Is V. Putin moving to the old, familiar, traditional Russian - the personal dictatorship, the "Czar model" of governing? Did Sergey Ivanov issue his decisive "NYET!" to the war with Ukraine and the West? What is Putin cooking? And who will have to consume the meal? Hypothesis: Did S. Ivanov resign, abruptly and dramatically, to protest and prevent the planned and upcoming incursion and war with Ukraine (and the West), the Putin's next, adventuristic, paranoid, but (and if paradoxically), calculated and pragmatic move (a replay of the recent Russo-Georgian war of 2008), directed, at least in part, at boosting the oil prices at this critical juncture; among other aims?

Andrey Piontkovsky has the same opinion: "Очевидно, это связано с вчерашним заседанием СНБО, на котором они пытались обсудить стратегию в отношении Украины и скорее всего Иванов высказал какую-то точку зрения, которая не полностью совпала с путинским мнениям, что и вылилось в его отставку."

This is a major, significant reshuffle and realignment
S. Ivanov might still emerge a victor and on the top if the relatively moderate forces prevail. If they don't, another "relatively moderate", M. Fradkov, might be next. Two of them: S. Ivanov and M. Fradkov probably are the somewhat of a "tandem", and possibly are  and were conducting their own line of operations, invisible but important. 
Did he resign to take the blame for something that possibly went wrong with these operations (possibly, support for Trump, DNC and other hacks and possibly other operations, hypothetically) and to deflect this blame from Putin personally (according to the "bull vs. Jupiter" rule)?

The story with firing the whole Baltic Fleet leadership comes to mind: they were blamed in the western and the Russian press for, on the one hand, buzzing the NATO ships in an unsafe manner, and on the other, after firing, of not doing it enough and not following Putin's orders to do it more frequently. One dramatic action, in a masterstroke, satisfied both, diametrically opposed camps, and the punishment was metered out for one, both, or neither of these transgressions, and since the truth is not really known, everybody is allowed to think and guess about the motives according to their own preferences. Did he resign as the result of his anti-corruption drive (he himself was called "uncorrupted" in the Russian press) and the attacks by the powerful kleptocracy, especially from those recently purged, attacks by "oligarchs" and others with similar interests? 

What is the role of the FSB and the related, and among them, the newly created structures, in this affair - S. Ivanov's resignation and in the recent purges? 

Was he "mentally exhausted" after the mysterious death of his son about two years ago, as some papers claim? 

Did he intend to deny Putin his own personal support and assistance (he turned the President's Administration into a powerful political machine and his own political stature was a part of it), because he started to disagree with his policies in principle? 

All of the above in various degrees? 
None of the above? 
What is the explanation? 

S. Ivanov retained his permanent member seat in the Russian Security Council and could exercise his influence there possibly even more than before if he indeed switched to the "loyal opposition" to Putin. Putin and the others on his Security Council are smart enough to value and appreciate this type of the opposition which one day might save his and others' skin, by preventing them from going too far. People like S. Ivanov are responsible enough to push their point at the expense of their personal and professional careers. If this hypothesis is correct. Their facial (and the tones of the verbal) expressions on their "goodbye video" revealed, as I saw it, the Ivanov's sorrowful disapproval and Putin's barely concealed, condescending but still respectful disdain. 

"Vaino is not the worst appointment, but he is not a political figure," former Kremlin adviser Gleb Pavlovsky said, noting that Ivanov would keep his seat on Putin's Security Council and hence a degree of influence." 

The directly opposite interpretation, in principle, is also possible: S. Ivanov was more hawkish (but unlikely so in the Ukrainian matters) than Putin could afford at this time, especially if it did not pay off, and someone had to take the blame. 

