In Ukraine’s restive east, artillery explosions ring out all night: international monitors there are recording dozens of shell bursts every evening. The ceasefire between Kiev and the Russian-backed separatists is fraying badly.
Signs of a flare-up in fighting began in July and Ukraine and its western allies are observing a more worrying development: a build-up of conventional Russian forces in Crimea and along the countries’ shared border.

Russia has positioned military units with thousands of troops to the north in Bryansk, to the east near Rostov, to the south in Crimea and to the west in the separatist Moldovan region of Transnistria. There are signs they are preparing for fighting.
Last week, people in Crimea began posting online about a large deployment of artillery and tanks in the north of the peninsula and within range of Ukraine. The internet there was temporarily shut down.
Ukrainian intelligence agencies say a Russian air defence regiment has been embedded with the separatists in Donbass. Launchers of the type that fired the Buk missile that downed Malaysia Airlines flight MH17 in July 2014, killing all 298 people aboard, are again being deployed.

“Preparations for conventional conflict between Russia and Ukraine are accelerating, and the likelihood of open war is increasing rapidly,” the Institute for the Study of War, a US think-tank, wrote in a report last Thursday. On Monday that appeared to move a step closer. Sergei Lavrov, Russia’s foreign minister, vowed that “exhaustive measures” would be taken against Kiev in reprisal for what Russia called an attempted terror attack by Ukraine’s defence ministry.
“These are very, very clear signals from Russia that say they are willing to escalate and to push boundaries,” says Kathleen Weinberger, a Russia and Ukraine expert at the ISW. “We’re seeing reports of big military convoys being sent into the separatist areas, Russian troops being sent to the border and a lot more naval equipment in the Black Sea — including some of their most advanced subs, which have quite powerful ground attack cruise missiles.”
But, Ms Weinberger adds: “A lot of this is still unknown. Russia is showing us a very overt and threatening 20 per cent but leaving 80 per cent of what they’re doing unclear.”
That ambiguity works to Russia’s advantage, Ms Weinberger points out. An actual invasion might not.
That analysis is shared by many in Ukraine and among the western defence and intelligence community.
“I do not expect a full-scale military invasion at the moment as the losses on Putin’s side would be big and a victory would be far from certain,” says Lieutenant-General Ihor Romanenko, former deputy head of the Ukrainian general staff. “He is [trying] to force international leaders into concessions, starting with easing of sanctions and forcing Ukraine to adopt the Minsk agreements according to his interpretation.”
Russia wants elections in the Donbass before any ceasefire — a move that would probably cement the semi-autonomy of the region and fatally weaken Kiev’s ability to politically stand up to Moscow.
That plan has been stalled for months. “[Putin] is not happy with the situation,” says Lt-Gen Romanenko. “He sees that as time drags on, the worse it plays out for his long-term Ukraine and Russia plans . . . So now he is trying to reshuffle the situation in his own interest.”
Russia’s military build-up, he says, is a likely precursor to the Group of 20 summit on September 4 when Vladimir Putin, the Russian president, will inevitably meet Angela Merkel, the German chancellor, and François Hollande, the French president, to discuss Ukraine.
Russia is dialling the tension in the region up and down — as it has done in the past — ahead of another round of diplomatic negotiations, says one senior European intelligence official. The sabre-rattling is about reinterpreting the Minsk agreements in Russia’s favour, the official says.
While such a purpose might rule out an overt land-grab, it does not preclude serious military conflict — in fact, many intelligence analysts believe it probably depends on violence.
“I think we’re about to see a controlled escalation all along the line of contact — higher shelling and much more violence and fighting,” says Alex Kokcharov, country risk analyst at IHS Markit. “Politically, if the separatists take more territory, that would play out badly for Russia in negotiations, but provoking Ukraine into hostilities without necessarily doing that might work to their advantage . . . they want to make Kiev into an untrustworthy partner and erode support for it in the west.”
Casualty rates are already at their highest levels since last August. They will probably rise. Russia may seek to bring its anti-aircraft capabilities to bear too, or it could declare a no-fly zone to goad Kiev into fighting.
The 25th anniversary of Ukraine’s independence on August 24 could be a powerful and symbolic moment at which fighting might erupt, says Mr Kokcharov. “That would give Putin 10 days before the G20,” enough time to make things uncomfortable for the west, he says.
Fatigue among European nations over Ukraine is already running high. Mr Putin may be betting that with more violence — and a provoked, angry Ukrainian response — he can make them break ranks and recalibrate the Minsk protocol to his advantage.

