jang Song Thaek, who had been a mentor to Kim Jong Nam and was accused of amassing too much power.
“This fits into the larger narrative of what Kim Jong Un wants to do,” said Ken Gause, a North Korea leadership expert at CNA, a Virginia-based consulting firm. “He’s getting rid of potential contenders to the throne.”
‘Without even one friend’
Kim Jong Nam was the result of a secret relationship between North Korea’s second-generation leader, Kim Jong Il, and his consort, an actress named Sung Hye Rim.
He led a lonely childhood in Pyongyang, “without even one friend,” Sung’s sister wrote in her memoir.
When he was 8, Kim moved to Moscow with his aunt and grandmother, but he hated it. He then moved on to Geneva. There he seemed to fit in better, although he still lived in a cloud of half-truths.
“He introduced himself as the son of the North Korean ambassador,” said Anthony Sahakian, a Swiss businessman who went to school with Kim, whom he knew as “Lee.”
“North Korea, South Korea — we were 13 years old. We didn’t know the difference,” Sahakian said.
But some things did make Kim different — for instance, he had a driver’s license that said he was older than he was.
“That was strange because he showed up in a Mercedes 600, driving it himself,” Sahakian said, referring to the huge sedan that was a favorite among dictators. “At the time, all we wanted to do was drive, so we were very jealous. We’d skip class and go somewhere else during the day to drink coffee.”
Kim was multilingual as a result of his international childhood. He spoke fluent English and French, and Sahakian said they conversed in Russian.
In 1988, when he was almost 18, Kim went back to Pyongyang and to a life of cloistered misery, the polar opposite from his freewheeling youth in Europe. To boot, he found that the affection his father once had showered upon him now was directed at a new family, which included a young boy called Jong Un.
Kim Jong Nam had talked about “life in the palace” being oppressive. “He had everything he could possibly desire, but he was in a black depression there,” said a school friend who spoke on the condition of anonymity to discuss sensitive details.
So Kim Jong Il struck a deal with his son: If he got married and had a child, he could leave, the friend said.
Kim Jong Nam married and had a son in 1995, although it is not known exactly when he left North Korea.
Certainly a turning point came in 2001, when the family was caught entering Japan on false Dominican Republic passports. Kim, whose passport name was Chinese for “Fat Bear,” told the authorities that they had wanted to go to Tokyo Disneyland.
After that, the family moved to Macau, where they were under Chinese protection and could live relatively freely, with Kim indulging his passion for gambling. He traveled to Beijing, where he was thought to have another family, and around Southeast Asia, popping up in Indonesia and Singapore.
He also traveled regularly to Europe — sometimes to see his oldest son, who had been studying in France, and sometimes on business, apparently buying wine or property for wealthy Asian clients.
He always kept his wits about him, said Sahakian, who had seen his old friend several times in Geneva in recent years. “He wasn’t paranoid, but he was worried,” he said. “When he was out he was careful, and he avoided talking to Asians because he was worried they were spies. He was on his guard, but it wouldn’t stop him.”
Dynastic competition
Although he had been mentioned as a potential leader in dynastic North Korea, friends say he did not have any interest in the prospect.
But he appears to have antagonized his younger brother just enough. In 2010, the day before Kim Jong Un was to make his first appearance as heir apparent in North Korea, Kim Jong Nam gave an interview to Japan’s TV Asahi in which he said that the choice was his father’s and that there appeared to be internal reasons for hurrying the process along.
“Personally speaking, I am opposed to the third-generation succession,” he said, a statement that might be considered anodyne elsewhere but was tantamount to treason in North Korea.
Madden, of North Korea Leadership Watch, said that there was always a chance of Kim Jong Nam’s being thrust into leadership. “Jong Nam still had a power base, and there was always a remote possibility that he would take power,” he said.
Terry, the former CIA analyst, agreed. “However improbable, there are always rumors that Kim Jong Nam could replace Kim Jong Un as the head of the regime at the behest of China or the U.S.” she said.