It is also possible that there were (and are!) the two competing strategies of meddling into the US elections and political life and S. Ivanov (possibly with the SVR) represented the "Infiltration from above" strategy, in this case, the special operations with Trump, apparently long standing. Another strategy might be called "Stir up the troubles from the bottom": fear of terrorism, manipulations of masses and media, racial and other types of civil unrest and wars. The supporters and conductors of this strategy are a guess open to speculations, just like the previous ones, but it would not be surprising if this more overtly aggressive approach is favored by the GRU and the related groups. These strategies are not mutually exclusive but complementary to each other, the competition between them might be mainly in the allocation of resources. The expose' of Trump's Russian ties, DNC and other hacks and their resulting effects might be viewed as a relative defeat of the first, (hypothetically, the "Ivanov's strategy"), and the unforgivable violation of the rule: "Do not get caught"
Whatever the immediate precursors, the alienation between Putin and his chief of staff was probably building up for some time prior to resignation and this might reflect, among other factors ("Panama Papers" hypothetical effect on S. Ivanov and his camp, for example), mainly Putin's change of priorities and selection of personnel. 

The impressions of the change of guard at the Putin's court are shared and stressed by many observers. The "circling of wagons" around Putin continues, after the major reorganization of security forces and strengthening and centering of his "praetorian guards". 

Were Medvedev's positions relatively strengthened by this move?

Is this a sign of Putin's growing weakness and the loss of support, after the departure of major figures, V. Yakunin among them? 

Is the internecine, "under the rugs" power struggle in the Kremlin in a full swing? 

What will be the role of "apolitical" Shoigu

What will be the role of Russian General Staff?

These are the "hot days of August" in Moscow, traditionally the time of impending political turmoil. 
No wonder Putin canceled his August vacation this year. Did he get the  wind that "something might be cooking"? Does he try to "cook" something himself?

"For most of Putin's long rule, he was essentially the front man for an oligarchic elite -- the so-called "collective Putin" -- that effectively ruled Russia.
Like the Soviet general secretaries, Putin was first among equals, to be sure. He was the key figure and the decider. But he had to find consensus and balance among the Kremlin's competing clans and among the dozen or so figures in his "politburo."
But we don't hear much about the "collective Putin" or "Putin's Politburo" anymore.
And that is because, in recent years, the Kremlin leader has moved away from a collective leadership model to one centered on the leader himself.
"If until recently, the system acted in the interests of the bureaucracy, now, it does so ever more in the interests of the leader," Moscow-based political analyst Nikolai Petrov wrote in Vedomosti.

According to Petrov, Putin is effectively abandoning an elite personnel policy resembling Leonid Brezhnev's "stability of cadres" approach and toward one reminiscent of Josef Stalin's -- minus, of course, the mass executions of ousted officials."

There is a cultural-ethnic slant, always important in Russia,  to all of this (S. Ivanov's resignation, purges, the change of elites, the issue of Putin's personal corruption, the elections, etc.): a Slav Ivanov vs. a "Tatarin" Volodin and his cohorts of the replacements newly directed to Moscow from the provinces. Ivanov will not allow aggression against Slavic Ukraine, Volodin will protect Putin with his cohorts, no matter what, as if he were a Genghis Khan. As if the gravitational center of the Russian Empire continued to drift eastward, to Asia; defensively and under attack; the centuries old process, spurred by the revolutions and wars. 
The rekindled romance between the sultanates of Turkey and Russia provides the timely backdrop.

How Russia Saw Donald Trump’s Big Speech On Foreign Policy

He did not reiterate his earlier promise to “look into” lifting the sanctions that the U.S. has imposed against Russia for its military incursions in Ukraine. At no point in the speech did he even mention Ukraine. The NATO alliance did come up, but this time Trump didn’t question whetherthe U.S. would defend its NATO allies in the event of a Russian attack. Instead, he pledged to “work closely” with NATO against international terrorism, and he explicitly backed away from his earlier claim that the alliance is “obsolete.”