Russia Rattles Saber at Ukraine, Then Backs Off

KYIV, Ukraine—In a familiar cycle of brinksmanship, Russia and Ukraine once again edged toward the brink of open war last week, only for the bellicose rhetoric and military posturing to dissipate rapidly, leaving the conflict in eastern Ukraine no closer to a long-term solution.
Russia’s successor spy agency to the KGB, the Federal Security Service, or FSB, claimed to have thwarted terrorist attacks Aug. 10 in Crimea, which Russian authorities pinned on the Ukrainian government.
In one incident, an FSB agent died during a raid on a terrorist cell. A Russian soldier also died in a separate, cross-border firefight, the spy agency said.
Following the alleged incursions by Ukraine, Russian President Vladimir Putin sent a chilling message to Kyiv, spurring fears of all-out war when he said Russia “would not let such things pass.”
Ukrainian President Petro Poroshenko denied Russia’s accusations, calling them “insane.”
“These fantasies pursue only one goal,” Poroshenko said in a statement emailed to journalists in Ukraine. “A pretext for more military threats against Ukraine.”
The United States backed up Kyiv’s denials of involvement.
“[The] U.S. government has seen nothing so far that corroborates Russian allegations of a ‘Crimea incursion’ and Ukraine has strongly refuted them,” U.S. Ambassador to Ukraine Geoffrey Pyatt tweeted Aug. 11.
A war of words followed between Kyiv and Moscow, edging the two countries to the brink of a military conflict more serious than the ongoing one in eastern Ukraine.
Heightening fears of all-out war were reports of Russian troop movements inside Crimea, north toward the Ukraine border, as well as the buildup of Russian forces on the border with Ukraine’s embattled southeastern Donbas region.
Consequently, Ukraine’s military went on high alert, and Ukraine’s ambassador to the United Nations requested an emergency closed-door session of the U.N. Security Council last week.
Meanwhile, the spat threatened to derail the interminable talks to ease tensions in the more than 2-year-old conflict in eastern Ukraine. Putin said additional meetings among Russia, Ukraine, Germany, and France—dubbed the “Normandy Four” format—were “senseless.”
Russia has supported two pro-Russian separatist republics in the conflict with the Ukrainian government. According to Ukrainian and U.S. officials, as well as numerous media reports, Russian troops have participated actively in combat against Ukraine’s armed forces. Moscow, however, denies having deployed troops to fight inside Ukraine.
Tradecraft
Last week’s Crimean incident was textbook Kremlin tradecraft—manufacturing an event to justify a large-scale military intervention.
Ukrainian media highlighted past instances of such operations by Russia, including frequent references to a series of apartment bombings across Russia in 1999. Those bombings boosted public support in Russia for the second Chechen War, as well as bolstering the profile of Putin, then prime minister.
U.S. government officials and media reports have since suggested Russia’s Federal Security Service was likely behind the 1999 bombings, which killed 300, as part of an effort to gin up support for military action in Chechnya.

