Senate intel hearing details Russian social media disinformation tactics

The first half of Thursday’s Senate Select Intelligence Committee’s hearing on Russian disinformation campaigns wasn’t quite as fun as watching James Comey squirm his way around classified intel in the House, but it did provide some valuable context on Russian cyber methods and social media campaigns.
The morning hearing  lacked the big names that are a little further down the pike, including former Trump campaign members Paul Manfort and Roger Stone and Trump son-in-law and senior advisor Jared Kushner, focusing instead on academics and researchers.
While most of the hearing was scene-setting, including a thorough Russian counterintelligence history lesson, some of its more compelling insights came from Clint Watts, a senior fellow with the Foreign Policy Research Institute’s program on national security. Watts, a former FBI special agent who specializes in terrorism and online influence campaigns, spelled out some of the methods Russia uses to create and optimize its disinformation efforts.
“The first thing we need to understand is it’s not all automated and it’s not all human, it’s a combination of the two,” Watts explained to the committee. “You can have someone engaging with you as an individual and using a bot to amplify their message… or [they] can create more personas on Twitter, for example.” This sort of thing saw an uptick in 2014, but Watts says it wasn’t until 2015 that “they tied hacking and influence together for the first time.”
He went on to explain how Russia state actors create believable sock puppet accounts by insinuating themselves into the middle of a demographic they wish to influence. Using Wisconsin as an example, Watts described how such an actor would first “inhale” all of the accounts from a given slice of the population, parsing out details so they can then replicate the prevailing qualities in an average account. “They look exactly like you. It looks like an American from the Midwest or the South.”
They go on to build an audience within that target group, but they run into a bit of a problem when they wish to rebrand the sock puppet with a different identity. “They build an audience they don’t want to get rid of it,” Watts explained. “These accounts are reprogrammed strategically. Then when they play both sides the audience will go with them once they have them.”
Those strategic accounts then work together to create the news of the day. Accounts associated with Russian intelligence “tweet heavily at Trump during times they know he’s online [in order] to push conspiracy theories.”
After pushing coordinated waves of the propaganda du jour, such a high volume of content usually ends up trending. “Once it pushes to the top of the feed, mainstream news pays attention.”
When established news organizations must weigh in in order to debunk those fake news pushes, it still sets the national conversation for the day and distracts from other news that might work against Russia’s interests, continuing the story’s spread “organically.”
To combat this, Watts thinks that news stories need warning labels or certifications, not unlike nutrition labels on food, “a trusted integer that you can go to” so news consumers would know what they’re getting.
The Senate committee stands in sharp contrast to the corresponding investigation in the House, which this week stalled after erratic behavior from its chair led to a full-fledged partisan meltdown. In the Senate, Republican Chairman Richard Burr and Democratic Vice Chairman Mark Warner appeared Wednesday to put their spirit of bipartisan cooperation on display, and led with opening remarks at Thursday’s hearing that were friendly and collaborative.

NATO-Russia Council Holds First Session This Year As Tension Persists

BRUSSELS -- Ambassadors from NATO nations and Russia gathered at the alliance’s headquarters in Brussels for the first NATO-Russia Council session of 2017.
NATO Secretary-General Jens Stoltenberg said the talks on March 30 would focus on issues including the conflict in eastern Ukraine, the security situation in Afghanistan, and the "regional terrorist threat."
Amid persistent tension between NATO and Russia, Stoltenberg said another focus would be "military activities, transparency, and risk reduction."
He said the diplomats would have "reciprocal briefings on our military postures," discussing the deployment of three new divisions in western Russia and "the four battle groups that we are in the process of deploying in the Baltic countries and Poland.”
Stoltenberg described the talks as "an important step toward more predictability, more transparency, which is especially in need now when we have increased military activity along our borders."
State-run Russian news agency TASS quoted Deputy Foreign Minister Aleksei Meshkov as saying Moscow plans to discuss "NATO's military buildup along our borders."
NATO has deployed thousands of soldiers and heavy weaponry to Poland, the Baltic states, and southeastern Europe, moving to provide extra security and reassurances to members close to Russia following its aggression in Ukraine.
Russia seized Crimea from Ukraine in March 2014 and backs separatists in a war against government forces that has killed more than 9,900 people in eastern Ukraine since that April.
Russia has also caused concern among NATO nations with snap military exercises in its Western regions and by buzzing the alliance's ships and aircraft with fighter jets, as well as the aggressive use of propaganda.
NATO suspended all practical cooperation with Russia after Moscow's annexation of Crimea in March 2014, but political channels remain open via the NATO-Russia Council, which held three similar gatherings last year.
The March 30 meeting comes a day before a meeting of the 28-nation alliance’s foreign ministers, including U.S. Secretary of State Rex Tillerson.

NATO Secretary General Jens Stoltenberg previewed the agenda of this week’s meeting of NATO Foreign Ministers in a press conference on Thursday (30 March 2017). On Friday, ministers will address topics including defence spending and the fight against terrorism, and pave the way for the Brussels meeting of NATO leaders on 25 May. The Secretary General also gave a read-out of discussions in the NATO-Russia Council. The Secretary General noted that Allies and Russia had a substantial meeting on topics of common concern, including the situation in and around Ukraine, the security situation in Afghanistan and risk reduction and transparency. “When tensions run high, it is even more important to keep talking with each other,” he added.

James Comey: I know when I'm going to cause a 'storm'

"I know that when I make a hard decision, a storm is going to follow," Comey said at the Intelligence and National Security Alliance Leadership dinner. "Honestly, I don't care."
During a question-and-answer session, Comey said he regretted that the FBI confused people with decisions like announcing the reopening of an investigation into Democratic presidential nominee Hillary Clinton's email practices as secretary of state, but attributed their confusion to partisan blinders.
"People sometimes look at me and say, 'Look at what you did, look at what you did,'" Comey said. "Most people are wearing glasses that filter the world according to (their) side."
Comey has become a lightning rod for controversy over the past year. During the presidential campaign, he publicly announced he would not recommend the Department of Justice move to prosecute Clinton, although he did criticize her at length. Then, shortly before the election, Comey sent a letter to Congress saying the FBI was reopening its investigation.
He then sent another letter days after that, confirming the FBI was still not recommending prosecution.
Last week, Comey appeared before the House intelligence committee for a public hearing and confirmed the FBI was investigating Donald Trump's campaign for potential collusion with Russia to bolster Trump's electoral effort.
The FBI was party to a joint intelligence community assessment accusing Russia of attempting to influence the election. Russia has denied wrongdoing, as has Trump, who recently said on Twitter that the entire story was a "hoax."
Asked about the House and Senate intelligence committees tasked with oversight of the FBI, Comey said it was important the FBI communicate with them as best it could and said that despite partisan flareups, the process worked "very well."
He defended the FBI, which has been criticized by both Democrats and Republicans in the past year.
"We're not on anybody's side ever," Comey said. "The FBI made these decisions in a high quality way."

