Prime Minister Bernard Cazeneuve responded to Ms. Le Pen and Mr. Fillon with a point-by-point rebuttal. “She has pretended to ignore that it was this government that restored border controls,” he said of Ms. Le Pen, noting that more than 2,300 officers had been mobilized every day along France’s frontiers since the attacks in and around Paris on Nov. 13, 2015. He also noted that 117 people had been expelled from France over terrorist activities, and that Ms. Le Pen’s party had voted against laws that strengthened the government’s intelligence-gathering powers.
“For all of our citizens, for our entire country, this attack is a tragedy,” he said. “Ms. Le Pen seeks to make it an opportunity.”

Definitive proof of Russian state involvement is elusive, however. Experts say the Kremlin’s 21st century approach to what the Soviets once called “active measures,” combines cyber-operations with the overt continuum of fake news, internet “trolling,” and state-controlled media.
The strategy emerged in response to the anti-Kremlin “color revolutions” of the early 2000s, when throngs of ordinary citizens took to the streets to demand the ouster of Moscow-backed leaders in Ukraine and Georgia, experts say. Russian leaders believed the United States was using “soft power” means, such as the media and diplomacy, to cause trouble in Russia’s domain. The Russians decided to develop a comparable capacity. But the result wasn’t soft very long, especially as the Kremlin became concerned that events such as the Arab Spring could spark unrest in Russia, experts say.
“The logic of influence and projection overseas was replaced by the concept of ‘confrontation with the West’ and the image of a ‘besieged fortress,’” wrote Céline Marangé of France’s Institute for Strategic Research at the Military Academy, in a study this year. “Without completely disappearing, the notion of soft power has been eclipsed by that of “information war,” whose acceptance is literal and extensive in Russia. Fresno Shooting: Kori Ali Muhammad Laughed About Killings

(FRESNO, Calif.) — The gunman suspected of killing three white men in a racially charged attack in Fresno was proud of what he had accomplished and laughed many times as he explained his actions in interviews with police, authorities said Wednesday.
After Kori Ali Muhammad learned that he was wanted for the death of a security guard last week, he wanted to take out as many other white men as possible, Fresno Police Chief Jerry Dyer said.
"He was going to kill as many white males as possible and that's what he set out to do that day. He said he did not like white men and said white people were responsible for keeping black people down," Dyer said.
Muhammad "is not a terrorist but he is a racist," Dyer said.
The suspect, who is black, was candid in explaining his actions from Thursday night to Tuesday morning, when he methodically shot and killed three white men on the same block, the police chief said.
He told police that the security guard had disrespected him during an earlier altercation at a Motel 6.
Muhammad hid out in a ravine and practiced voodoo rituals after the motel slaying. He also told investigators he is Muslim, but he prays to seven different gods and has not been to a mosque in 25 years.
On Tuesday, after he learned he was wanted for the guard's death, he set out to kill more people, Dyer said.
He noticed a white man in a utility truck and fired into the truck, killing Zackary Randalls. He also shot Mark Gassett on a sidewalk, pumping two more rounds into him as the man lay on the ground. Finally, he fired in the direction of a bus stop where he spotted three white males.
They scattered, and Muhammad picked the one who appeared heavier, David Jackson.
"That was going to be his target, and he caught up with him and he fired two rounds into this individual," Dyer said.
Dyer said Muhammad showed no remorse in interviews and laughed many times.
Randalls was the first to die when Muhammad walked up to a Pacific Gas & Electric truck and fired into the passenger seat. The driver sped to the police department for help, but Randalls could not be saved.
Friend Eddie Valencia said Randalls was excited to start work as a customer-service representative and was doing a ride-along Tuesday. He described the 34-year-old as an open-minded person with a sharp wit and a big heart.
He said his friend, who left behind two preschoolers and a wife in Clovis, would not want people to feel anger toward the shooter.
"He wouldn't want people to be divided by this," Valencia said. "There were no boundaries with race, religions, beliefs, with anything. If you were a good person and basically could have a good conversation, he would call you a friend. He was a stand-up guy."
The three men killed Tuesday had no known connection to each other or to the shooter, who is expected to be arraigned Friday.
Gassett, 37, of Fresno, had just picked up groceries at a Catholic Charities building when he was gunned down. His body was draped in a blanket on the sidewalk leading to Stephen Hughes' home.
"It looks like a guy carrying his groceries home from the store," said Hughes, 66, who rushed home after receiving a frantic call about the shootings from a neighbor.
Jackson, 58, of Fresno, was gunned down in the parking lot of the charity's building.
"These were unprovoked attacks," Fresno Police Chief Jerry Dyer said.
Two Latina women and a child also crossed paths with Muhammad, who pointed the gun at them as they sat in their car trying to flee, but he did not shoot.
Muhammad, 39, was arrested shortly after the rampage. He is expected to be charged with four counts of murder — one each for Tuesday's three victims and the security guard, 25-year-old Carl Williams.
Muhammad said seeing his name and picture Tuesday in a news release about the guard's slaying morning helped spur the attacks in which he fired 16 rounds in less than two minutes.
The suspect told his family there was a war going on between blacks and whites in America. He posted on social media about black separatism, reparations, the "Black Lives Matter" movement and white devils.
On what appeared to be Muhammad's Facebook page, he repeatedly posted "#LetBlackPeopleGo" and encouraged "black warriors" to "mount up." A flurry of posts emerged in the past day.
Muhammad has a criminal history that includes arrests on weapons, drugs and false-imprisonment charges. He has also been accused of making terrorist threats and been associated with gangs, but he was not a confirmed member, police said.