Some in Ukraine speculated that last week’s Crimean provocation might have been a Kremlin gambit to delegitimize Ukraine’s post-revolution government in order to pressure Western countries to lift punitive sanctions against Russia.
“Russia will fail to undermine Ukraine’s reputation [in] the international arena and press for lifting sanctions with such provocative acts,” Poroshenko said.
The U.S. and the European Union placed sanctions on Russia after its illegal annexation of Ukraine’s Crimean Peninsula in March 2014.
Russia’s Black Sea Fleet, based in Crimea, launched a three-day “anti-sabotage” exercise in the wake of the alleged Crimea incursion. The exercise, in addition to reports of Russian troop movements, prompted Ukraine to place its troops in the east on the “highest level of combat readiness.”
Metrics

Ukrainian officials, however, are not taking the Russian threat lightly.
Ukraine has about 100,000 troops deployed to its eastern territories. This is roughly on par with the 45,000 pro-Russian separatists and regular Russian troops deployed inside eastern Ukraine and the approximately 45,000 Russian troops staged across the border in western Russia.
Ukraine has about 10,000 troops deployed in southern territories near the Crimean border; Ukrainian officials estimate Russia has about 45,000 military personnel inside occupied Crimea.
So far, the war in Ukraine has remained quarantined to the embattled Donbas region and has not spilled over into open conflict between Russia and Ukraine. After two cease-fires, the prospect of open war between Russia and Ukraine has faded incrementally.
At times, however, it seemed the two countries were on the brink of a major conflict.
In August 2014, Putin told EU Commission President José Manuel Barroso, “If I want to, I can take Kiev in two weeks.”
(Kiev is the Russian translation for Ukraine’s capital city. Kyiv is the city’s name in Ukrainian.)
In September 2014, Kyiv residents were instructed to use the city’s subway system as a bomb shelter. Spray-painted signs pointing to the nearest bomb shelter became common sights on the sides of buildings throughout the capital city, as well as cities across the country.
Reborn Fears
Last week’s spat over the alleged terrorist plots in Crimea temporarily revived dormant worries of a major Russian offensive.
Those worries paralleled a sharp uptick in the overall violence of the ongoing conflict in eastern Ukraine.
The war is at its most violent level in a year. The cease-fire signed in February 2015, called Minsk II, markedly reduced the overall intensity of the conflict. Yet, the war never really ended.
Instead, it devolved into a static back-and-forth of artillery fire and small unit incursions, mostly fought from trenches and from within abandoned, bombed-out villages along front lines approximately 200 miles long.
Casualties, including military and civilian deaths, are still a weekly occurrence.
As part of the Minsk II cease-fire’s terms, heavy weapons and rocket systems are supposed to have been pulled back a prescribed distance from the front lines. Yet, the Organization for Security and Cooperation in Europe, or OSCE, the multinational group charged with monitoring the cease-fire, says the banned weapons are still frequently used.

According to U.N. data, 57 percent of the conflict’s 73 civilian deaths in July were due to heavy weapons presumably banned from the conflict under the cease-fire’s terms.
A wave of fresh violence in the Donbas followed last week’s flare up in Crimea, which fed into fears of a larger offensive in the making.
On Aug. 14, the Ukrainian military reported that combined Russian-separatist forces launched a barrage of more than a hundred 122 mm artillery shells within one hour at Ukrainian positions near the village of Lebedynske, outside the southern industrial city of Mariupol.
That same day, the Ukrainian military reported nine heavy armor attacks against its positions in the area around Mariupol, as well as separate artillery attacks and firefights northward along the length of the front lines.
Cooling Off
The crisis at the Crimean border brought the Ukraine war briefly back into Western media headlines and editorial pages. But as it dissipated, the war quickly was overshadowed by news from the Olympics, the U.S. presidential campaign trail, and the fight against the Islamic State, or ISIS.
Putin also added to the media noise drowning out the Ukraine conflict.
On Aug. 9, the day before the Crimea incident, Putin hosted Turkish President Recep Erdogan for a meeting in Moscow. And on Tuesday, Russia launched airstrikes in Syria from an airbase inside Iran.
Once again, Putin’s diplomatic and military moves left foreign affairs experts and military analysts reading the tea leaves to speculate about the Russian president’s larger strategy.
The perpetual worry in Kyiv is that Western resolve to deter Russian aggression will cave in the face of the EU’s economic appetite to end punitive sanctions against Moscow and the U.S. desire to court Russian cooperation in military operations against ISIS.
One week on, the threat of a Russian offensive on Ukraine appears to have cooled off. On Aug. 15, Russian Foreign Minister Sergei Lavrov said Russia would not cut diplomatic ties with Ukraine over the Crimean incident.
“For now the main thing is not to give in to emotions, not to slip into taking some extreme actions, but to try to stabilize the situation with restraint and concentration,” Lavrov said following talks with his German counterpart, Frank-Walter Steinmeier, in the Russian city of Yekaterinburg.
Lavrov and Steinmeier also discussed restarting the Normandy Four peace process, in an apparent move to walk back Putin’s threat to withdraw from the talks.