Vetting

Appointed to his post in 2013 by then-President Barack Obama, before becoming an unlikely but significant figure in the 2016 presidential race, Comey has spent the past few weeks navigating the waters of the nascent Trump administration.
Trump has issued two executive orders imposing what he has called "extreme vetting" by restricting travel from several majority-Muslim nations and suspending the refugee program. Both orders have been stalled in the court system.
Comey declined to comment on specific policies, but said the government was always looking to improve its vetting system and that it is more difficult to vet people coming from places where the United States hadn't established "robust" relationships.
"The challenge of people coming from places where we don't have those relationships is, as good as our systems might be, we're not going to have any dots to connect," Comey said.
Speaking about acts of individual violence in the United States such vetting is meant to prevent, Comey called the individuals "wingnuts" and said they were troubled people the FBI was doing its best to investigate.
CNN's Artemis Moshtaghian and Mary Kay Mallonee contributed to this report.

Texas church bus crash: 13 killed, 2 injured in collision with pickup truck

At least 13 people were killed and two others injured in a head-on crash Wednesday between a church bus and pickup truck in southwest Texas, officials said.
All of the victims who died were senior adults who attended First Baptist Church of New Braunfels, Texas, including the driver.
A total of 14 senior adults were on the bus and the driver was the only person in the pickup when the vehicles collided about 12:30 p.m. on U.S. 83 outside Garner State Park in northern Uvalde County, according to Texas Department of Public Safety Sgt. Conrad Hein and a church statement.
The area is about 75 miles west of San Antonio.
Hein said two other bus passengers and the pickup driver were injured and hospitalized. One of those passengers died at a San Antonio hospital late Wednesday, DPS Lt. Johnny Hernandez said. The lone surviving passenger was hospitalized in critical condition, while the truck driver was hospitalized in stable condition, he said.
Photographs and video from the scene showed heavy damage to the front drivers' sides of the small white bus and pickup truck, which are the portions of the vehicles where they appear to have collided.
The back of the bus was up on a guardrail and debris was scattered onto the grass below.
An area resident told the Uvalde Leader-News she was behind one of the vehicles involved in the crash, and had contacted law enforcement to report reckless driving. Before help arrived, she had the crash took place.
The First Baptist New Braunfels church asked for those to "please be in prayer for all involved" in a series of statements on its Facebook page.
Pastor Brad McLean addressed members of the media Wednesday night as the congregation gathered at the church for prayer and support, KABB/WOAI-TV reported
"As a church, we're waiting for some official news from authorities before we can speak to anything," McLean said.
The church needs prayer more than anything else during this time, according to McLean, and members of the church gathered to do "what church families do."
"They're coming together, they're crying together, praying together and of course there's anxiousness as to who was on the bus and what their condition is," McLean said.
"You never know what the day is going to bring," he added. "The Lord tells us that we have today, tomorrow is not promised."
The Uvalde County Sheriff's Office said that Highway 83 North is closed South of Garner State Park, and will be closed for several hours.
The Uvalde County Fire Marshals told KABB/WOAI-TV DPS and EMS units, as well as Airlife, were on the scene.
A representative from Airlife said two people were transported to University Hospital.
"We are saddened by the loss of life and our hearts go out to all those affected," Texas Gov. Greg Abbott said in a statement. "We thank the first responders working on the scene in the wake of this unimaginable tragedy, and ask that all Texans join us in offering their thoughts and prayers.”
The National Transportation Safety Board said in a tweet Wednesday night, "The NTSB is investigating today’s highway accident in Concan, Texas."
Hein said the small bus was a 2004 Turtle Top, though he did not know the specific model. Turtle Top's website features shuttle buses with capacities ranging from 17 to 51 passengers, which they bill as "a great alternative to the standard 15-passenger van."
Safety concerns have long surrounded the 15-passenger vans, also frequently used by churches and other groups, with advocates saying they can be difficult to control in an emergency.
The Associated Press contributed to this report.

Trump’s Silence on Russia’s Corruption Protests Shows Just How Big Putin Won

On Twitter this weekend, people joked darkly about the silence from the Trump administration as large protests — and mass arrests — took place across Russia. The amoral, mercantilist nationalism of Trump’s so-called “America first” policy had already lowered expectations and opinions of the United States. Jokes aside, the administration’s silence — echoing that on Russia’s state-controlled TV — has weakened the United States. Every president in recent history except Donald Trump has understood (as Russian President Vladimir Putin surely does) that America has a strategic as well as a moral interest in standing with democrats around the world, and that America grows stronger and more powerful the more successfully it represents universal values on the world stage.
The silence of Trump and his team on Sunday was exactly what Putin wanted — his investment in Trump’s election paying dividends in the form of what Jake Sullivan, in a piece for Foreign Policycalled Trump’s “unilateral moral disarmament.” Eventually, the State Department put out a statement in the middle of the night Moscow time, only after sharp words from Sen. Ben Sasse (R-Nebr.) and others about the administration’s damning silence. Press Secretary Sean Spicer leaned on the State Department statement at Monday’s White House press briefing, without addition or embellishment.

Trump’s Mexico policy inventions could rupture ties and thus undermine vital U.S. national interests.

