D.N.C. Hack Raises a Frightening Question: What’s Next?

“This is not just about the United States, it is not just about Trump or Clinton, or just about American democracy,” said Thomas Rid, a professor of security studies at King’s College London. “If they consider this a success, they may conclude that, ‘Of course, we can do this elsewhere. We can do this again. We can probably also find things, kompromat, on the next president.’ ”

Who Loves America? - The New York Times:

"Mr. Trump’s willingness to cast aside our nation’s hard-earned reputation as a reliable ally is remarkable. So is the odd specificity of his support for Mr. Putin’s priorities, which is in stark contrast with the vagueness of everything else he has said about policy. And he has offered only evasive non-answers to questions about his business ties to Putin-linked oligarchs...
Now comes Mr. Trump, doing the bidding of a foreign power and inviting it to intervene in our politics — and that’s O.K., because it also serves the tribe.

So if it seems strange to you that these days Democrats are sounding patriotic while Republicans aren’t, you just weren’t paying attention. The people who now seem to love America always did; the people who suddenly no longer sound like patriots never were."

Despite denial, Trump's connection to Russia go back years:

"I spoke indirectly and directly with President Putin, who could not have been nicer," Trump said during a National Press Club luncheon in May 2014.
Nearly three years later, Trump changed his tune.
"I've never met Putin. I don't know who Putin is," Trump said Wednesday during a campaign event in Florida.
Over the last decade, the tycoon has had at least three potential real estate developments in Russia, but those plans never got off the ground. In a 2007 deposition, he spoke about plans for a Trump International hotel in Moscow and meetings with Russian businessmen.
"It's ridiculous that I wouldn't be investing in Russia," Trump said in the deposition. "Russia is one of the hottest places in the world for investment."
"I will tell you right now, but zero. I have nothing to do with Russia," Trump said Wednesday...

WikiLeaks is threatening to release more damaging information that the U.S. says it may have acquired from the Russian hackers. Any further leaks could fuel speculation that Putin is trying to help Trump win the election and raise questions about Trump's financial ties to Russia. Many of those questions could be answered if Trump released his tax returns."

Russia’s Hacking Is Only Putin’s Latest Outrage

Forget whether Russia’s hacking of the Democratic National Committee computer system and release of the committee’s emails to WikiLeaks were designed to benefit Republican presidential nominee Donald Trump. Try to overlook, temporarily at least, the content of those emails, which have infuriated Bernie Sanders supporters. Put aside partisan politics for just one moment and stop to think what has happened: According to preliminary assessments by the U.S. government and private analysts, Russian intelligence agencies broke into the computer system of one of the two main political parties in the United States and released what they stole through WikiLeaks.
Such an act goes way beyond mere intelligence gathering. It was clearly designed to hurt the United States and damage our credibility. It may also have been meant to undermine Democratic presidential nominee Hillary Clinton; Russian President Vladimir Putin, as has been reported, is not a huge fan of her, based on his accusations of her responsibility for protests in Russia in December 2011. The hack may have been orchestrated to boost Trump. In fact, it may well be a combination of these three things. But the bottom line is that the Russians have attacked not the DNC, or Clinton, but the United States, our political system, and our presidential election campaign, period!

To be clear, hacking into the DNC’s emails is not a one-off move. Russia launched a cyber-attack against Estonia in 2007 and tried to mess with the results of Ukraine’s election in 2014. The Kremlin’s trolls wreak havoc on Western journalists and websites.
But Russian actions go well beyond the realm of technology. Within the past eight years, Russia has invaded two of its neighbors: Ukraine starting in 2014 and Georgia in 2008, and illegally annexed Crimea. The country illegally maintains a troop presence in the separatist regions of South Ossetia, Abkhazia in Georgia, and in Moldova’s Transnistria. It does everything it can to prevent its neighbors from moving closer to Europe — by corrupting, destabilizing and, if necessary, invading them. Successful, reform-oriented, democratic neighbors, especially Ukraine, after all, could be dangerous alternative models to the system Putin oversees.
Together with Iran, the Putin regime has intervened militarily in Syria to prop up the murderous regime of Bashar al-Assad. Despite Secretary of State John Kerry’s futile efforts, the United States and Russia do not work towards common interests in the Middle East. Instead, Russia bombs sites in Syria that the United States has urged it to avoid. Russia has sold dangerous missile defense systems to Iran and is striking up new friendships with like-minded regimes in the region.
Russia recklessly buzzes American and NATO aircraft and ships, and threatens European nations if they host NATO’s missile defense system. It regularly demonizes the West and the United States in particular, alleging that we are the greatest danger to Russia and conjuring up nonsensical Western conspiracy theories against the Kremlin. And if all that were not enough, Putin has launched the ugliest crackdown on human rights inside Russia in decades, with opponents harassed, arrested, even killed; NGOs closed down; minority groups denied their basic rights; and Russian orphans denied loving homes in the United States because of Putin’s spite over the Magnitsky legislation.
After each example of egregious Russian government behavior, I ask myself: When do we say enough is enough? How many more Ukrainians must die — the number is approaching 10,000 — due to Russian aggression, before we say more sanctions are warranted, not fewer — a change that Trump has hinted he might support? How many more countries must Putin invade before we treat him and his regime as the serious threat it is? And how much will we let him interfere with our own election before we draw a line?
Whether Putin is operating out of strength or weakness is an interesting question — but to a large degree beside the point. The track record cited above is enough proof of the harm he can and is causing. Putin may be taking his country off a cliff, but we need to make sure he does not take others plummeting with him.
This is not a time to pine for chummy relations with Putin; it is a time to show spine and strength and stand up to the danger he poses.