We Need a New Grand Bargain With Russia

Here’s a 4-point plan

As we contemplate the lazy days of late August, we need to bear in mind that a reckoning is coming sooner rather than later in Western relations with the Russian Federation. It is easy to feel the slow burn in Moscow watching the Olympics unfold with so many Russian athletes justifiably barred from the competition. Russia also feels intense frustration over the ongoing sanctions imposed following the invasion of Ukraine and the annexation of Crimea, as well as the increasing costs of Syrian operations in support of the brutal dictator Bashar al-Assad, which also continues to sour relations with the U.S. and Europe.
There are indications that Russian President Vladimir Putin is preparing to shake up the game as he has done in the past during the distractions of summer vacations in the West. These August surprises have included the invasions of Ukraine in 2014 and Georgia in 2008. He continues to seek a “grand bargain” with the West that would include negotiating a mutually acceptable endgame in Syria; directing Russian firepower more strongly against ISIS; creating an international accommodation on Ukraine that ends the fighting, recognizes Russian sovereignty in Crimea and ensures the rights of Russian-speaking minorities throughout the rest of the country; freezing NATO both in terms of additional members and operational practice; and above all lifting the economic sanctions directed against his nation and various senior Russian leaders.
As always, when trying to understand Russia, go back to Russian literature. The greatest of Russian novelists, Fyodor Dostoyevsky is often quoted as saying: “Much unhappiness has come into the world because of bewilderment and things left unsaid.” We are in danger of approaching that point with Russia, and now is the time to think more coherently and realistically about a unified and strategic Western approach to Putin’s Russia.
First, we must reassure our NATO allies and solidify the Alliance position concerning Russia. This means engaging constantly with our NATO allies and ensuring that we reassure the understandably nervous Eastern Europeans—principally Poland and the Baltic nations, but also our allies along the Black Sea littoral. We can do this most effectively through a program of exercises and military operations, including rotational stationing of ground forces, warship deployments to the Baltic and Black Seas and defensive air patrols to counter Russian incursions into NATO airspace.
Second, maintaining control of the sanctions regime is crucial. It is by far the most important point of leverage with Russia, and the work of German Chancellor Angela Merkel thus far holding the European Union together has been impressive. We need to actively support the Chancellor as she battles on the European front with maintaining E.U. solidarity, especially given the uncertainties engendered by the recent vote for Brexit.
Third, the United States should continue to leverage the broader international community in condemning Russian behavior when it steps clearly beyond the limits of international law. This includes using a wide variety of international fora to highlight everything from the penalties applied to Russian doping in the Olympics and other international competitions to publicizing illegal cyber hacks of sensitive internal political processes here in the United States to the ongoing fermenting of violence in Ukraine. We should confront where we must to uphold such widely regarded standards of international behavior.
Fourth and most important, in the midst of this summer of discontent emanating from both sides, we must keep open our communications pathways, which are increasingly in danger of shutting down. It is in no one’s interest to stumble backwards into another full-blown Cold War, but that possibility seems more likely with each passing week. How do we do this?
There are a group of distinct issues upon which cooperation is possible with Russia. Certainly Russia and the West share a common hope of stabilizing Afghanistan, and our cooperation there is not insignificant. Additionally, we have well-trodden mechanisms for reducing the dangers of military confrontation through accidental or inadvertent collisions at sea or in the air, including “hot lines” between senior military leaders. These should be exercised often. We have in the past shared a reasonable level of intelligence in fields like counter-terrorism and counter-narcotics. We have operated together in counter-piracy, the subject of many discussions I held personally with senior Russian civilian and military leaders. We must continue to seek zones of cooperation upon which we can build.
In the end our best hope for a “grand bargain” is not in a sweeping package that comes together at a single point in time. While attractive to contemplate, such a sudden strategic outcome is a chimera. Our best hope lies in adopting a transactional approach that says we will confront where we must—when violations of international law are truly egregious—but cooperate where we can. Such an approach will afford us the best hope of steering through this summer of discontent and finding, over time, a meaningful modus vivendi with Russia. As General Kutuzov said in Tolstoy’s War in Peace: “there is nothing stronger than those two, patience and time, they will do it all.” We will need both to deal with Russia, along with a plan.