The counterfactual of what could have been, of a Hillary Clinton administration’s public response to these protests, is painfully easy to imagine: a statement of solidarity — in the name of the president or the secretary of state — with those calling for an end to corruption in Russia and everywhere; reference to the America’s commitment to universal principles inscribed in international law and to the Russian government’s international obligations to protect human rights; a nod to the role of peaceful protest in driving progress in many societies around the world, including the United States.
As information about potential collusion between the Trump campaign and the Kremlin continues to come to light, the contrast between the muted response that was and the principled, confident response that could have been is an opportunity to reflect on Putin’s reasons for intervening in the 2016 U.S. presidential election.
Last week, FBI Director James Comey’s statements to the House Intelligence Committee, paired with leaks about investigations of potential liaisons between the Trump campaign and Russian intelligence during the 2016 election, have understandably refocused attention on the Russia-Trump connection. And while we must know more about this connection — or rather, these connections — we should also not let this distort our understanding of Putin’s motives, because we need to understand why he did what he did in order to understand what’s at stake.
In January, the director of national intelligence released the assessment of U.S. intelligence agencies that Putin had ordered interference in the U.S. presidential election. Putin put a thumb on the scale for Trump. But Putin was most likely equally interested — if not more so — in putting a thumb in Clinton’s eye. And his reasons for doing so are likely linked not only or even principally to a grudge or personal antipathy, as a number of commentators have suggested, but to what she represents and the values she has stood up for in her career.
A caveat here: Anyone who claims to know exactly what Putin is or was thinking is pretending. That said, the intervention in the U.S. election is consistent with a broader pattern of behavior in which Putin’s Kremlin seeks to undermine and reverse democratic progress (see Georgia, 2008), attack the rules-based international system of law (see attempted illegal annexation of Crimea, 2014), and especially international accountability (see Russia’s repeated defense of war criminal and Syrian president Bashar al-Assad, or Putin’s outrage at FIFA President Sepp Blatter getting nailed for corruption).
Putin appears motivated to defend impunity, authoritarianism, and corruption because the system from which he benefits oversees and seeks to preserve these forces in Russia.
Putin appears motivated to defend impunity, authoritarianism, and corruption because the system from which he benefits oversees and seeks to preserve these forces in Russia.
Preservation of the regime is the primary strategic objective and motive from which all Russian policy, foreign and domestic, flows. A subsidiary objective is to weaken the United States and other actors on the world stage — the EU and NATO, for example — that are grounded in and defend rule of law and liberal democracy. Putin attacked Clinton’s campaign because he saw it as the one most likely to continue American leadership of a values-based world order. To say that Putin simply disliked Clinton or sought personal revenge is to oversimplify and miss the broader implications.
It is true that Clinton angered Putin in 2011 when she told an assembly of foreign ministers from Organization for Security and Co-operation in Europe member states that the Russian parliamentary elections had been marred by widespread fraud and abuse, which was true. The public protests that followed in Moscow’s Bolotnaya square — along with the toppling of autocrats in the Arab Spring — rattled the man who was nearing the end of his four years as prime minister. He would soon tag out Dmitry Mevedev and re-assume his role as Russia’s strongman president. It was implausible and silly when Putin claimed that Clinton’s comments — rather than the fraud itself and the thousands of ordinary Russians who captured evidence on their smartphones and discussed it on social media — instigated the protests. Nonetheless, for Putin, Clinton’s public rebuke, and especially her statement that the Russian people deserve “free, fair, transparent elections and leaders who are accountable to them,” was unsettling.
It would be wrong, however, to see Putin’s antipathy for Clinton as linked exclusively to this incident, rather than to see the incident as an example of Clinton upholding a tradition of American foreign policy that is consistent with principles espoused by Republican and Democratic administrations over the last seven decades. Putin is threatened not only by a few sentences uttered six years ago, but also by so much else that Clinton did in her career and what her prospective presidency would have meant for his corrupt and autocratic ambitions. Clinton’s wonkish interest in doing the spadework necessary to develop a fair, rules-based system that could enhance global cooperation on economic and trade issues, the environment, security threats, and countering corruption threatened Putin’s zero-sum thinking and strong-arm approach to his neighbors. Clinton’s track record as a fierce advocate for human rights, including her dedication to lifting up women and girls, her speaking out for religious minorities, and her landmark speech on the human rights of LGBT persons, were a threat to Putin’s exploitative and abusive regime.
It’s also possible that his hatred of Clinton is driven in part by misogyny and sexism.
It’s also possible that his hatred of Clinton is driven in part by misogyny and sexism. This isn’t about Clinton personally as much as it is about what she, as a powerful woman, represents: a challenge to Putin’s constructed machismo. This doesn’t make Putin unique; many a weak man finds it uncomfortable to encounter a strong woman. It’s important to remember that in Putin’s self-preservation script, the U.S. president plays an important role as a foil. Putin encourages narratives that frame the United States and Russia in opposition to one another because that makes him look like the equal of the U.S. president. Everyone knows the U.S. president is mighty and strong, so if Putin stands in opposition to him, he must be strong too. Perhaps Putin’s sexism made him worry that a female U.S. president couldn’t lend him the toughness he lacks the way a man could.
In deciding to try to take down Clinton, Putin likely wasn’t thinking chiefly about his lingering anger surrounding the 2011 Russian elections. He wasn’t even thinking about the Russian 2018 presidential elections in which he will “run” for a fourth term — elections that we already know will be neither free nor fair, in a country where Putin controls the press and opposition figures are harassedpoisoned, and killed with alarming frequency. Clinton represented the American tradition of pursuing a rules-based order grounded in universal values — and that rules-based order is something Putin correctly sees as anathema to the kleptocratic authoritarianism over which he presides.
I worked for Clinton. I learned from her and worked with her to write several speeches about human rights. I admire her and respect her, and I think she would have been a terrific president. But my point here is not that she is exceptional, but rather that she recognized and embraced the idea that America has an exceptional role to play in building and defending world order that is governed by rules grounded in human dignity. She saw and forcefully articulated her conviction on this, just as Ronald Reagan, both Bushes, Bill Clinton, and Barack Obama each did. Putin wasn’t principally trying to inflict revenge on someone he sees as a personal foe. He was trying to disrupt a longstanding principle in American foreign policy — that the United States stands with the billions of individuals around the world who are still yearning to be free. That is why Putin saw derailing Clinton’s White House bid as a way of tightening his own grip on the Kremlin.
As I stated in testimony for the House Foreign Affairs Committee earlier this month, we need an independent investigation into Russia’s intervention into the U.S. elections so that we can address vulnerabilities and deliver consequences for such actions in the future, and so that American voters have the opportunity to understand how Russia sabotaged their democratic rights. A commission would provide useful detail of the nature and scope of the Russian interference in our democratic process. But we must also guard against the notion that this was chiefly about the two candidates in the last election — one helped and one hindered by Putin.
Clinton’s liberal internationalism would not have been unique among American presidents — her foreign policy views are centrist and generally accord with the mainstream of both Republicans and Democrats — and there will be future candidates who also stand strong for universal principles. We must not let Putin or any other foreign leader have a veto on U.S. values.

