FBI Director James Comey has said there are active investigations of suspected ISIS sympathizers ongoing “in all 50 states.” But little is known about the nature of the individuals held under suspicion or what methods the FBI is using to investigate them.
The New York Times reported in June that since February 2015, two thirds of terrorism prosecutions related to Islamic State have involved undercover operatives.
And in recent years a number of plots have materialized involving seemingly unstable individuals interacting with government informants. This January, a 25-year-old man with a history of psychiatric problems was arrested after attempting to attack an upstate New York bar with a machete — with the assistance of a government informant who helped provide him with the machete. And in October 2014, a former army recruit was introduced to FBI informants after being released from of a mental institution. Months later, he was arrested for plotting to attack a military facility — with a fake bomb provided by the informants.
Although more than 100 alleged Islamic State plots have been documented in the United States since 2014, it’s unclear how many would have materialized without the involvement of informants or undercover agents. Such cases nevertheless help inflate the public fear of terrorism and feed the misconception that terrorist sleeper cells are ubiquitous in the United States.
The escalation of FBI tactics to actively encouraging violent actors in these investigations would be a dangerous step.
Many of the targets of prior terrorism investigations did not demonstrate any ability to prepare for an actual attack without the FBI providing their equipment. But the Garland shooters did.
And had they been more competent in their assault, the result could have been one of the deadliest terrorist attacks in recent U.S. history – an attack that was encouraged by the FBI.

The revelation that an undercover FBI agent encouraged a would-be terrorist to “Tear up Texas” shortly before he opened fire on a “Draw Muhammad” cartoon contest in Garland, Texas, last year raises new concerns about FBI counterterrorism efforts that were already under fire for manufacturing terrorism cases rather than halting them.
According to an affidavit filed in a related case last week, Elton Simpson — one of two men who donned body armor and fired assault weapons before being shot dead by a Garland police officer — had been corresponding with an undercover FBI agent. And in a text message roughly a week before the attack, as they discussed the cartoon contest, the agent had exhorted Simpson to “Tear up Texas.”
The FBI, in the affidavit, explained the comment as “an effort to continue their dialogue” with the suspect.
But testing the willingness of suspects to take certain steps in a conspiracy is one thing; actively encouraging them to commit a violent, criminal act is another.
“The FBI uses informants and undercover agents to pressure suspected ISIS sympathizers into committing acts of violence, so that they can then be prosecuted. The Garland shooter case is the most striking illustration yet of the dangers of this approach,” says Arun Kundnani, a lecturer on terrorism studies at New York University. “Essentially, it suggests the government may be manufacturing the very threat it is supposed to be countering.”
Kundnani called for “an independent congressional investigation of the FBI’s tactics.”
The extensive role played by the undercover agent was first reported by the Daily Beast.
Though sting operations are generally seen as an appropriate tool for infiltrating criminal organizations or conspiracies, their use is more problematic in contemporary terrorism cases involving isolated individuals. In those cases, the concern is that the informant or undercover agent could plant the idea to actually conduct an attack in the mind of a suggestible or unstable person.
“These cases always have a lot of gray area and there has always been a question of how far the FBI should go when they get involved in these sting operations,” said Karen Greenberg, director of the Center on National Security at Fordham Law School. “But if you’re going to target potentially unstable, vulnerable individuals in undercover sting operations, you have to examine the potential consequences of having these types of discussions with them.”
The utility of sting operations has changed in the era of Islamic State, Greenberg said. Terrorist groups in the past, including al Qaeda, tended to have more coherent plots and mature conspirators. “There are several factors which make it harder to control a situation with informants in ISIS cases, including the instability, vulnerability, and, frequently, the young age of most ISIS recruits,” Greenberg said. “Not only is there often a lack of a specific plot in mind, there tends to be a real sense of suicidal thinking and self-hatred in their motivations that can make it more difficult to control a situation.”
“We just don’t know what happened in this case, but it’s a real warning sign that the foreseeable consequences of acts are now unknown,” she adds. In none of the previous cases is the FBI known to have actively encouraged violence, nor dealt with anyone equipped and prepared to carry out an imminent, violent act. Here they seemingly did both.