Obama, not Trump, has built up Russian strongman Putin

Ukraine has put its troops on high alert; some think Russia may be preparing to invade its western neighbor. What would the U.S. do? If history is any guide: nothing.
While the media has ominously suggested that Donald Trump is in cahoots with Vladimir Putin, it is President Obama who has allowed the Russian strongman to become the power broker in the Middle East. It is thanks to Obama that Putin enjoys 82 percent approval ratings at home, amid collapsing incomes and widespread food shortages. As The New York Times wrote today, Russia’s stoking of tensions in Ukraine “allows Russia to continue asserting itself as a global power, even though its economy is smaller than Australia’s.” 
Though President Obama joined the EU in imposing sanctions and warned Vladimir Putin of impending isolation after the seizure of Crimea, the Russian leader has continued to thumb his nose at the U.S. Recently, for instance, despite “stern” U.S. warnings, Moscow began delivery of an S-300 air defense system to Iran – a system that could in the future be used to protect nuclear sites. 
It isn’t the first time that Putin has embarrassed Obama. From harboring former NSA worker and WikiLeaks activist Edward Snowden to reportedly orchestrating the email leaks which revealed corruption at the DNC, the former KGB operative has repeatedly provoked the president, knowing that he has, weirdly, the upper hand.  President Obama has needed Putin’s help on two fronts critical to his approval ratings and his legacy: fighting ISIS and allowing the Iran nuke deal to go forward.
That, however, has been ignored by a media frenzy over Trump’s supposed links to the Russian bully. This preposterous story line emerged after Trump said at a rally, “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing,” referring to those communications that Hillary Clinton deleted from her personal server. Emails that, for the record, should not have been destroyed and that she lied about.
The narrative is that by expressing admiration for Vladimir Putin’s leadership ability and because he has had meager business activities in Russia, Trump might somehow cede power to the former KGB operative if he became president. The charge is almost comical, given how Obama has done just that. 
Obama suffered an “off-mike” gaffe in 2012 when he passed a message to Vladimir Putin through then-president Dmitry Medvedev, assuring him that on missile defense “After my election I have more flexibility.”  Medvedev replies, "I understand. I will transmit this information to Vladimir."
In those words Obama signaled that post-election he might abandon plans for a European missile defense system, which was meant to defend against Iranian nukes. In reality, he has done just that. Early on he had scrapped plans to install 10 Interceptor missiles in Poland and a radar network in the Czech Republic.  A substitute program, meant to be more efficient and strategically superior, was expected to be installed by 2018. It has been “indefinitely” postponed, due to Russian objections. 
Meanwhile, in 2013 Obama waffled when President Assad in Syria used sarin gas against his own people -- a line that our president had warned him not to cross. When the Syrian dictator did cross it, Obama flinched. Instead of attacking Syria, Obama turned the mess over to Putin to resolve. This was a remarkable decision, which became even more costly in 2014 when, bolstered by his newfound alliance with Obama, Putin invaded Ukraine and seized Crimea.
After Russia’s invasion of Crimea, Obama promised that, “If Russia continues on its present course…the isolation will deepen, the sanctions increase and there will be more consequences for the Russian economy.” The reality? Secretary of State John Kerry met with his Russian counterpartSergey Lavrov 20 times in the next twelve months and visited Moscow twice to meet with Valdimir Putin, just to be sure he wasn’t getting too lonely.
Obama could not afford to isolate Putin, because he was losing the fight against ISIS and his approval ratings were plummeting.  Obama had permitted an offensive against the terrorist organization but so hobbled the military that bombing sorties returned home with 75 percent of their munitions on board, for fear of civilian casualties. ISIS thrived and grew, spawning attacks around the world, so Obama allowed Putin to take over the battle.
In March, The Guardian reported that Russian airstrikes had killed 2,000 Syrian civilians, including children, in the prior six months. Moscow’s attacks targeted not just ISIS, but also hit U.S.-trained and U.S.-allied opponents of Assad.  ISIS-held territory began to shrink, and Obama’s approval ratings rose.
What could have limited Putin’s aggression? One approach would have been an all-out effort to break Europe’s dependence on Russian natural gas. The U.S. is drowning in natural gas; we could become a major exporter of LNG to our European allies, and loosen the chokehold that Russia has on the EU. This, however, would bolster the fortunes of our energy producers -- an outcome anathema to the Obama White House.
Putin is flying high, overcoming a shrinking economy and widespread international opprobrium. He has manipulated President Obama into giving him an important seat at the table. He doesn’t need Trump.