FBI Director James Comey Tried To Reveal Russian Tampering Months Before Election

Updated | FBI Director James Comey attempted to go public as early as the summer of 2016 with information on Russia’s campaign to influence the U.S. presidential election, but Obama administration officials blocked him from doing so, two sources with knowledge of the matter tell Newsweek.
Well before the Department of Homeland Security and the Office of the Director of National Intelligence accused the Russian government of tampering with the U.S. election in an October 7 statement, Comey pitched the idea of writing an op-ed about the Russian campaign during a meeting in the White House’s situation room in June or July.
“He had a draft of it or an outline. He held up a piece of paper in a meeting and said, ‘I want to go forward, what do people think of this?’” says a source with knowledge of the meeting, which included Secretary of State John Kerry, Attorney General Loretta Lynch, Department of Homeland Security secretary Jeh Johnson and the national security adviser Susan Rice.
The other national security officials didn’t like the idea, and White House officials thought the announcement should be a coordinated message backed by multiple agencies, the source says. “An op-ed doesn’t have the same stature, it comes from one person.”
The op-ed would not have mentioned whether the FBI was investigating Donald Trump’s campaign workers or others close to him for links to the Russians’ interference in the election, a second source with knowledge of the request tells Newsweek. Comey would likely have tried to publish the op-ed in The New York Times, and it would have included much of the same information as the bombshell declassified intelligence report released January 6, which said Russian President Vladimir Putin tried to influence the presidential election, the source said.
FBI Director James Comey speaks about the FBI’s investigation of Russian interference in the 2016 election and possible collusion with Donald Trump's associates at a March 20 hearing before the House Intelligence Committee. Sources tell Newsweek that Comey wanted to reveal news about the Russians' election meddling months before federal intelligence agencies disclosed that information. Joshua Roberts/REUTERS
“Russia’s goals were to undermine public faith in the U.S. democratic process, denigrate Secretary Clinton and harm her electability and potential presidency,” the report stated, adding that the U.S. intelligence community had “high confidence” in its judgments. “We further assess Putin and the Russian Government developed a clear preference for President-elect Trump.”
While news outlets reported in June that Russian hackers accessed Democratic National Committee emails, U.S. intelligence agencies didn’t confirm that the Russian government was trying to influence the election until months later. On March 20, Comey told the House Intelligence Committee that the FBI has, since July, been investigating Russian interference in the election and whether there was collusion between Moscow and associates of Trump.
Comey has previously written to a major news outlet. In 2014, when the FBI was facing criticism because an agent had posed as an Associated Press reporter as part of an investigation, Comey wrote a letter for publication in The New York Times defending the agent.
“It falls in line with his willingness or his determination to be transparent,” says Frank Montoya Jr., a former special agent in charge of the FBI’s Seattle division and the former head of national counterintelligence.
For supporters of Hillary Clinton, news of the op-ed adds to the frustration over Comey’s public disclosure of details about the investigation into her emails, including at a July press conference, but not about the probe involving Russia and Trump, which began that same month.
“This raises a lot of questions,” says Jarad Geldner, a senior adviser for the Democratic Coalition Against Trump, which filed a complaint with the Department of Justice’s Office of Professional Responsibility over Comey’s disclosures about the Clinton investigation. “That raises the question of why Comey or [the Department of Justice] or the White House felt that it was OK to hold that [July] press conference on Hillary Clinton’s emails but not to go public with this.”

But the source with knowledge of Comey’s request says that the FBI director wanted the Russian interference made public earlier and that it was a sluggish White House that denied Comey and delayed the announcement. “The White House shut it down,” that source says. “They did their usual—nothing.” Both sources spoke to Newsweek on the condition of anonymity because they weren’t authorized to speak to the press.
Asked about Comey’s push to write an op-ed over the summer, a spokesperson for the FBI said by email, “In general we have not been adding to the director’s comments regarding Russia at the March 20 hearing.” A Justice Department spokesman declined to comment. A spokesman for Barack Obama could not immediately be reached.
This story has been updated to include the names of the Department of Homeland Security secretary and national security adviser at the meeting in question.

Russian Military Deal with Serbia Counters Influence of NATO and EU in Balkans

Russia's defense ministry was prepared to deliver warplanes, tanks and armored vehicles to Serbia, countering the influence of Western organizations such as NATO and EU in the Balkans.
During a visit to Moscow, Serbian Defense Minister Zoran Djordjevic said Monday that President Vladimir Putin himself approved a free supply of six MiG-29 fighter jets, 30 T-72 tanks and 30 BRDM-2 armored vehicles to the Balkan country sometime in the near future. Russia would reportedly charge only for refurbishing and modernizing the vehicles, using technicians in Serbia. In order to get the aircraft to Serbia they would either have to fly over NATO airspace or be taken apart and flown separately. Djordjevic said officials were still determining how the military equipment would be transported.
"The president of the Russian Federation said he will sign that decree, and when it's signed, we will act accordingly," Djordjevic said, according to the Associated Press. "We are waiting for the process to be finalized in Russia and see how [the equipment] will be delivered to Serbia."
Serbia formally applied to become a member of the EU in 2009 and entered negotiations for entry in 2014, but Moscow has attempted to counter its path to becoming a NATO member. NATO's intervention in the region's decade-long ethnic wars following the collapse of the Soviet Union has left the Western military alliance with a controversial history in the Western Balkans, and Moscow has admitted Serbia into its rival coalition, the Collective Security Treaty Organization, as a non-member observer state.
Last year, Russia, Serbia and Belarus held joint military drills called "Slavic Brotherhood" that coincided with nearby NATO emergency drills in Montenegro, raising fears of a military escalation at a period of heightened tension between Moscow and the West. Montenegro, which split from Serbia in 2006, has accused Russia of sponsoring a failed coup of its government and assassination attempt of its prime minister in October. The Senate voted Monday in favor of allowing Montenegro to join NATO, according to Deutsche Welle.