US Defense Sec'y Mattis: Syria still has chemical weapons

TEL AVIV, Israel (AP) - Syria still possesses chemical weapons, U.S. Defense Secretary Jim Mattis said in Israel on Friday, warning against the banned munitions being used again.
At a news conference in Tel Aviv, Mattis also said that in recent days the Syrian Air Force has dispersed its combat aircraft. The implication is that Syria may be concerned about additional U.S. strikes following the cruise missile attack earlier this month in retaliation for alleged Syrian use of sarin gas.
Mattis spoke alongside Israeli Defense Minister Avigdor Lieberman. "There can be no doubt in the international community's mind that Syria has retained chemical weapons in violation of its agreement and its statement that it had removed them all," said Mattis. He said he didn't want to elaborate on the amounts Syria has in order to avoid revealing sources of intelligence.
"I can say authoritatively they have retained some, it's a violation of the United Nations Security Council resolutions and it's going to have to be taken up diplomatically and they would be ill advised to try to use any again, we made that very clear with our strike," he said.
Israeli defense officials said this week that Syria still has up to three tons of chemical weapons in its possession. It was the first specific intelligence assessment of President Bashar Assad's weapons capabilities since a deadly chemical attack earlier this month.
Lieberman also refused to go into detail but said "We have 100 percent information that Assad regime used chemical weapons against rebels."
Assad has strongly denied he was behind the attack in the opposition-held town of Khan Sheikhoun in Syria's northern Idlib province, and has accused the opposition of trying to frame his government. Top Assad ally, Russia, has asserted a Syrian government airstrike hit a rebel chemical weapons factory, causing the disaster.
In response to the April 4 attack, the United States fired 59 missiles at a Syrian air base it said was the launching pad for the attack.
Before meeting with Mattis in Jerusalem, Prime Minister Benjamin Netanyahu told reporters that Israel is encouraged by the change of administrations in Washington.
"We sense a great change in the direction of American policy," Netanyahu said. He referred to the U.S. cruise missile strike in Syria as an important example of the new administration's "forthright deeds" against the use of chemical weapons.
The Syrian government has been locked in a six-year civil war against an array of opposition forces. The fighting has killed an estimated 400,000 people and displaced half of Syria's population.
Israel has largely stayed out of the fighting, though it has carried out a number of airstrikes on suspected Iranian weapons shipments it believed were bound for the Lebanese militant group Hezbollah. Iran and Hezbollah, both bitter enemies of Israel, along with Russia have sent forces to support Assad.
Syria agreed to give up its chemical weapons arsenal to avert U.S. strikes following a chemical weapons attack in opposition-held suburbs of Damascus in August 2013 that killed hundreds of people and sparked worldwide outrage.
Ahead of that disarmament, Assad's government disclosed it had some 1,300 tons of chemical weapons, including sarin, VX nerve agent and mustard gas.
The entire stockpile was said to have been dismantled and shipped out under international supervision in 2014 and destroyed. But doubts began to emerge soon afterward that not all such armaments or production facilities were declared and destroyed. There also is evidence that the Islamic State group and other insurgents have acquired chemical weapons.