In Clinton Campaign Debut, Biden Says Trump ‘Would’ve Loved Stalin’

Before Donald Trump delivered his newest foreign policy speech on Monday, Democratic nominee Hillary Clinton tried to write him off as “temperamentally unfit” and “unqualified” to be president.
“Trump has been all over the map on ISIS,” she said during her remarks in Scranton, PA.
Vice President Joe Biden said more of the same. 
In his first appearance on the campaign trail with Clinton, Biden first beamed about how happy he was to “come home” to Pennsylvania, where he used to live.
His upbeat attitude didn’t last long. Biden said he’s “not about character assassination,” but felt compelled to condemn Trump’s demeanor.
“What bothers me most about Trump is his cynicism is unbounded,” Biden said.
The fact that Trump takes most pride in the phrase “you’re fired!” is all the proof Americans need that he does not have the middle class’ interests at heart, he argued.
“This guy doesn’t care about the middle class,” Biden said. Worse than that, “He doesn’t understand the middle class. He doesn’t have a clue. “
Like Clinton, Biden also spent several moments criticizing Trump’s lack of foreign policy experience.
“No major party nominee in this history of the U.S. has known less or been less prepared to deal with national security than Donald Trump,” the vice president said. “What amazes me is that he doesn’t seem to want to learn it. This man is thoroughly unqualified to be president.”
The vice president added that Trump is not qualified to know the nuclear code and he "can’t be trusted.”
Biden said Trump’s praise for aggressive foreign leaders, including his admiration for Russian President Vladimir Putin, proves he has no business leading the United States of America.
“This guy’s shame has no limit,” he said. “He would’ve loved Stalin.”
His “dangerous” and very “un-American” views are “a recipe for playing in the hands of terrorists and propaganda.”
As CNN noted after Biden’s remarks, it is extremely rare for a sitting vice president to offer such a biting criticism of the opposite party’s nominee.

NBC Battleground Map: Clinton Surges Past 270 Electoral Votes
After releasing our seven battleground-state polls last week -- and seeing several other state surveys -- we've updated our NBC battleground map. The states in Hillary Clinton's column now add up to 288 electoral votes, which exceeds the 270 needed to win the presidency. Donald Trump, meanwhile, is at 174 electoral votes, and an additional 76 are in the Tossup category. Our last map, back in July, showed Clinton with a 255-190 advantage — so Clinton's tally has gone up since the conventions, while Trump's has declined.