Read his lips: YES! "It's the wrong game, with the wrong chips / Though your lips are tempting, they're the wrong lips" - Putin on U.S. election hack charge: "Read my lips: No!" | Would you buy a used car from this man? I wouldn't. - M.N.: Putin denies meddling in US election

It's (NOT!) All Right With Me - Ella Fitzgerald
Lyrics:

It's the wrong time, and the wrong place
Though your face is charming, it's the wrong face
It's not her face, but such a charming face
That it's all right with me

It's the wrong song, in the wrong style
Though your smile is lovely, it's the wrong smile
It's not her smile, but such a lovely smile
That it's all right with me

You can't know how happy I am that we met
I'm strangely attracted to you
There's someone I'm trying so hard to forget
Don't you want to forget someone, too?

It's the wrong game, with the wrong chips
Though your lips are tempting, they're the wrong lips

They're not her lips, but they're such tempting lips

That, if some night, you are free

Then it's all right, yes, it's all right with me

Vovchick "The Tarantula", why were you so "loud"?!

Nice snow job, Vovchick! But why do you look so sad?

"HECK: ...please, explain briefly to me, and more importantly to the American public, why we should care about Russia's use of U.S. persons of Americans helping Russia destabilize our democracy.

COMEY: Well, like Admiral Rogers,

I truly believe we are shining city on a hill, to quote a great American. And one of the things we radiate to the world is the importance of our wonderful, often messy, but free and fair Democratic system and the elections that undergird it. And so when there's something by a foreign nation state to mess with that, to destroy that, to corrupt that, it's very, very serious, threatens what is America.

And if any Americans are part of that effort, it's a very serious matter. And so you would expect the FBI to want to understand, is that so? And if so, who did what? But again, I want to be very careful to people who overinterpret my words, to preserve our ability to answer those questions, we're not talking about our work."

Vovchick "The Tarantula", why were you so "loud"?!

Russian Election Interference - Congressional Hearing

The "Tarantula" is an imaginative term introduced by Rep. Jackie Speier (D-California) in her discussion of the "hybrid warfare" and the "spider web" presided over by Mr. Putin at "the center" (2:41:00 on C-SPAN tape).

"SPEIER: All right, well, thank you both. I actually think that their engagement was an act of war, an act of hybrid warfare and I think that's why the American people should be concerned about it.
Now, in -- in terms of trying to understand this, I -- I think of a spider web, with a tarantula in the middle. And the tarantula, in my view, is Vladimir Putin, who is entrapping many people to do his bidding and to engage with him. And I would include those like Roger Stone and Carter Page and Michael Caputo and Wilbur Ross and Paul Manafort and Rex Tillerson."
There were a lot of "questions that aren't really questions: This hearing was absolutely lousy with these sorts of questions — from members on both sides of the aisle." Against this backdrop however, some of the questions did really shine.

Responding to the Rep. Ileana Ros-Lentinen (R-Florida) good question (I think, probably one of the best questions asked), what was different in this election compared with the previous ones, with regard to the Russian interference, Adm. Mike Rogers answered: "the use of cyber and hacking...", and Dir. Comey made quite an astute, although quite an obvious observation, one of the most valuable and notable ones during this hearing (often a times the most obvious things are the most helpful for the understanding, as strange as it sounds): "They were unusually loud in their intervention. It is as almost they didn't care that we knew, or they wanted us to see what they do. They were very noisy in their interventions..." (2:48:55 on C-SPAN tape

It's never acceptable, we can all agree, for any foreign power to interfere with our electoral process and this committee has long been focused on Russia's reprehensible conduct. And we will remain focused on the threat emanating from Moscow. And I agree with you Director Comey, when you say this investigation that is ongoing, we will follow the facts wherever they lead on a bipartisan level and there will be no sacred cows.
There are many important issues at stake, as you gentlemen have heard. There is bipartisan agreement on the danger of illegal leaks and our ability to reauthorize important programs upon which our intelligence community relies. But I want to assure the American people that there's also bipartisan agreement on getting to the bottom of Russian meddling in our election which must remain the focus of this investigation and yours.
So Admiral Rogers, I agree in what you said that a public acknowledgement of this foreign meddling to be a problem is important as we move forward. And following on Congressman LoBiondo's questions and based on this theme, I'd like to ask you gentlemen if you could describe what, if anything, Russia did in this election that to your knowledge they did or they didn't do in previous elections, how -- how it was -- were their actions different in this election than -- than in previous ones.
ROGERS: I'd say the biggest difference from my perspective was both the use of cyber, the hacking as a vehicle to physically gain access to information to extract that information and then to make it widely, publicly available without any alteration or change. COMEY: The only thing I'd add is they were unusually loud in their intervention. It's almost as if they didn't care that we knew what they were doing or that they wanted us to see what they were doing. It was very noisy, their intrusions in different institutions.
ROS-LEHTINEN: And what specifically based on this loudness did the FBI or the NSA do to prevent or counter this Russian active measure that we read about in the intelligence community assessment? As loud as they were, what did we do to counter that?
COMEY: Well, among other things, we alerted people who had been victims of intrusions to permit them to tighten their systems to see if they couldn't kick the Russian actors out. We also, as a government, supplied information to all the states so they could equip themselves to make sure there was no successful effort to affect the vote and there was none, as we said earlier.
And then the government as a whole in October called it out. And I believe it was Director Clapper and then-secretary Jeh Johnson issued a statement saying this is what the Russians are doing, sort of an inoculation.
ROS-LEHTINEN: And the loudness to which you refer, perhaps they were doing these kinds of actions previously in other elections but they were not doing it as loudly. What -- why do you think that they did not mind being loud and being found out?
COMEY: I don't know the answer for sure. I think part -- their number one mission is to undermine the credibility of our entire democracy enterprise of this nation and so it might be that they wanted us to help them by telling people what they were doing.
Their loudness, in a way, would be counting on us to amplify it by telling the American people what we saw and freaking people out about how the Russians might be undermining our elections successfully. And so that might have been part of their plan, I don't know for sure.
ROGERS: I've -- I agree with Director Comey. I mean, a big difference to me in the past was while there was cyber activity, we never saw in previous presidential elections information being published on such a massive scale that had been illegally removed both from private individuals as well as organizations associated with the democratic process both inside the government and outside the government.
ROS-LEHTINEN: And this massive amount and this loudness, now that it's become public knowledge, now that we have perhaps satisfied their -- their -- their thirst that it has become such a huge deal, do you expect their interference to be amplified in future U.S. elections?
Do you see any evidence of that in European elections or do you think that this public acknowledgment would -- would tamper down the volatility?
COMEY: I'll let my -- maybe I'll just say as initial matter they'll be back. And they'll be in 2020, they may be back in 2018 and one of the lessons they may draw from this is that they were successful because they introduced chaos and division and discord and sewed doubt about the nature of this amazing country of ours and our democratic process.
It's possible they're misreading that as it worked and so we'll come back and hit them again in 2020. I don't know but we have to assume they're coming back.
ROGERS: I fully expect them to continue this -- this level of activity because I -- our sense is that they have come to the conclusion that it generated a positive outcome for them in the sense that calling into question the democratic process for example is one element of the strategy.
We're working closely, we -- our FBI teammates, others working closely with our European teammates to provide the insights that we have seen to try to assist them as they, themselves, France and Germany for example, about to undergo significant national leadership elections over the course of the next two months."

