Russian President Vladimir Putin hosted his Turkish counterpart, Recep Tayyip Erdogan, at the Kremlin on Friday amid promises from both leaders to strengthen ties and tackle vexing issues in the Middle East. “We are working actively on the settlement of the most acute crises in the world, first of all in Syria,” said Putin in a press conference following the meeting. “I am pleased to say that nobody expected this, but at the level of military authorities, intelligence services, we have a very trustful, very effective dialogue,” added Putin. In turn, the Turkish leader expressed faith in continuing Turkish-Russian cooperation. “As far as security matters in our region are concerned, I believe that it takes joint efforts to end bloodshed in Syria,” said Erdogan. Overcoming rifts The road to this point was long and winding as leaders dubbed “the Tsar” and “the Sultan” clashed repeatedly over the Syrian conflict and their differing views on the fate of Moscow's ally, Syrian leader Bashar al-Assad. First, there was the downing of a Russian jet by Turkey in November 2015 amid Moscow's intervention into the Syrian conflict. Putin called the act “a stab in the back,” and he imposed punitive travel and trade sanctions on Turkey in response. A failed coup against Erdogan in June 2016, however, changed everything again. The ensuing violence left 280 dead and Ankara angry at its NATO allies over their criticism of a government crackdown against the coup plotters. Putin, no stranger to lecturing by the West on human rights, was soon on the phone expressing solidarity. Following an apology by Erdogan over the jet incident, all was forgiven. Remarkably, the two sides even began coordinating some military actions in Syria, including against Islamic State and Syrian opposition fighters holed up in Aleppo. The fall of the city to Assad's forces was a major turning point in the war. Yet the Russian-Turkish relationship was put to the test again last December, when Russia's ambassador to Turkey was gunned down in public by a Turkish assassin who claimed he was avenging Russia's brutal air campaign in the Syrian war. In fact, tragedy came to mar even today's meetings. As talks got underway, news broke that a helicopter carrying an executive of the Turkish Eczabicasi group and four Russians, including the firm's Russian operations chief, crashed in Istanbul, killing all seven people on board. Still, Putin used Friday's summit to assure that Moscow's differences with Ankara were largely in the past. “We can not only make up for past blunders but [we can] enter into a new level of cooperation,” said the Russian leader. “At least the Russian side is prepared and ready for that.” Erdogan clearly agreed, saying now was the time to end any lingering sanctions. “We think that there is a noticeable shift in our relations,” said the Turkish leader. “I think that we completed the process of normalization of relations as a result of our meeting today.” Mideast influence The talks came one day after Putin hosted talks with Israeli leader Benjamin Netanyahu, a sign Russian media touted as evidence of Moscow's growing influence in the Middle East. Kremlin observers largely agreed the optics of back-to-back visits was impressive, but some questioned the extent of Moscow's true influence in the region. “Russia has been very successful at creating the impression that it is the player to go to if you want to make a deal in the Middle East,” said foreign policy analyst Vladimir Frolov in an interview with VOA. “But the reality is much more modest.” Indeed, Russia and Turkey brokered a cease-fire that helped reduce the level of fighting in Syria, and the two sides are now co-sponsors of ongoing peace negotiations in neighboring Astana, Kazakhstan, between the Assad regime and Syrian opposition groups. Peace talks Turkey has sought to stem the relentless flow of refugees fleeing the fighting. It also has faced regular terrorist attacks at the hands of IS and what Ankara says are Kurdish militant groups feeding off the chaos in Syria. Russia, too, has lost lives to Islamic State. But Moscow is also eager to show its new political clout in the region by delivering what Western powers could not: an end to the six-year-old conflict. It's proven to be a tricky pivot for the Kremlin — from onetime backer of the Assad regime to guarantor of peace. On Friday, Putin argued that with backing from Turkey and Iran, a shaky cease-fire in Syria had largely held. “Due to the coordinated actions of Russia, Turkey and Iran, the cease-fire in Syria is generally being observed. The level of violence has decreased significantly,” said Putin. Yet early signs from the quest for a negotiated peace have not been promising, say observers. “Yes, Russia inserted itself in Syria and is essential for any sort of a political solution and concluding the military fight against ISIS,” said analyst Vladimir Frolov. “But Russia is having trouble imposing a political solution in Syria that it wants.” Both Turkey and Russia will have another opportunity when the peace talks resume in Astana next week.