Ukraine's Savchenko Condemns Russian ‘Slave Mentality’

Ukraine’s most popular politician, who spent nearly two years in Russian and rebel captivity, has accused Russians of having the mentality of slaves in an interview with Ukrainian news site Apostrof.
Nadiya Savchenko, a former military pilot, who was captured during the height of combat in east Ukraine two years ago, was elected to parliament while in captivity as a member of former Prime Minister Yulia Tymoshenko’s populist, pro-EU Batkivshchyna party. She appeared to have been captured while fighting Russian-backed separatists in eastern Ukraine and forcibly sent to Russia, though Russian officials denied this, insisting that she had tried to sneak into Russia and been apprehended at the border.
Her hardships during an ensuing trial, during which she was controversially convicted of assisting in killing two Russian journalists in Ukraine, made her a hero in Ukraine. Her release was secured in May and she has returned to Ukraine, where her high popularity sees her frequently tipped to one day run for president.
Speaking to Apostrof she said that she would hold a referendum as her first act, if she were president, to allow the Ukrainian people to decide whether to move towards Europe or not and whether to lend power to regions or centralize power.
She was also asked what relations she would like to see Ukraine have with Russia.
“Beneficial economic ones; other than that, none,” she said. “We do not need their cultural and moral values because ours are different. We don’t need their political achievements, their Russian world, because that hurts us. We are not slaves and here ‘slaves do not go to heaven’,” she said referring to a popular quote, attributed to Ukrainian national hero Ivan Sirko.
“They are all slaves, on their knees—that is their mentality. We have a different mentality. We need good economic relations with them,” she said.
When asked about the upcoming parliamentary elections in Russia, she said that Russian President Vladimir Putin “is not eternal” and that Russians should elect a new president in order to be free.
“I will say this, the Russian people ought to be the ones thinking about this. It is their life, their country, let them find him a replacement,” she said. “I do not deal with Russia, I want to elevate Ukraine. I want to do everything so it is easier for my people to live.”
Savchenko is known for her often tumultuous speeches and intense speaking style. Despite her time in captivity, she said she still has sympathy for the parents of Ukrainian and Russian soldiers dead in the conflict. She has also reserved some of her most searing criticisms not for the Kremlin but for the Ukrainian government and has declared she is open to negotiate directly with the pro-Russian separatists in eastern Ukraine, which the current government will not do.

The Psychiatric Question: Is It Fair to Analyze Donald Trump From Afar?