M.N.: Another interesting exchange at the Hearing, which might or might not have the direct relevance to the subject at hand is quoted below:

"QUIGLEY: Admiral Rogers, would you give other examples of what you witnessed in your career?

ROGERS: Sometimes, U.S. individuals would be approached by other individuals connected with -- with foreign connections who will misrepresent what not just the researcher, they'll assume an identity if you will, hey I want you to think that I'm actually working for a business, exploring commercial interests, those kinds of things. Create a relationship and then it turns out, there really is no commercial interest, here they're acting as a direct extension of a foreign government...

(CROSSTALK)

COMEY: And romance can be a feature. Somebody dating someone to create a close relationship and the U.S. government person thinks that they're in love with this person and -- and vice versa and the other person's actually an agent of a foreign power, that's sort of a classic example.

QUIGLEY: You describe this as naive acquiescence?

COMEY: I don't -- I'm not sure I know what that means, exactly (ph).

ROGERS: I don't know what that really means (ph).

QUIGLEY: You're -- you're going along with it and without really acknowledging, understanding in your mind or being naive about the issue.

COMEY: Sure, that can happen.

ROGERS: Yeah, you see that at times.

QUIGLEY: OK."

See the full transcript

In my opinion, these parts were the highlights of the hearing, they came as close to the attempt at understanding and the analysis of the issues, as they possibly could in the unclassified setting.

Mr. Comey admitted that he "did not know" the reasons for this unusual "loudnes" and provided his, one of the possible hypothetical explanations: they tried to make a point of being evident, open, even obvious, to display the Russian powers of interference (possibly in the demonstrative response to the putative US, allegedly Mrs. Clinton's interventions in Russian elections of 2012), to impress, to intimidate, and to warn.

Another possible explanation: some third party, in this case, Germany, as I wrote about these issues previously, carefully, methodically arranged and "assisted" Russia with this "loudness" and demonstrativeness.
All or many of the implied "pro-Russia" actors in Trump's circle might have been (and/or some still are now, hypothetically) the double Russian - German agents, or the German agents under the Russian covers, and the whole operation was directed by Germany, or jointly with some elements in Russia.

For Russia (or any other state), this extraordinary, unusual, demonstrative, primitive, blatant "loudness" was like digging her own grave with regard to the US - Russian relations, especially at the time when their improvement and the relief of sanctions is so desired by them, and no doubts, they would understand this very well. Besides, this primitive style is not characteristic of the usually refined and cautious Russian diplomacy, other interventions, or Putin's style of interactions per se. This peculiarity in this affair points to the possible deliberate set-up from the third party. The massive public release (as a massive, blatant, crude, demonstrative attack) of the unaltered hacked information, described by Adm. Rogers, also points in this direction.

Interestingly enough, the perception of the Russian interference in 2016 as excessively "loud", according to the "Steele's Dossier", existed within the Kremlin walls themselves and was expressed by none less than Sergey Ivanov,  a former Putin's chief of staff, "The Regent", and one of the most powerful and sober-minded Kremlin officials.

"August 5, 2016: The chief of Putin’s administration, Sergei Ivanov, expresses doubts about the "black PR" campaign being run by Dmitry Peskov, Putin's spokesman, in favor of Trump and against Clinton. Says it's been managed like "an elephant in a china shop" and advises Kremlin to now "sit tight and deny everything," but advises Putin that pro-Trump operation will ultimately be successful."

It is of note that Sergey Ivanov and, soon after, Mikhail Fradkov, former SVR chief, resigned their official positions during the 2016 US Presidential campaign: Ivanov on August 12, 2016, apparently, soon after he registered his complaint, according to the "dossier", and Fradkov on September 22, 2016 (exactly 40 days later, the symbolism of this number - the traditional mourning period in both Jewish and Russian Orthodox Christian customs is also of note). According to my observations, they appeared to be close to each other, most likely the teammates (once were absent simultaneously from the Russian Security Council meeting together, possibly taking a vacation together or for some other reason). It is unlikely, in my view, that Sergey Ivanov's power share was diminished or affected by this "resignation", and it might have been even enhanced since it relieved him from the everyday routine and gave him more time to devote to his more important and meaningful interests and tasks. He retained his seat on the Russian Security Council and attends its meetings regularly, although appears to avoid the excessive limelight and attention, wisely and probably also out of his natural modesty, as a part of his character. See more on his resignation in this post. S. Ivanov's meeting with Pamela Anderson, who apparently has some sort of the relationship with Assange, is also of note.