There have been reports in South Korea that Kim Jong Nam had acted as a middleman between South Korean President Park Geun-hye and officials in North Korea. Just a few days before his death, a South Korean newspaper reported that Kim Jong Nam had tried to defect to South Korea several years ago.
This would have given the regime ample reason to get rid of him, said Cheong Seong-chang, senior fellow at the Sejong Institute, a South Korean think tank.
Indeed, Kim’s defection would have been much more catastrophic for the regime than that of Thae Yong-ho, the deputy North Korean ambassador in London who fled to South Korea last year, said one former official in the regime.
“Imagine how detrimental the impact would have been if Kim Jong Un’s half brother were to speak out against Kim Jong Un,” said the former official, who spoke on the condition of anonymity out of concern for his safety. “It would have a much bigger impact than Thae Yong-ho is having now in South Korea.”
Thae has become an outspoken critic of the regime, calling for a flood of information into North Korea to encourage people there to flee or rise up.
The downside for the United States and South Korea is that they have lost the opportunity to recruit someone in the family to provide information. They also have lost someone who could be installed as a slightly friendlier leader in North Korea while still maintaining the Kim family bloodline — an important factor in Korean culture.
“They wanted him alive, not dead,” said Mansourov. “The only party interested in his premature departure was Pyongyang.”

Trump Denounces F.B.I. Over Leaks, Demanding Investigation

WASHINGTON — President Trump on Friday assailed the F.B.I. as a dangerously porous agency, charging that leaks of classified information from within its ranks were putting the country at risk — and calling for an immediate hunt for the leakers.
Mr. Trump’s complaints were his latest attacks on his own government’s law enforcement and intelligence agencies, which he has characterized as misguided, irresponsible and politically motivated. The criticisms appeared to be a response to a news report Thursday night indicating that a White House official had asked the F.B.I. to rebut an article detailing contacts between Mr. Trump’s associates and Russian intelligence officials.
The report on Thursday night by CNN asserted that a White House official had called top leaders at the F.B.I. to request that they contact reporters to dispute the account, which appeared last week in The New York Times. Sean Spicer, the White House press secretary, told reporters on Friday morning that the CNN report was “indefensible and inaccurate,” and he has also called the Times article untrue.
But on Friday morning, Mr. Trump’s focus was on which members of his administration were sharing unflattering information about him with reporters, and his desire to find the perpetrators.
Mr. Spicer argued on Friday that CNN had misreported a series of exchanges between Reince Priebus, the White House chief of staff, and leaders of the F.B.I. in the wake of the Times report.
At a briefing conducted on the condition of anonymity for the White House press pool, senior administration officials said it was top F.B.I. officials — first Andrew G. McCabe, the deputy director, and later James B. Comey, the director — who approached Mr. Priebus the day after the article appeared to say that it was false.
Mr. Priebus, according to the White House officials, then asked the men what they could do to rebut it publicly. They apologized and said they were unable to issue a statement or otherwise comment on the matter, according to the White House briefing.
At one point, the White House officials said, Mr. Priebus asked Mr. McCabe if he could say publicly that “senior intelligence officials” had informed him that the Times article was inaccurate, and he was told that he could. Mr. Priebus did that in an interview on Sunday.
The F.B.I. on Friday declined to provide its account of those conversations and declined to comment on Mr. Trump’s Twitter statements.
The executive editor of The Times, Dean Baquet, said on Friday that “The Times had numerous sources confirming this story.”
“Attacking it does not make it less true,” Mr. Baquet said.
An F.B.I. official confirmed on Thursday night that the White House had asked last week for the bureau’s help disputing the story, and that senior F.B.I. officials had rejected the request, citing the continuing investigation into Russian efforts to affect the election.
The official declined to say whether White House officials had reached out directly to Mr. Comey, Mr. McCabe or others. The official said the White House had reached out to American intelligence agencies in the hopes of enlisting their help.
Tension between the F.B.I. and the White House is not unheard-of. President Bill Clinton had an icy relationship with his F.B.I. director, Louis J. Freeh, whose agents investigated the president and his associates for years. But it is very unusual for a president to openly criticize the entire bureau.