The trial for Salomon Melgen, the prominent Florida eye doctor who was connected to Sen. Bob Menedez's (D., N.J.) alleged corruption, began on Thursday to consider charges that he defrauded Medicare and deceived patients.
Assistant U.S. Attorney Carolyn Bell said in her opening statement that Melgen stole millions of dollars from Medicare between 2008 and 2013 by falsely diagnosing patients and performing unnecessary treatments, the Associated Press reported.
"This is a case about a doctor who lied to Medicare for money," Bell told the 12-member panel. He lied about his patients' diagnoses, she said. He lied about the tests he ran, she said. He lied about their prognoses, she said. All of it, she said, aimed at making Melgen rich, as many of these falsely diagnosed and treated patients could net him $72,000 each annually.Medicare paid Melgen, 62, because it "relied on the integrity of the doctor," she said, but the government's investigation found that in many cases he "lied," using that word or a variation about two dozen times during her address.
Melgen's attorney, Matthew Menchel, pushed back against Bell's assertion, arguing the doctor's actions were not criminal but "aggressive medicine."
"There is an old saying that when you look at the world through a dirty window, everything looks dirty," Menchel told the jury. "[Prosecutors] turned a blind eye to evidence they didn't like."
Melgen will be facing another trial in the fall, when he and Melendez will be tried for alleged bribery. Federal prosecutors say the New Jersey senator got visas for the married Melgen's foreign mistresses and intervened on behalf of Melgen when Medicare officials began investigating him. Menendez also allegedly pressured the State Department to assist Melgen with a business dispute with the Dominican government.
Melgen allegedly invited Menendez to go with him on trips to France and his other residence at a Dominican resort.
Regarding Thursday's trial, several of Melgen's charges relate to his false diagnosis of patients with age-related macular degeneration, which is one of the most common causes of vision loss in people 65 and older, the AP reported.
Most ARMD patients have the "dry" variety, which is caused by retinal cells breaking down and cannot be treated. Fewer have the "wet" variety, which involves bleeding beneath the retina. It can be treated by injections.Prosecutors say the Dominican-born doctor falsely diagnosed many patients with ARMD so he could run unneeded tests. They say he also falsely claimed patients with dry ARMD had wet ARMD, giving them multiple injections that had no benefit.
Bell showed the jury several photographs of Melgen's patients that he allegedly used to defraud Medicare. She said that Melgen fooled patients, who had untreatable dry ARMD, into going through useless and sometimes painful tests that would be profitable for the doctor. The patients were also told that if they came back for more treatments, then they would get better, which turned out to be false in many cases, according to the AP.
"This highly trained, Harvard and Yale educated specialist would falsely diagnose patients to justify injecting eyes that did not need it and lied to Medicare about it," Bell said.Menchel said other doctors who have looked at Melgen's diagnoses and treatments don't always agree with him, but understand what he was attempting. Other eye doctors sent Melgen their hardest, most desperate patients because they knew of his "cutting edge" treatments that sometimes worked, Menchel said. He said a totally blind person who regains even a flicker of peripheral vision would feel the treatment is worth it."Many of Dr. Melgen's patients loved him, not just liked him, because he helped them," Menchel said.
Melgen faces up to 610 years in prison if convicted. He is free on $18 million bond.

Palestinian President Mahmoud Abbas will speak Friday by telephone with U.S. President Donald Trump in the first contact between the two leaders since Trump took office in January. Trump's planned phone call to Abbas was revealed in a White House notice. Abbas has spent many hours on the phone and in meetings with U.S. presidents and secretaries of state over the past decade but he has been unsuccessful when reaching out to Trump. His office did not comment ahead of the call. Trump is unpopular among Palestinians because he appeared to break from his predecessor and adopt friendlier positions toward the Israeli government, including a vague stance on Palestinian statehood and a more lenient approach to settlements in territory claimed by the Palestinians. Abbas and his aides are alarmed by the possibility of being sidelined. However, Trump's administration last week warned Israel against annexing parts of the occupied West Bank, saying it would trigger an "immediate crisis'' between the two allies. The move suggested Trump may be returning to more traditional U.S. policy and will not give Israel free rein to expand its control over the West Bank and sideline the Palestinians, as Israeli nationalists had hoped.