(ST. PETERSBURG, Russia) — On his first foreign visit after Turkey’s failed coup, Turkish President Recep Tayyip Erdogan thanked Russian President Vladimir Putin for inviting him for talks Tuesday aimed at repairing ties shattered by Turkey’s downing of a Russian warplane along the Syrian border last year.
The downing of the Russian jet in November, which Putin described as a “treacherous stab in the back,” came amid boiling tensions over Syria, where Moscow and Ankara back opposing sides in the war. Russia promptly cut ties with Turkey over the incident, banned Turkish vegetables, restricted Russian tourists’ access to Turkey and blocked some Turkish companies from working on the Russian market.
Erdogan in June sent a letter to Putin with a long-anticipated apology for Turkey’s downing of the jet, setting the scene for the meeting Tuesday at Konstantin Palace in St. Petersburg.
Opening the talks, Putin said he was “glad” to be seeing Erdogan again and praised his visit as Turkey’s commitment to repair the soured ties.
“Despite the very difficult domestic situation your visit means that all us want the dialogue to be resumed and ties to be restored in the interests of the people of Turkey and Russia,” Putin said.
Putin is interested in mending the rift with Turkey in the hopes of reviving key economic projects, including a much-touted pipeline to carry natural gas to Turkey, and expanding Russia’s clout in Syria.
Erdogan, in his opening remarks, thanked Putin twice for inviting him to Russia and said cooperation between the two countries should benefit the entire region.
“The region has expectations of us politically. I believe that our solidarity will help toward the resolution of regional problems,” he said.
Erdogan also mentioned that Putin was one of the first world leaders to call him after the attempted coup on July 15 to express his support, which Erdogan said “gladdened me, my colleagues and our people.”
Putin earlier in the meeting said it’s Russia’s “first stance” to oppose any “actions that counter the constitution.”
Analysts say that Erdogan may also be hoping to play the Russian card to strengthen his hand in disputes with the United States and European Union.
Turkey is pressing the United States hard to extradite Turkish cleric Fethullah Gulen, whom the government blames for the failed coup. Gulen denies the claims.

Donald Trump told Fox Business host Maria Bartiromo Tuesday that he does not plan on changing his temperament in the last three months of his campaign because of his earlier primary success.
The Republican presidential nominee and Bartiromo discussed Trump’s economic policy address and any potential changes he plans on making to his campaign following his recent drop in the polls.An NBC News survey out Tuesday morning showed him down 10 points to Hillary Clinton, consistent with other polling showing him with double-digit deficits to his Democratic rival.
“Let me ask you about changes you’ve made to the campaign, Mr. Trump. Are we looking at a different mentality going into these final three months headed up to the election?” Bartiromo asked. “Are you changing your own temperament, changing your speeches in any way to make sure to get back where you are in the polls?”
“I think my temperament has gotten me here. I’ve always had a good temperament, and it’s gotten me here,” Trump said.
He said his campaign had some “very good polling information” that was encouraging to his candidacy.
“I certainly don’t think it’s appropriate to start changing all of a sudden when you’ve been winning,” he said. “I mean, I’ve beaten many people, and now we’re down to one, and we’ll see how it all works out, but I think it’s going to work out well.”
Trump’s campaign saw backlash last week after he got into a public feud with a Gold Star family,jokingly attempted to kick a baby out of one his rallies, and initially failed to endorse House Speaker Paul Ryan (R., Wis.) ahead of his primary race, although he eventually did.