Mr. Trump’s remarks add to an already unusual moment in history for the F.B.I. The bureau, along with other American intelligence agencies, has concluded that Russia unleashed a hacking campaign to disrupt the 2016 presidential election, in part to help Mr. Trump. F.B.I. agents are also investigating some of Mr. Trump’s former campaign advisers and associates.
Mr. Trump has been disparaging the intelligence community for months, particularly in response to its conclusion that Russia sought to influence the election on his behalf.
In December, he suggested that United States intelligence agencies could not be trusted because they erroneously concluded that Saddam Hussein had weapons of mass destruction in Iraq. In January, he denounced leaks emanating from the intelligence community and argued that they were politically motivated. “Are we living in Nazi Germany?” he said.

White House Bars Times and Other News Outlets From Briefing

WASHINGTON — Journalists from The New York Times and several other news organizations were prohibited from attending a briefing by President Trump’s press secretary on Friday, a highly unusual breach of relations between the White House and its press corps.
Reporters from The Times, BuzzFeed News, CNN, The Los Angeles Times and Politico were not allowed to enter the West Wing office of the press secretary, Sean M. Spicer, for the scheduled briefing. Aides to Mr. Spicer only allowed in reporters from a handpicked group of news organizations that, the White House said, had been previously confirmed.
Those organizations included Breitbart News, the One America News Network and The Washington Times, all with conservative leanings. Journalists from ABC, CBS, The Wall Street Journal, Bloomberg, and Fox News also attended.
Reporters from Time magazine and The Associated Press, who were set to be allowed in, chose not to attend the briefing in protest of the White House’s actions.
“Nothing like this has ever happened at the White House in our long history of covering multiple administrations of different parties,” Dean Baquet, the executive editor of The Times, said in a statement. “We strongly protest the exclusion of The New York Times and the other news organizations. Free media access to a transparent government is obviously of crucial national interest.”
The White House Correspondents’ Association, which represents the press corps, quickly rebuked the White House’s actions.
“The W.H.C.A. board is protesting strongly against how today’s gaggle is being handled by the White House,” the association president, Jeff Mason, said in a statement. “We encourage the organizations that were allowed in to share the material with others in the press corps who were not. The board will be discussing this further with White House staff.”
The White House move came hours after Mr. Trump delivered a slashing attack on the news media in a speech at the Conservative Political Action Conference. The president denounced news organizations as “dishonest” purveyors of “fake news” and mocked journalists for claiming free speech rights.
“They always bring up the First Amendment,” Mr. Trump said to cheers.
A White House spokeswoman, Sarah Huckabee Sanders, played down the events in an email on Friday afternoon.
“We invited the pool so everyone was represented,” Ms. Sanders wrote. “We decided to add a couple of additional people beyond the pool. Nothing more than that.”
Mr. Spicer’s small-group Friday session, known as a gaggle, was scheduled as a no-camera event, less formal than his usual briefings that are carried live on cable news. But past administrations have not hand-selected outlets that can attend such sessions.
“It was clear that they let in a lot of news outlets with less reach who are Trump-friendly,” said Noah Bierman, a White House reporter for The Los Angeles Times, who was barred. “They let in almost every network but CNN. That’s concerning, the handpicking aspect of it.”
Two of the barred outlets, CNN and The Times, have been a particular focus of Mr. Trump’s ire. And during the presidential campaign, some journalists from BuzzFeed News and Politico were prohibited from attending Trump rallies.
Representatives of the barred news organizations made clear that they believed the White House’s actions on Friday were punitive.
“Apparently this is how they retaliate when you report facts they don’t like,” CNN said in a statement.
Ben Smith, editor in chief of BuzzFeed, called it “the White House’s apparent attempt to punish news outlets whose coverage it does not like.”

What kind of party do Democrats want to have?
Simple: One that stops losing elections.
