Russian interference in the 2016 United States elections

According to a statement issued by United States President Barack Obama on December 29, 2016,[1] and reiterated in a January 2017 declassified report,[2] the United States Intelligence Community has concluded that the Russian government interfered in the 2016 United States elections.[3] The report stated, "We assess Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the U.S. presidential election. Russia’s goals were to undermine public faith in the U.S. democratic process, denigrate Secretary Hillary Clinton, and harm her electability and potential presidency. We further assess Putin and the Russian Government developed a clear preference for President-elect Trump. We have high confidence in these judgments."[4]
The Office of the Director of National Intelligence (DNI), representing 17 intelligence agencies, and the Department of Homeland Security (DHS) jointly stated that Russia hacked the Democratic National Committee (DNC) and leaked its documents to WikiLeaks.[5] In early January 2017, Director of National Intelligence James R. Clapper testified before a Senate committee that Russia’s alleged meddling in the 2016 presidential campaign went beyond hacking, and included disinformation and the dissemination of fake news often promoted on social media.[6] The Russian government repeatedly denied it had any involvement in the DNC hacks or leaks.[7]
U.S. intelligence agencies assessed that Putin "personally directed" the operation.[8] CIA Director John Brennan, FBI Director James Comey and DNI James R. Clapper agreed on the "scope, nature and intent" of Russia's alleged interference to assist Trump.[9] Several cybersecurity firms stated that the cyberattacks were committed by Russian intelligence groups Fancy Bear and Cozy Bear.[10] In October 2016, Obama used the red phone line to directly contact Putin and issue a warning to him regarding the cyber attacks.[11]
Obama ordered a report on foreign interventions in the 2016 elections.[12] U.S. Senators called for a bipartisan investigation.[13] President-elect Donald Trump initially rejected the report, saying that Democrats were reacting to their election loss,[14] and attacked the intelligence agencies in a transition team statement.[15] Senate Majority Leader Republican Mitch McConnell expressed confidence in U.S. intelligence and supported a bipartisan investigation,[16] which was started by the Senate Intelligence Committee on January 24, 2017.[17] On December 29, 2016, the U.S. expelled 35 Russian diplomats, denied access to two Russia-owned compounds, and broadened existing sanctions on Russian entities and individuals.[18]

If Vladimir Putin ever writes his autobiography, he will have to call it “The Art of the Bluff.” No Russian leader since Catherine the Great’s Prime Minister, Grigory Potemkin, has done a more masterful job of blending guile, audacity and bluff to project an undeserved illusion of power and success. Whether that strategy ultimately bears fruit will depend on the Kremlin’s ability to negotiate a wide-ranging agreement with the Trump administration that addresses Russia’s principal strategic concerns; in short, the White House’s willingness to engage in a geopolitical monopoly game in which the Kremlin can cash in chips that it has acquired, principally in the Middle East, in return for valuable concessions elsewhere.