Turkey Chides U.S., Europe as Erdogan Meets Russia’s Putin

ISTANBUL (Reuters)–Turkey on Tuesday warned of rising anti-American sentiment and risks to a migrant deal with the European Union, ramping up the rhetoric in the face of Western alarm over the scale of purges in state institutions since last month’s failed coup.
President Tayyip Erdogan, who was in Russia on Tuesday for talks with Vladimir Putin on improving ties, has sharply criticized the United States and the EU for what he says is a lack of solidarity with Turkey over the July 15 coup and of caring more for the rights of the suspected plotters.
Erdogan blames Fethullah Gulen, a Muslim cleric who has lived in self-imposed exile in the U.S. state of Pennsylvania since 1999, and his followers for the attempted putsch, in which more than 240 people were killed and nearly 2,200 wounded.
Turkey has launched a series of mass purges of suspected Gulen supporters in its armed forces, other state institutions, universities, schools, and the media since the abortive coup, prompting Western worries for the stability of a key NATO ally.
Justice Minister Bekir Bozdag said anti-American feeling among Turks was on the rise and could only be calmed by the United States extraditing Gulen, who denies any involvement in the coup and has condemned it.
“There is a serious anti-American feeling in Turkey, and this is turning into hatred,” Bozdag said in an interview with state-run Anadolu Agency, broadcast live on Turkish television channels. “It is in the hands of the United States to stop this anti-American feeling leading to hatred.”
Responding to Turkey’s demand for Gulen’s extradition, U.S. President Barack Obama has said Ankara must first provide clear evidence of wrongdoing. Last week a State Department spokesman said Washington was evaluating new documents it had received.
“Whether the U.S. extradites Gulen or not this will be a political decision,” Bozdag said. “If he is not extradited, Turkey will have been sacrificed for a terrorist.”
EU STRAINS
Turkey’s relations with the EU, which it hopes to join, have also come under heavy pressure since the abortive coup and on Tuesday Denmark’s government party said Ankara’s accession talks should end due to what it called Erdogan’s “undemocratic initiatives” and his support for reintroducing the death penalty.
Erdogan has said he would approve the return of capital punishment if Turkey’s parliament backed it.
On Sunday Austria’s foreign minister threatened to block EU negotiations with Turkey. But Germany, the EU’s most powerful member, has dismissed such demands, stressing Turkey’s geopolitical, economic, and military importance.
Turkey’s EU Affairs Minister Omer Celik said on Tuesday Ankara would stop implementing a deal with Brussels to stem the flow of migrants into the EU if the bloc does not provide a clear date to grant visa-free travel to Turks visiting Europe.
In an interview with Haberturk television, Celik said asking Turkey to change its terrorism laws, a key demand from the EU to finalize the visa-free travel, would mean endangering Europe’s own security. He gave no details.
Though criticized by rights advocates, the EU’s deal with Turkey has helped to sharply cut the number of refugees and migrants reaching European shores, giving EU politicians breathing space after around 1.3 million people reached the continent last year.
In contrast to the chill in Turkey’s ties with the West, a Turkish official described the mood at Erdogan’s talks in St. Petersburg with President Putin on Tuesday as “very positive.”
Putin said he hoped Erdogan would be able to restore order in Turkey after the coup and stressed his wish to restore good bilateral relations, which were harmed by Turkey’s downing of a Russian fighter jet near the Syrian border last November.
Erdogan hailed the start of “a very different period” in relations between Turkey and Russia, historic foes which have nevertheless built strong trade, energy, and tourism ties in the post-Soviet era.
However, Turkish officials have said Erdogan’s visit to Russia is not intended to signal a fundamental shift in Ankara’s geopolitical stance.
Turkey hosts American troops and warplanes at its Incirlik Air Base, an important staging area for the U.S.-led fight against Islamic State militants in neighboring Iraq and Syria.
PURGES
A recent opinion poll showed two-thirds of Turks agree with their president that Gulen was behind the coup plot. Turkey has been holding almost daily mass rallies since July 15 in support of democracy and the government and against the plotters.
The 75-year-old Gulen built up a network of schools, charities, and businesses in Turkey and abroad over decades. He has accused Erdogan of using the coup to amass greater power, echoing concerns expressed in some Western capitals.
Turkish Prime Minister Binali Yildirim on Tuesday repeated a pledge to bring Gulen back to Turkey.
“That terrorist leader will come to Turkey and pay for what he did,” Yildirim told a meeting of his ruling Islamist-rooted AK Party in parliament. “That religious, impudent, lying, bloody murdering nothing will be surely held accountable.”
Authorities have suspended, detained, or put under investigation tens of thousands of people in the armed forces, the judiciary, civil service, and elsewhere since the coup, in which a faction of the military commandeered warplanes, helicopters, and tanks in an attempt to topple the government.
On Tuesday Bozdag put the number of people now formally arrested awaiting trial at 16,000, adding that a further 6,000 detainees were still being processed. Another 7,668 people are under investigation but have not been detained, he said.
Since the abortive putsch, pro-government papers have been awash with conspiracy theories accusing the United States and the CIA of being the masterminds. Turkish officials privately said such reports do not reflect Ankara’s formal stance.
Turkish authorities have said the country’s intelligence service has cracked into several smartphone messaging apps that Gulen’s followers used to communicate with each other in the years ahead of the coup attempt and was able to trace tens of thousands of people from the group.
A senior Turkish official said Turkey’s intelligence agency had identified at least 56,000 operatives of Gulen’s network after it cracked a little-known smartphone messaging app called ByLock, which the group had begun using in 2014. By this year, Turkish intelligence were able to map their network.
“Our assessment is that 150,000 unique operatives used ByLock to communicate with others,” the official said.