“Yes, for me this is an exception,” Dr. Doherty said. “What we have here is a threat to democracy itself.”
Supporters of the Goldwater Rule have cited three main rationales for adhering to it: Most diagnoses made from a distance turn out to be wrong; the labels themselves can cause real harm to the person and family members; and the practice undermines the field’s credibility, particularly its commitment to confidentiality. Not to mention, others say, that it could expose a left-leaning bias in the field.
But the psychoanalyzing of public figures by commentators, columnists and pop psychologists has a bipartisan history. Concerns about grandiosity and narcissism dogged Lyndon B. Johnson’s presidency. Suspicions of a deepening paranoia clouded the end of Richard Nixon’s. Accusations of manipulation, deceit and a sense of entitlement have trailed the Clintons for years, prompting speculation about deeper personality problems.
Mr. Trump himself has recently tried to turn the tables, accusing Hillary Clinton of being “unstable” and “unhinged.”
While the vast majority of therapists’ comments remain focused on Mr. Trump, some in the profession say that if public psychoanalyzing is going to be done, it should be directed at both candidates.
“Do those things rise to a diagnosable level? I sure don’t know,” said Don Sizemore, a family therapist in Lexington, Ky. “But if we’re diagnosing him, we should be doing the same for her.”
Yet history cautions against the armchair analysis of either one. Psychiatrists point to Goldwater himself as a prime example of getting it wrong. By the time he died in 1998, Mr. Goldwater was regarded as “one of his party’s most respected elder statesmen,” The Washington Post said in its obituary.
In the wake of the Monica Lewinsky scandal, many people longed for a diagnosis to explain or denounce President Bill Clinton’s behavior, said Dr. Nada Stotland, a psychiatrist at Rush Medical College in Chicago. “I remember getting all these media calls asking if he was a narcissist or a sex addict,” she said. “Well, sex addiction wasn’t a recognized disorder at the time. And if it had been, was the behavior then not his fault? I ended up dancing around these questions, because this idea that we should go around, willy-nilly, putting diagnoses on people is just wrong.”
But those using clinical language to describe Mr. Trump’s behavior contend that this presidential election is vastly different, for a big reason: The proliferation of social media comments and video clips, which afford direct, unscripted access to candidates, was simply not available in previous races. The depth of that material creates a public persona complete enough to analyze on its own merits, they say.
Dr. Doherty said he and the therapists who signed his manifesto were not diagnosing Mr. Trump’s personal traits, but his public persona. The manifesto characterizes “Trumpism” as reinventing history, never apologizing, demeaning critics and inciting violence. “One can talk about his public behavior without knowing whether he is fully that way with his children, his wife, his friends,” Dr. Doherty said.
Dr. Steven Buser, a psychiatrist who with his colleague, Dr. Leonard Cruz, coedited a new book, “A Clear and Present Danger: Narcissism in the Era of Donald Trump,” stressed, “We are careful not to make a clinical diagnosis here, to say that Donald Trump has narcissistic personality disorder.” The contributing writers include psychiatrists and psychologists, but Dr. Buser said, “We are focused on the image he projects, on TV, in tweets, in quotes.”
Dr. Appelbaum calls this distinction a convenient splitting of hairs. “It takes a skilled therapist months, sometimes longer, seeing a person regularly and asking probing questions to make a determination of whether a disorder is present,” Dr. Appelbaum said.
The stigma of mental vulnerability is especially damaging in politics. In the 1972 presidential race, Senator Thomas F. Eagleton of Missouri withdrew as George McGovern’s running mate after 18 days — at Mr. McGovern’s request — in the wake of revelations that he had undergone psychiatric counseling and electroshock therapy. In 1988, the Democratic nominee, Michael S. Dukakis,released his medical records to counter rumors that he had undergone psychiatric treatment. He had not.
During his libel trial, Mr. Goldwater was mystified by some of the psychiatrists’ comments about his personality, including one calling him an “anal character.” “I don’t know what an anal character would be,” he testified, according to news accounts. “I tried to look it up in the dictionary, but couldn’t find it.”
He took particular exception to a psychiatrist’s comment that he was “a counterfeit figure of a masculine man.” Such a charge “weighs several tons, and the effect is rather depressing,” he said.
If there are exceptions to the Goldwater Rule, psychiatrists apparently cannot agree on them. More distant historical figures tend to be fair game; “Lincoln’s Melancholy,” a book by Joshua Wolf Shenk making the case that Lincoln had suffered from depression, was well received.
Leaders of hostile nations may or may not qualify, depending on who is judging. A psychiatrist whoprovided a personality assessment of Saddam Hussein at the request of the George W. Bush administration was criticized by some in the psychiatric community, but not formally censured.
Retired politicians fall into a gray area. Therapists have penned books on George W. Bush, as well as Bill Clinton. Not all of their colleagues approve.
But in an era when private moments and comments are increasingly available for public consumption, some argue that the Goldwater Rule is due for an update.
“There’s another perspective on this altogether,” said John D. Mayer, a University of New Hampshire psychologist who has written widely on the rule. “The ethicists who wrote the rule have been entirely focused on the negative side of commentaries. But there’s a positive, adaptive side to every personality trait.
“If you call someone deceitful, whether Clinton or Trump,” Dr. Mayer said of this year’s nominees, “it needs to be said that, for a good politician, there are reasons you can’t always say everything you know, or exactly what you think.”