South Korea army hunting down and prosecuting gay soldiers

A watchdog group says South Korea's army is 'hunting down and prosecuting' gay servicemen after a video of two male soldiers having sex was posted on the internet earlier this year.
According to the Military Human Rights Centre for Korea, investigators have threatened soldiers to try and get them to out their gay peers, confiscated mobile phones to check communication records and used dating apps to dupe soldiers into revealing their sexual identity. 
Taehoon Lim, head of the organisation, said a soldier informed the group about the apparent crackdown.

He added: 'Military investigators used the information they gained from the investigation on the sex video to track down other gay soldiers in the army, starting by forcing the suspects to identify who they had sex with and then widening their search from there.'
Since the start of the year, more than 30 soldiers have come under investigation and one army captain, who did not known the soldiers involved, has been arrested.
But the South Korean army said it was conducting a proper criminal investigation into which soldiers were allegedly involved with filming and uploading the video.
It was a violation of the country's communications laws and a military penal code that makes homosexual activity punishable by up to two years in prison.

The army has denied allegations that investigators are using the case to embark on a broader mission to weed out gay soldiers.
In the conservative country, gays, lesbians, bisexual and transgender people are harshly stigmatised and struggle to be politically visible, while powerful Christian lobby groups immobilise politicians seeking to pass anti-discrimination laws. 
The stigma is amplified in the military, where most able-bodied South Korean men are required to serve about two years as the country maintains a large force in the face of potential conflict with North Korea.
Han Ga-ram, an openly gay human rights lawyer, said: 'South Korea's military doesn't exclude gay men from compulsory duty, but once they enter the military, they are seen as dangerous and treated as potential criminals, as the ongoing army investigation shows.'
He said the investigation had 'touched off fear in the LGBT community.'
Mr Ga-ram added: 'Hate crimes against LGBT people are already a serious problem, and the government could make it worse by sending the wrong message by punishing gay men in the military.'
The army doesn't reveal information about how often it pursues cases against gay soldiers, but Mr Lim said in the five years before 2017 he knows of only two cases where soldiers were prosecuted for homosexual activity.

'The soldiers who are being investigated had sex with their partners under mutual consent and not inside the barracks,' Lim said. 'The army has infringed on the realms of privacy and is falsely claiming that these soldiers committed wrongdoings.'
Mr Lim said the arrested captain had never met the soldier who uploaded the video and he was arrested for allegedly obstructing the investigation by delaying his appearance for questioning due to his lawyer's schedule. The captain's lawyer could not be reached for comment.
In 2014, the Military Human Rights Centre for Korea uncovered the death of a 21-year-old soldier after he was bullied.

The case shocked the nation and led to calls for the Defence Ministry to take serious steps to reduce bullying and hazing in the military.
The army didn't provide details of its investigation into the video, including the number of soldiers being investigated or why the captain was arrested.
It said in a statement that the investigation was proceeding legally and that the privacy of soldiers was being protected.
The army also stressed that homosexual activity in the military is banned to allow soldiers to maintain 'sound and healthy private lives.'
The statement said: 'The army will continue to deal with activities that disrupt the discipline of troops based on related laws.'