Fradkov was appointed by Putin (on November 2, 2016) and became the Director of the Russian Institute of Strategic Studies as of January 4, 2017, and met with Putin relatively recently, on January 31, 2017 (see also this post). He also does not appear to lose much of his influence, although it might be more informal now.

Both of them appear to be brainy, experienced, efficient, and utterly professional, and probably used to work well together as a team, maybe even functioning as the power behind the throne.
My subjective impression (completely independently from the information in the "dossier"), and whatever it is worth, is that both S. Ivanov and M. Fradkov, working as a team, and utilizing their not inconsiderable resources, rich creative imagination and the "strategic vision", might have been intimately and ultimately involved with the "pro-Trump operation" and project, possibly being its coauthors, conductors, directors, coordinators, and managers. Their resignation might have been for the purposes of providing them with the "covers" and also as the marks of their most remarkable, spectacular, and crowning achievements. This is, again, my own, strictly subjective impression, based on the open sources only and exclusively. (I do not have any access and do not feel any particular need for any other sources.) Another reason for their resignations might be their disappointment with the unprofessional or deliberate "loudness" of this affair.

Thus, we hypothesized two opposite but not the mutually exclusive versions of the possible Ivanov-Fradkov involvement: 1. They were the authors and managers, at least in part, 2. They were enraged by the unprofessional management and resigned in protest and 3. Both.

Do not get too mad at me, you, two guys; this is just my subjective impression, which might be completely wrong, and I do like you on a personal and human level intuitively, with all the differences in our outlooks. I have no problems saying this, and it might be even natural, after spending some time watching and observing you, apart from all the other issues. But do not misconstrue this statement. And also, there are simply not that many other suitable candidates for these imaginary or not so imaginary roles, at least on the visible horizon, except, of course, the Boss himself, our legendary (in all respects possible) Vovchick, who, of course, very likely, was the overall supervisor and the manager of this "operation".

The extent of the GRU involvement remains a question, but I started to doubt it, as of late: it is too specialized of an operation, and I do not know if they would be willing to get too closely involved with it, although some assistance is possible. Much, if not all of these speculations (thinking and hypothesizing) of mine are a guesswork, and should be viewed as such.

The issue of the "dossier" and the issue of the US - Germany - Russia triangle were addressed in this postPaul Gregory argues, rather persuasively, that "The Trump Dossier Is Fake"

"The poor grammar and shaky spelling plus the author’s use of KGB-style intelligence reporting, however, do not fit the image of a high-end London security company run by highly connected former British intelligence figures...
As someone who has worked for more than a decade with the microfilm collection of Soviet documents in the Hoover Institution Archives, I can say that the dossier itself was compiled by a Russian, whose command of English is far from perfect and who follows the KGB (now FSB) practice of writing intelligence reports, in particular the practice of capitalizing all names for easy reference."

Was Oleg Erovinkin the author of the "Trump dossier"?

"Mystery death of ex-KGB chief linked to MI6 spy's dossier on Donald Trump"

"The death of Erovinkin has prompted speculation it is linked to Mr Steele’s explosive dossier, which was made public earlier this month [January 2017]...
Christo Grozev, an expert on Russia-related security threats, believes Erovinkin is the key source to whom Mr Steele refers in his dossier."

"The Russian state-run RIA Novosti news agency reported Erovinkin’s body was “found in a black Lexus..."

Donald Trump–Russia dossier - From Wikipedia

"On December 26, 2016, Oleg Erovinkin, a former KGB/FSB general, was found dead in his car in Moscow. Erovinkin was a key liaison between Igor Sechin, head of Rosneft, and President Putin. Christopher Steele claimed much of the information came from a source close to Sechin. According to Christo Grozev, a journalist at Risk Management Lab, a think-tank based in Bulgaria, the circumstances of Erovinkin's death was "mysterious". Grozev suspected Erovinkin helped Christopher Steele compile the dossier on Trump and suggests the hypothesis that the death may have been part of a cover-up by the government of the Russian Federation.[37][38] Mark Galeotti, Senior research fellow at the Institute of International Relations Prague, who specialises in Russian history and security, rejected Grozev's hypothesis.[39][37]"

The useful FBI investigation timeline charts are cited in this article:
"A timeline of events that unfolded during the election appears to support the FBI's investigation into Trump-Russia collusion"

Igor Sechin's role in this affair remains largely unexplored, beyond of what we know about his interactions with Page (the offer of commission on the sale of 19,5% of Rosneft stock), and this role might be quite significant.

This hypothetical involvement of the Russian players does not exclude or rule out the "German theory", they might easily coexist. Furthermore, there are some parallels with the resignations, publicized as the "abrupt firing", of the BND chief Gerhard Schindler in April of 2017, possibly also for the reasons of obtaining the convenient and "paradoxical" cover, see more and the links in this post below.

No intelligence services, especially such sophisticated ones as the Russian, want to be "open, obvious, and loud", and the Russians would be certainly aware of the consequences of this foolish and "unprofessional" behavior. And this is exactly these negative effects that they are dealing with now.

The Russians were used as the German patsies, mostly for the German purposes and benefits.

It would be extremely, unforgivably naive, especially for such a seasoned politician as Putin, to suppose that he can install his puppet as the US President, and it is very unlikely that he would not calculate all the possible outcomes in advance. If it was indeed his own plan, it means that either his intellectual capacities are waning (possibly as a result of his illness), or he was heavily influenced, covertly or overtly, by the others. The third, and probably the most likely explanation is that this plan was conceived and carried out by the others, including his German "friends", from the beginning, and he was forced, unwittingly, to adopt it in the process; at first as some facetious joke and a "fishing expedition", and later more and more seriously, as Trump progressed through the elections. I think, that by now he realized how ill-conceived, foolish, and unrealistic this plan was.

The hypothetical insights into the always complex array (this issue of complexity was addressed at the Hearing) of possible motivations include the revenge and desire "to teach a lesson" for 1) Overthrow of Yanukovich and "taking away" of Ukraine, 2) Percieved meddling into the internal Russian politics and elections 3) Other, including personal factors on Putin's part.