The significant changes in our map: We've moved Colorado, New Hampshire, North Carolina, Pennsylvania, Virginia, and Nebraska's one electoral vote (Omaha area) from Tossup to Lean Dem. (And you could make a good case for placing Colorado and Virginia in Likely Dem instead of Lean Dem with Clinton's double-digit leads there.) We've also moved Florida from Lean Dem to Tossup. (While Clinton is ahead there, her margin in the NBC/WSJ/Marist poll is smaller than it was a month ago.) What's more, Georgia moves from Lean GOP to Tossup. And we've changed Kansas and South Carolina from Likely GOP to Lean GOP. Our regular caveat here, of course: These designations are subject to change as we get more poll numbers and reporting.
Recapping Last Week's NBC/WSJ/Marist Polls and the Four Gaps Between Clinton and Trump
In case you missed them, here are the seven battleground-state polls we released last week. The percentages are among registered voters:
  • Colorado: Clinton 46%, Trump 32% (was Clinton 43%, Trump 35% a month ago)
  • Florida: Clinton 44%, Trump 39% (was Clinton 44%, Trump 37%)
  • Iowa: Clinton 41%, Trump 37% (was Clinton 42%, Trump 39%)
  • North Carolina: Clinton 48%, Trump 39% (was Clinton 44%, Trump 38%)
  • Ohio: Clinton 43%, Trump 38% (was Clinton 39%, Trump 39%)
  • Pennsylvania: Clinton 48%, Trump 37% (was Clinton 45%, Trump 36%)
  • Virginia: Clinton 46%, Trump 33% (was Clinton 44%, Trump 35%)
The polls also revealed four consistent gaps between Clinton and Trump -- the Education Gap (between Clinton's support among whites with college degrees and Trump's support among whites without), the Geographical Gap (Clinton ahead in the cities and suburbs, Trump ahead in the rural areas), the Gender Gap (Clinton leading among women by a bigger margin than Trump leading among men), and the Party Unity Gap (with Democrats backing Clinton by a larger margin than Republicans being behind Trump).
From Russia With Love?
Ahead of Donald Trump's national-security-themed speech in Ohio today, the New York Times reports that Trump Campaign Chair Paul Manafort received nearly $13 million in "undisclosed cash payments" from Ukraine's pro-Russia political party. "Handwritten ledgers show $12.7 million in undisclosed cash payments designated for Mr. Manafort from Mr. Yanukovych's pro-Russian political party from 2007 to 2012, according to Ukraine's newly formed National Anti-Corruption Bureau. Investigators assert that the disbursements were part of an illegal off-the-books system whose recipients also included election officials. In addition, criminal prosecutors are investigating a group of offshore shell companies that helped members of Mr. Yanukovych's inner circle finance their lavish lifestyles, including a palatial presidential residence with a private zoo, golf course and tennis court. Among the hundreds of murky transactions these companies engaged in was an $18 million deal to sell Ukrainian cable television assets to a partnership put together by Mr. Manafort and a Russian oligarch, Oleg Deripaska, a close ally of President Vladimir V. Putin."
Clinton Camp Pounces on the NYT Story; Trump Camp Pushes Back
The Clinton campaign pounced on the New York Times story. "Given the pro-Putin policy stances adopted by Donald Trump and the recent Russian government hacking and disclosure of Democratic Party records, Donald Trump has a responsibility to disclose campaign chair Paul Manafort's and all other campaign employees' and advisers' ties to Russian or pro-Kremlin entities, including whether any of Trump's employees or advisers are currently representing and or being paid by them," Clinton Campaign Manager Robby Mook said in a statement. The Trump camp pushed back on the NYT article, releasing this statement from Manafort, per NBC's Hallie Jackson: "The simplest answer is the truth: I am a campaign professional. It is well known that I do work in the United States and have done work on overseas campaigns as well. I have never received a single 'off-the-books cash payment' as falsely 'reported' by The New York Times, nor have I ever done work for the governments of Ukraine or Russia. Further, all of the political payments directed to me were for my entire political team: campaign staff (local and international), polling and research, election integrity and television advertising. The suggestion that I accepted cash payments is unfounded, silly and nonsensical."
Previewing Trump's National-Security Speech
As for Trump's national-security speech at 2:00 pm ET from Youngstown, OH, NBC's Hallie Jackson gets this preview from a senior Trump adviser: Trump will outline his plan to fight ISIS, arguing the terror group "spread dramatically" under President Obama and Hillary Clinton's leadership. "The reality we're headed for if we don't change our policies," this adviser warns. So what will Trump propose? He's expected to announce he'll formally declare an end to nation-building and regime change overseas. He'll likely reiterate the US should stop issuing visas to places where - in the view of his campaign -- the State Department and Homeland Security have demonstrated they cannot effectively screen. And he'll emphasize the need to explicitly state a goal of fighting "radical Islamic terrorism."
Clinton Stumps with Biden in Scranton, Pennsylvania
Also today, Hillary Clinton campaigns with Vice President Joe Biden in his hometown of Scranton, PA. A Biden spokesperson previews the vice president's remarks, per NBC's Kristen Welker: "You will see Vice President Biden -- a son of Scranton, PA --‎ make the case for Hillary Clinton as the only person in this race who understands the challenges facing the people in the kind of neighborhoods he grew up in… The Vice President will also argue that no major party nominee in the history of this nation has ever known less or has been less prepared to deal with our national security than Donald Trump. He will argue that he is unfit and unqualified to be Commander in Chief, and that the bluster and volatile rhetoric he's offering will make the people of Scranton, and the nation, less safe." But in another potential case of bad timing, CNN reports that Capitol Hill lawmakers could get notes (what are known as 302s) from Clinton's FBI interview as soon as today. A Clinton official tells Welker that the campaign has no knowledge of when the 302s might be released -- if at all. The campaign believes that if the 302s are going to be released, they should be released publicly for everyone to see, fearing that if the 302s are given only to House Republicans, they would mischaracterize them to the press.