SEATTLE (AP) — Two Seattle police officers were shot and injured Thursday while responding to a robbery at a convenience store.
One suspect was dead, authorities said, and another was being questioned.
A 42-year-old female officer was listed in satisfactory condition at Harborview Medical Center, after her ballistics vest stopped a bullet headed for her chest, authorities said.
A 30-year-old male officer, initially listed as critical with life-threatening injuries after being shot in the chin and ribcage, was upgraded to serious but stable condition.
"Our hearts and our thoughts are with those officers and with their families," said Seattle Mayor Ed Murray.
The robbery took place at a 7-11 store near Pioneer Square, the city's oldest neighborhood, Deputy Police Chief Carmen Best said. Officers initially said three suspects were involved, but later cleared one person.
The suspects ran from the store and fought with officers who tried to stop them a block away, Best said.
While one officer fought with a suspect on the ground, a female suspect struck that officer over the head with a bottle, Best said. The suspects fled, and one shot at police, who returned fire, she said.
The suspect who opened fire barricaded himself inside a nearby building, Best said.
Sgt. Sean Whitcomb, a police spokesman, later confirmed that that suspect had died. It wasn't clear if the suspect died before being discovered by police, or who inflicted the fatal wounds.
Investigators closed off several blocks as police cruisers flooded the area, closing streets, and officers warned people to stay away.
"We've got the doors locked, and the cops are all around us," said Cindi Raykovich, co-owner of a nearby running shoe store. "They want us to stay in the back room. When we walk out front, there's a guy standing out front who points at us and tells us to go back."
The department disclosed the shooting on Twitter, saying the robbery had been reported near the waterfront, several blocks south of Pike Place Market.
Brad Clough, who works at a bicycle repair shop in the area, said he heard sirens and saw at least several dozen police officers converge on the scene.
"Wow. This is real," he said, describing SWAT officers racing down the street.

French police come under fire in Paris; three reported shot

PARIS — A gunman opened fire on French police Thursday on Paris’s best-known boulevard, killing one officer and wounding two others before being fatally shot himself in an incident that raised the specter of renewed terrorism just three days before voters go to the polls to elect a new president.
The Islamic State, through its affiliated Amaq News Agency, quickly claimed responsibility for the attack, which sent panicked pedestrians fleeing into side streets and prompted police to seal off the renowned Champs-Elysee, close metro stations and order tourists back into their hotels. The terrorist organization said the attack was carried out by a Belgian national it identified only as Abu Yusuf al-Baljiki, a pseudonym.
There was no immediate confirmation that the Islamic State was behind the shooting. French officials declined to attach a motive to the attack, although they said police were deliberately targeted and that they were opening a terrorism investigation.
The incident occurred three days before France holds the first round of a hotly contested presidential election, with candidates from across the political spectrum vying to succeed François Hollande as president. Hollande scheduled an emergency meeting late Thursday to discuss the attack.
François Fillon, one of the presidential candidates, said in a statement that the election campaign should be suspended. “We must show our solidarity with the police and the French population, which is increasingly worried,” he said. “The fight against Islamist totalitarianism must be the top priority.”
Marine Le Pen, leader of the far-right National Front party, wasted no time in using the attack as the latest evidence in her call for France to intensify its fight against “Islamist terrorism.”
By contrast, Emmanuel Macron, the popular independent candidate vying for the presidency, was quick to argue against any fear-mongering.
“We must not yield to fear today,” he said Thursday. “This is what our assailants are waiting for, and it’s their trap.”
Ahead of the first round of the vote on Sunday, Macron is leading Le Pen in the latest polls, but by only a small margin. After Thursday’s attack, both Fillon and Le Pen announced that they would cancel events planned for Friday, the last official day of campaigning.
There was no immediate information on the identities of the attacker or the policemen who were shot.
According to Christophe Crépin, a spokesman for the UNSA Police Union, the gunman opened fire on the police with an AK-47 assault rifle, targeting officers who were near a Marks and Spencer store on the corner of the busy avenue.