Trump’s Self-Reckoning - WSJ

Donald Trump lashed out at the media on Sunday after more stories describing dysfunction inside his presidential campaign. “If the disgusting and corrupt media covered me honestly and didn’t put false meaning into the words I say, I would be beating Hillary by 20%,” Mr. Trump averred on Twitter.TWTR 7.42 %
Mr. Trump is right that most of the media want him to lose, but then that was also true of George W. Bush, George H.W. Bush and Ronald Reagan. It’s true of every Republican presidential nominee. The difference is that Mr. Trump has made it so easy for the media and his opponents.
The latest stories comport with what we also hear from sources close to the Trump campaign. Mr. Trump’s advisers and his family want the candidate to deliver a consistent message making the case for change. They’d like him to be disciplined. They want him to focus on growing the economy and raising incomes and fighting terrorism.
They think he should make the election a referendum on Hillary Clinton, not on himself. And they’d like him to spend a little time each day—a half hour even—studying the issues he’ll need to understand if he becomes President.
Is that so hard? Apparently so. Mr. Trump prefers to watch the cable shows rather than read a briefing paper. He thinks the same shoot-from-the-lip style that won over a plurality of GOP primary voters can persuade other Republicans and independents who worry if he has the temperament to be Commander in Chief.
He also thinks the crowds at his campaign rallies are a substitute for the lack of a field organization and digital turnout strategy. And he thinks that Twitter and social media can make up for being outspent $100 million to zero in battleground states.
By now it should be obvious that none of this is working. It’s obvious to many of his advisers, who are the sources for the news stories about dysfunction. They may be covering for themselves, but this is what happens in failing campaigns. The difference is that the recriminations typically start in October, not mid-August.
These stories are appearing now because the polls show that Mr. Trump is on the path to losing a winnable race. He is now losing in every key battleground state, some like New Hampshire by double digits. The Midwest industrial states he claimed he would put into play—Wisconsin, Pennsylvania—have turned sharply toward Mrs. Clinton.
More ominously, states won by John McCain and Mitt Romney are much closer than they should be. If Mr. Trump is fighting to hold Georgia, Arizona and even Utah by September, a landslide defeat becomes all too possible.
The tragedy is that this is happening in a year when Republicans should win. The political scientist Alan Abramowitz has spent years developing his “time for a change” forecasting model. The model looks at the rate of GDP growth in the second quarter of an election year (1.2% this year), the incumbent President’s approval rating, and the electorate’s desire for change after one party has held the White House for eight years.
No model is perfect, but Mr. Abramowitz’s has predicted the winner of the major-party popular vote in every presidential election since 1988. His model predicts that Mr. Trump should win a narrow victory with 51.4%. A mainstream GOP candidate who runs a reasonably competent campaign would have about a 66% chance of victory.
Mr. Trump has alienated his party and he isn’t running a competent campaign. Mrs. Clinton is the second most unpopular presidential nominee in history—after Mr. Trump. But rather than reassure voters and try to repair his image, the New Yorker has spent the last three weeks giving his critics more ammunition.
Even with more than 80 days left, Mr. Trump’s window for a turnaround is closing. The “Trump pivot” always seemed implausible given his lifelong instincts and habits, but Mr. Trump promised Republicans. “At some point I’ll be so presidential that you people will be so bored, and I’ll come back as a presidential person, and instead of 10,000 people I’ll have about 150 people and they’ll say, boy, he really looks presidential,” he said in April.
Those who sold Mr. Trump to GOP voters as the man who could defeat Hillary Clinton now face a moment of truth. Chris ChristieNewt GingrichRudy Giuliani, Paul Manafort and the talk-radio right told Republicans their man could rise to the occasion.
If they can’t get Mr. Trump to change his act by Labor Day, the GOP will have no choice but to write off the nominee as hopeless and focus on salvaging the Senate and House and other down-ballot races. As for Mr. Trump, he needs to stop blaming everyone else and decide if he wants to behave like someone who wants to be President—or turn the nomination over to Mike Pence.