As the members of the Democratic National Committee gather this weekend in Atlanta to choose a new leader, much as been said about the paths forward for the party.
One, personified by Rep. Keith Ellison, D-Minn., is maximal confrontation. Ellison, the first Muslim elected to Congress, urges his party to face down Trump as not just wicked but also criminal.
It was at least three years before Republicans in the Obama era had to deal with bleating from their base about impeachment, but Ellison & Co. are already there.
Think about that for a second. A sitting member of Congress potentially in line to lead a major political party is calling for the impeachment of a president who has been in office for five weeks. Whatever you think of Donald Trump, that’s gonzo stuff.
The other way forward is being cast in the press as a more moderate choice, that of former Labor Secretary Tom Perez.
The very fact that Perez, a staunch uber-liberal, is being depicted as some sort of squish tells you how bad off the Democrats are now.
If you thought John Boehner and Reince Priebus had it bad keeping Republicans from swallowing their tongues in the Obama era, Perez and other basically normal Democrats are about to walk through a hellscape even more diabolical in nature.
Where Republicans had Obama’s supposedly forged birth certificate, Democrats have Vladimir Putin rigging the election. The Democrat’s conspiracy theory is less insane sounding, but will be equally damaging to the party and its mental health – if not more so.
From a practical point of view, dealing with Trump for Democrats would be a pretty straightforward matter. Senate Minority Leader Chuck Schumer has basically said as much: Find the points on which Trump, no conservative, agrees with Democrats -- especially on stimulus spending, labor policy and trade -- and then jam the GOP. 
One of the advantages of having a non-ideological president was supposed to be all the deal-making that would get done. But instead, Washington is still stuck.
Yes, that is in part because Trump and his fellow Republicans can’t quite get the signal calling down on moving the big legislation still in the discussion phase, but also because no Democrat other than those from bright-red states feel free to work with Trump on anything.
If Schumer really wanted to be in Majority Leader Mitch McConnell’s head, the Democrat would be paying multiple visits to his fellow New Yorker at the White House.
But Schumer knows that he can’t because his party’s base doesn’t even consider Trump the legitimate president, just as some Republicans, including Trump, felt about Obama.
If Perez wins this weekend, his task of leading a political party, not a resistance, will be daunting to say the least. It would be easier for him than it is for Schumer since the party isn’t concerned with policy so much as fundraising and organizing.
Even so, dealing with the frothiest parts of his party is a task no prospective Democratic chairman, save perhaps Ellison, could relish.
The last time Democrats were in the wilderness like this was 13 years ago after the emotionally devastating defeat of John Kerry by incumbent president George W. Bush. Obama proved an unlikely but effective Moses for his party by effectively absorbing the energy the kooks of the far left and channeling it into more productive aims.
Right now, there is no one on the horizon with the potential exception of California Sen. Kamala Harris who could unite this angry, broken party.
This weekend we will find out just how angry and broken it is.

AP: “White House chief of staff Reince Priebus asked a top FBI official to dispute media reports that President Donald Trump's campaign advisers were frequently in touch with Russian intelligence agents during the election, a White House official said. The official said that Priebus' request came as the White House sought to discredit a New York Times report about the contacts last week. President Donald Trump's spokesman, Sean Spicer, argued Priebus had little choice but to seek Comey's assistance in rebutting what Spicer said were inaccurate reports about contacts during last year's presidential campaign. The FBI did not issue the statement requested by Priebus and has given no sign one is forthcoming.
"I don't know what else we were supposed to do," Spicer said.
The Justice Department has policies in place to limit communications between the White House and the FBI about pending investigations. Trump officials on Friday not only confirmed contacts between Priebus and the FBI, but engaged in an extraordinary public airing of those private conversations.
Spicer said it was the FBI that first approached the White House about the veracity of a New York Times story asserting that Trump advisers had contacts with Russian intelligence officials during the presidential campaign. Spicer said Priebus then asked both FBI Director James Comey and Deputy Director Andrew McCabe if they would condemn the story publicly, which they declined to do.