Ukraine's Savchenko Condemns Russian ‘Slave Mentality’

Ukraine’s most popular politician, who spent nearly two years in Russian and rebel captivity, has accused Russians of having the mentality of slaves in an interview with Ukrainian news site Apostrof.
Nadiya Savchenko, a former military pilot, who was captured during the height of combat in east Ukraine two years ago, was elected to parliament while in captivity as a member of former Prime Minister Yulia Tymoshenko’s populist, pro-EU Batkivshchyna party. She appeared to have been captured while fighting Russian-backed separatists in eastern Ukraine and forcibly sent to Russia, though Russian officials denied this, insisting that she had tried to sneak into Russia and been apprehended at the border.
Her hardships during an ensuing trial, during which she was controversially convicted of assisting in killing two Russian journalists in Ukraine, made her a hero in Ukraine. Her release was secured in May and she has returned to Ukraine, where her high popularity sees her frequently tipped to one day run for president.
Speaking to Apostrof she said that she would hold a referendum as her first act, if she were president, to allow the Ukrainian people to decide whether to move towards Europe or not and whether to lend power to regions or centralize power.
She was also asked what relations she would like to see Ukraine have with Russia.
“Beneficial economic ones; other than that, none,” she said. “We do not need their cultural and moral values because ours are different. We don’t need their political achievements, their Russian world, because that hurts us. We are not slaves and here ‘slaves do not go to heaven’,” she said referring to a popular quote, attributed to Ukrainian national hero Ivan Sirko.
“They are all slaves, on their knees—that is their mentality. We have a different mentality. We need good economic relations with them,” she said.
When asked about the upcoming parliamentary elections in Russia, she said that Russian President Vladimir Putin “is not eternal” and that Russians should elect a new president in order to be free.
“I will say this, the Russian people ought to be the ones thinking about this. It is their life, their country, let them find him a replacement,” she said. “I do not deal with Russia, I want to elevate Ukraine. I want to do everything so it is easier for my people to live.”
Savchenko is known for her often tumultuous speeches and intense speaking style. Despite her time in captivity, she said she still has sympathy for the parents of Ukrainian and Russian soldiers dead in the conflict. She has also reserved some of her most searing criticisms not for the Kremlin but for the Ukrainian government and has declared she is open to negotiate directly with the pro-Russian separatists in eastern Ukraine, which the current government will not do.