Police ordered people away from the area, and at least three metro stations were closed, the Interior Ministry said.
A European security official told The Washington Post that the dead attacker was known to French intelligence, having previously come to authorities’ attention because of radical Islamist links.
One French official said investigators recovered an ID card on the shooter and were awaiting the results of fingerprints.
François Molins, the Paris prosecutor who spoke at an impromptu news conference late Thursday, confirmed that “the identity of the attacker is known” and said that “investigations are under way with searches to find out whether he benefited from collaborators.”
Police were searching the home of the suspect, in Seine-et-Marne outside Paris.
The French Interior Ministry said one police officer was killed on the spot and two others were “seriously wounded” when the gunman opened fire on a police car. The ministry said security forces gunned down the attacker as he tried to flee on foot.
A spokeswoman for the Paris police, Johanna Primevert, said the gunman attacked police guarding an area near the Franklin Roosevelt metro station at 8:50 p.m. Thursday Paris time at the center of the heavily traveled Champs-Elysee.
She said the attacker appeared to act alone, but other officials said it was too soon to tell whether he might have had an accomplice.
The Reuters news agency reported that police issued an arrest warrant for a second suspect who they said had arrived in France by train from Belgium.
Interior Ministry spokesman Pierre-Henry Brandet told France’s BFM television that the gunman got out of a car that pulled up beside a police vehicle and opened fire on the police officers.
“It’s too early to say what’s behind this, but clearly police were the target,” he said. “We don’t know yet what his motivations were.” There were conflicting reports about whether another person was in the gunman’s car.
In Washington, President Trump said during a news conference with the visiting Italian prime minister that the Paris shooting “looks like another terrorist attack,” and he offered condolences to France.
“Again it’s happening, it seems,” Trump said. “I just saw it as I was walking in. . . . That’s a very, very terrible thing that’s going on in the world today. But it looks like another terrorist attack. And what can you say? It just never ends. We have to be strong and we have to be vigilant, and I’ve been saying it for a long time.”
The country has been hit by a deadly wave of terrorist violence in the past two years that has claimed the lives of at least 230 people and injured hundreds of others.
Thursday’s shooting — on the most famous boulevard in the French capital, always crowded with tourists and commuters — came just two days after authorities arrested two men in the southern city of Marseille on suspicion of plotting what Paris prosecutors described as an “imminent” and “violent” assault. Police discovered an Islamic State flag and three kilograms (6.6 pounds) of explosives in one suspect’s home.
The Islamic State has claimed responsibility for previous attacks in France, including a coordinated November 2015 terrorist assault on multiple targets in Paris that left 130 people dead and more than 360 wounded.
After that attack and others in the past two years — many perpetrated by Islamic State militants or those claiming to be inspired by the extremist group — terrorism and national security have become crucial issues in the most contentious election France has seen in decades.

Key US Lawmaker May End His House Term Early

A key U.S. Republican congressman who said this week he would not seek re-election or run for any other office next year now says he may leave Congress before his term in the House of Representatives runs out in early 2019. Congressman Jason Chaffetz, chairman of the House Oversight Committee, rose to prominence on Capitol Hill through his dogged investigations of Democratic presidential candidate Hillary Clinton before the 2016 election. Chaffetz made headlines Wednesday when he wrote on Facebook: "After long consultation with my family and prayerful consideration, I have decided I will not be a candidate for any office in 2018." He made his decision more specific Thursday, saying: "My future plans are not yet finalized, but I haven't ruled out the possibility of leaving [Congress] early." Chaffetz has been mentioned as a possible candidate for governor of Utah, or for one of the state's two U.S. Senate seats. He did not mention those possibilities in announcing his decision to leave the political arena, just five months after his re-election to Congress for a fourth term. "Let me be clear I have no ulterior motives," Chaffetz wrote on Facebook. "I am healthy. I am confident I would continue to be re-elected by large margins. I have the full support of Speaker [Paul] Ryan to continue as chairman of the Oversight and Government Reform Committee." Chaffetz was re-elected four times in one of the most Republican congressional districts in the country. However, he has been confronted with an unexpected challenge from Democratic newcomer Kathryn Allen. Allen raised more than a half-million dollars in the first three months of 2017, partly in reaction to Chaffetz's comment during the Capitol Hill debate on health care, when the Utah congressman suggested Americans of limited means should devote more of their income to buying health insurance, instead of purchasing expensive iPhones. As House Oversight chairman, Chaffetz also was strongly criticized by Democrats for saying he had no intention of investigating possible conflicts of interest between Trump's global business empire and his presidency. Before last year's election, Chaffetz had vowed he would investigate Clinton "for years" if she won the presidency over Trump. Chaffetz is at least the seventh House Republican this year to resign or announce retirement plans; those seven include four members who left to join Trump's Cabinet. In his public farewell on Facebook, Chaffetz did not close the door entirely on the possibility of another foray into politics: "After more than 1,500 nights away from my home, it is time. I may run again for public office, but not in 2018."