"The chief of staff said, well, you've put us in a very difficult situation," Spicer said. "You've told us that a story that made some fairly significant accusations was not true. And now you want us to just sit out there."
The FBI would not comment on the matter or verify the White House account.
Friday's revelations were the latest wrinkle in Trump's already complicated relationship with the FBI and other intelligence agencies. He's accused intelligence officials of releasing classified information about him to the media, declaring in a tweet Friday morning that the FBI was "totally unable to stop the national security 'leakers' that have permeated our government for a long time."
House Democratic Leader Nancy Pelosi accused Priebus of "an outrageous breach of the FBI's independence" and called on the Justice Department's inspector general to look into all conversations Priebus and other White House officials have held with the FBI on ongoing investigations.
"The rule of law depends on the FBI's complete independence, free from political pressure from the targets of its investigations," Pelosi said.
A 2009 memo from then-Attorney General Eric Holder said the Justice Department is to advise the White House on pending criminal or civil investigations "only when it is important for the performance of the president's duties and appropriate from a law enforcement perspective."
Ron Hosko, a retired FBI assistant director who oversaw criminal investigations, said the discussions between the FBI and the Trump White House were inadvisable.
"It is a very slippery slope," Hosko said. "Do I get in the position of where I'm updating the White House on my priority criminal cases? The answer is no, I should not be doing that."
Other FBI veterans said the interactions between Priebus and the FBI were not unprecedented. Robert Anderson, a retired executive assistant director who served under Comey and oversaw counterintelligence investigations, said contacts between the bureau and White House are "usually very-well documented" in order to avoid the perception of inappropriate contacts.
CNN first reported that Priebus had asked the FBI for help, and a White House official confirmed the matter to The Associated Press Thursday night. On Friday morning, two other senior White House officials summoned reporters to a briefing to expand on the timeline of events.
The White House officials would only discuss the matter on the condition of anonymity. Two hours later, Trump panned news stories that rely on anonymous sources, telling a conservative conference that reporters "shouldn't be allowed to use sources unless they use somebody's name."
Spicer later briefed some reporters on the record. The Associated Press declined to participate in that briefing because some major news organizations were not invited, but audio of the briefing was later circulated by reporters who attended.
Trump has been shadowed by questions about potential ties to Russia since winning the election. U.S. intelligence agencies have concluded that Russia meddled in the campaign in an effort to help Trump defeat Democrat Hillary Clinton.
On Feb. 14, The New York Times reported that intelligence agencies had collected phone records and call intercepts showing frequent communication between Trump advisers and Russian intelligence agents during the campaign. Trump has said he is not aware of such contacts.
The White House says Priebus was holding a previously scheduled meeting with McCabe the morning after the Times story was published. According to Spicer, McCabe told Priebus in "very colorful terms" that the report was inaccurate, prompting the chief of staff to ask if the FBI would make its view known publicly.
Spicer said McCabe told the White House the bureau did not want to be in the practice of rebutting news stories. A similar message was conveyed to Priebus later in the day by Comey, according to the White House spokesman.
The White House said McCabe and Comey instead gave Priebus the go-ahead to discredit the story publicly, something the FBI has not confirmed.
Priebus alluded to his contacts with the FBI over the weekend, telling Fox News that "the top levels of the intelligence community" had assured him that the allegations of campaign contacts with Russia were "not only grossly overstated but also wrong."
During the campaign, Trump and other Republicans strongly criticized a meeting between Attorney General Loretta Lynch and former President Bill Clinton, husband of Trump's general election opponent. The meeting came as the FBI — which is overseen by the Justice Department — was investigating Hillary Clinton's use of a private email address and personal internet server.
Spicer said he was not aware of an FBI investigation into Trump campaign advisers' contacts with Russia. Administration officials have acknowledged that the FBI interviewed ousted national security adviser Michael Flynn about his communications with Russia's ambassador to the U.S. during the transition.
Flynn was fired after it was revealed that he misled Vice-President Mike Pence and other White House officials about the content of those conversations.