ISIS Captured U.S. Equipment in Afghanistan Left Behind During Gun Battle

Islamic State militants captured U.S. equipment and weapons that American troops helping Afghan soldiers had to abandon after coming under fire in eastern Afghanistan, a U.S. military official confirmed Tuesday.
ISIS’ media arm disseminated photos this past weekend of the seized material, including a rocket launcher, grenades, machine gun ammunition, identification cards, and an encrypted radio, Reutersreported.
Brig. Gen. Charles Cleveland, the deputy chief of staff for the U.S.-led mission in Afghanistan, said the equipment was lost in the eastern province of Nangarhar while troops were moving the location of an area designated to handle casualties.
Cleveland said in a statement the initial casualty collection point came under “effective enemy fire,” driving the U.S. soldiers to a covered position.
“In the course of moving the [casualty collection point] to a safe location, some equipment was left behind,” Cleveland said. “For understandable reasons, the lives of soldiers were not put at risk to recover the equipment.”
ISIS’ Amaq media agency circulated photos of the U.S. equipment Saturday that included an American soldier’s identification card.
Cleveland said the soldier was currently with his unit and denied that any military personnel had been compromised or that the troops were overrun.
“The loss of equipment is regrettable but no equipment is worth undue risk to those involved,” Cleveland said, according to the Washington Post. “And we do not expect any measurable operational impact due to the loss.”
President Obama announced last month that the U.S. would leave roughly 8,400 troops in Afghanistan through the end of his term amid heightened insurgency threats–decreasing the American presence from 9,800 soldiers. Obama called the security situation in Afghanistan “precarious” and said that Afghan security forces were still dependent on American assistance.

US sends $50 m worth of army equipment to Lebanon

The United States delivered $50 million worth of equipment, including 50 armored vehicles, 40 pieces of artillery and 50 grenade launchers, to the Lebanese army on Aug. 9 as assistance for fighting “extremist elements.” In Israel it is feared that some of the equipment will be funneled to the Hizballah terrorists.
The delivery brings total US military aid to Lebanon in 2016 to $220 million, US Ambassador to Lebanon Elizabeth Richard said. The country has seen violence spill over periodically from neighboring Syria, where a bloody war has been raging since 2011. Lebanon, a country with a population of about 4.5 million people, hosts more than 1 million Syrian refugees.

Iran Sentences Prominent Journalist to 3 Years in Prison

The lawyer of prominent Iranian journalist says a court has sentenced his client to three years in prison on charges of insulting authorities and spreading propaganda against the ruling system. Mahmoud Alizadeh Tabatabaei told The Associated Press on Tuesday that his client, Isa Saharkhiz, who was detained in November, can appeal the verdict within the next 20 days.   The lawyer says the verdict was announced on Monday and that Saharkhiz got two years for insulting authorities and one year for spreading propaganda.   Saharkhiz was recently hospitalized because of a heart problem. His detention came amid a campaign that saw the arrests of other cultural figures critical of Iran's clerical system.   Saharkhiz had been released in 2013 after serving nearly five years in prison on similar charges.