One of the remarkable features of this spectacle is the abundance of the "telling names", starting with Trump and ending somewhere around Page. I could cite the whole long list, but feel it would be somewhat tactless, and also time-consuming. You can easily guess the meanings yourselves. This feature might correspond with the (Mr. Comey's, among the others) theory of the deliberate show-off performance. This might also be an indication that this affair was in preparation for quite a long time, which allowed to make these suitable selections: somewhere between 5 and 20 years.

However, much, if not all aspects of this affair are still unknown to us, and judging from the conduct of today's hearing, I completely concur with the Mr. Hall's (see next post) and others' opinion: the Independent Counsel and the independent investigation are needed, and this might be the only way to try to solve this complex puzzle.

C-SPAN MARCH 20, 2017

Russian Election Interference FBI Director James Comey and NSA Director Admiral Michael Rogers were among the witnesses at a House Select Intelligence Committee hearing on Russian interference in the 2016 presidential election. Regarding accusations made by President Trump in his tweets that President Obama wiretapped his New York City Trump Tower residence shortly before the November 2016 presidential election, Mr. Comey told committee members neither he nor his agency has any information to support such claims. He also said no president has the ability to unilaterally order a wiretap, and that such an operation must go through a court process and be ordered by a judge.

WATCH: Open Hearing On Russia’s Attempts To Influence U.S. Election

3.21.17

P.S. I would like to respectfully address Mr. Putin and the Russian leadership again, as a private citizen: If you really want the vital improvement in the US - Russian relations, if you want the really productive new era to start in honest, please, do share all the information that you have on this subject with the US intelligence agencies, if you have not done so already. All the information, in its entirety, in toto. It will only be for your own benefit. Everything will be understood correctly and everything will be put in their right places.

We will get to the very bottom of this, sooner or later, and, of course, it is much better for everyone, including Russia, if it happens sooner rather than later.

The same applies to the German side and their hypothetical involvement: do disclose voluntarily all the information now, it is much better than if it is dug out later and without your help. There is absolutely no bias against Germany, but all these developments have to be properly analyzed and understood.

The US - Russia - Germany triangle and the role of the revived German intelligence in it after the WW2 have to be examined under the most powerful microscope, in all their hidden details, and in the historical perspective.

With regard to the US, Ms. Merkel noted at the joint press-conference during her recent visit, somewhat off-handedly but meaningfully: "Well, I'm here as Chancellor of the Federal Republic of Germany. I represent German interests.  I speak with the President of the United States, who stands up for, as is right, American interests. That is our task, respectively." Apparently, the meaning of this was that for her these interests do not always and do not necessarily intersect and coincide, but might diverge, and sometimes, a great deal. This sentiment was echoed in the German Defense Minister's statement, in response to Mr. Trump's criticism of inadequate German contributions to NATO: "“NATO does not have a debt account,” von der Leyen said, according to her ministry."

The phenomenon of the growing anti-Americanism in Germany was noted by many observers.

The unusual, abrupt firing of the BND chief Gerhard Schindler by Ms. Merkel, without any explanations, in the spring of 2016 (note the timing), just two years before his retirement, still remains a mystery. The same Schindler who is credited with restoring the Germany's "security cooperation with Assad regime" just a couple of years earlier. Somewhat strange.

The role of the Deutsche Bank, a "Global Laundromat", with the long standing ties with the German Intelligence, is especially curious and deserves the closest attention. The most natural and logical question is: were any money laundered through the Deutsche Bank (from the proceeds, banking fees, etc., etc.) illegally diverted to the US Presidential campaign of 2016?

Were there any unregistered money, possibly in cash transactions? (Imagine the sacks of cash delivered to the Trump Tower...) If this is the case, who supplied them? German Intelligence, Russian Intelligence, Russian oligarchs, all of them together?

According to the cited "confidential interview", BND and the Russian Intelligence Services do maintain "a formal intelligence sharing agreement" (page 225).

See more on Merkel's visit in this post.

Mr. Trump claims to spend twice less money on his campaign than Mrs. Clinton. Is this really true? Who and how counted this money, including the hypothetical cash?

After all, it might be the money that is at the heart of the issue.

"The president should be asked three questions: Number one, what do you own? Number two, what do you owe? And three, to whom you owe it? And if you resolve those issues, then you remove the cloud (as) we all want a better relationship with Russia," [a Former Defense Secretary] Cohen said."

Mr. Trump and his circle have nothing to fear from this investigation if nothing wrong was done. Disclose all the information that you have; this might lead to your exoneration and might resolve the issue of legitimacy. Your roles in this affair might be entirely "unwitting". However, if the violations did occur, it is a completely different matter. Whatever it is, the truth must come out, for the benefit of the country.

I think it would be much better for Mr. Trump if he initiates this independent investigation himself, and if he fully, unconditionally, wholeheartedly supports it.

This is the very complex, puzzling, confusing, and unprecedented situation. The only solution is the truth, the whole truth, and nothing but the truth. A truth is a healing.

Did the foreign interference in 2016 US elections affect their outcome?

This question remains essentially unanswered. The US intelligence agencies do not address this question in principle because they feel that it is explicitly outside the scope of their duties, responsibilities, and the ethical frame of reference. This question is extremely difficult, maybe impossible to answer: how would you measure the effects of the hypothetical interference? We can only guess, within the broad range of the contradictory opinions, and your guess is just as good as mine. Apparently, the main thing we can do is to investigate the very facts and the extent of this hypothetical and unacceptable interference, with some inferences as to their putative effects. The free media, mainstream and otherwise, might play the leading role in these efforts.

"The first amendment protects a free press for exactly this type of situation,

to be a check against the abuse of centralized power and to hold the government accountable. I can think of no matter more worthy of concerted press inquiry than the possible subverting of the democratic process by a foreign power to aid an American presidential candidate...
Surely, the president will call this fake news. But an authoritative, scrupulously factual investigation by a collective of great news organizations could actually be the best antidote. If we can solve the Russia-Trump puzzle, trust in the news media might begin tracking up once again.

Democracy does die in darkness, as the Washington Post’s new motto says. The truth is more important now than ever, as the New York Times new ad says. Now is the time to prove it."