One paragraph that explains why Russia hacking the Democrats should bother everyone

A lot of the attention on the DNC hack has focused on Donald Trump’s response to it. Which, fair enough: Trump did imply that a hostile foreign power should hack his political enemy, which is a pretty scary thing for a presidential candidate to do.
What got a bit lost in conversation, however, is the most fundamental fact — Russia is stealing information about private American citizens and interfering in a US election. That is a big, big deal — and the following paragraph, from cybersecurity expert Matt Tait, explains why.
Tait is the CEO of Capital Alpha Security, a cybersecurity firm. He’s been looking into the DNC hack for a while now, and tweeting his findings. In a post on national security blog Lawfare, he arrays strong evidence that the hack and leak to WikiLeaks were a Russian operation.
The big takeaway in the post is that Russia doing this is really, really troubling. The fact that, through WikiLeaks, Russia released pretty detailed information about private American citizens should really bother Americans and the US government:
The DNC’s network security failures shouldn’t preclude a diplomatic response from the administration. How thin a veneer of deniability can Russia operate under before the United States becomes paralyzed and unable to respond? Does it matter if a foreign government is collaterally leaking personally identifiable information about voters? Will we stand idly by as a foreign government mass-leaks spreadsheets of donor financial information or the names, addresses and phone numbers of DNC LGBT supporters? Is it okay to let a foreign government interfere in a US election unchallenged? This is what’s at stake in Russia’s DNC hack.
This issue goes well beyond whether Russia wants Donald Trump to win the election — which, ultimately, nobody can really know for sure. It’s whether the United States government is willing, as a matter of policy, to allow a rival foreign government to interfere in its democratic process and violate its citizens’ privacy. That’s not a partisan question; it’s an issue of national security.
Tait details a number of ways the US could respond: Officially blaming the document leak on Russia, sanctioning Russian intelligence operatives, or even publicly reaffirming its commitment to NATO (something Trump, incidentally, has undermined) in a way linked to cyber intrusions.
I’m genuinely unsure that any one of those options is the right approach. But the basic, unassailable point in Tait’s piece is that the US government and public should at least think about responding in some way. The DNC hack shouldn’t be subsumed into “normal” partisan politics.
It’s a major international incident, and should be understood as such.

Despite denial, Trump's connection to Russia go back years

The Clinton campaign has accused Russian President Vladimir Putin of leaking stolen Democratic National Committee emails to help Donald Trump's candidacy. Questions about Russia's involvement in the DNC hack loomed over the Democratic convention.
While the Republican presidential nominee has denied any ties to Russia, his connections to the country and its president go back years. Trump has talked about Russia being a hot business climate, and he has been trying to bring his brand to Moscow for decades, reports CBS News correspondent Julianna Goldman.
Most Americans might not know Russian pop star Emin Agalarov, but at the end of a 2013 music video is a scene that looks very familiar : a cameo from Trump sitting in a boardroom.
"What's wrong with you, Emin?" Trump asks in the video. "I'm really tired of you. You're fired!"
Agalarov is the son of Russian oligarch Aras Agalarov, a Vladimir Putin ally who is worth, according to Forbes, $1.3 billion.
The Agalarovs run the Crocus Group, a Russian real estate development firm that helped bring Trump's Miss Universe pageant to Moscow.
"You look at what's going on in Russia, in Moscow, you look at how it's just booming and how well it does," Trump said in November 2013.
The 2013 pageant remains Trump's most successful venture in Russia. When he returned to the U.S., he said he had a relationship with Putin.
I have nothing to do with Russia," Trump said Wednesday.
But Russians have bought Trump condominiums and partnered in Trump developments in Manhattan and Fort Lauderdale. Those deals were partially financed by the Bayrock Group, which has connections to private Russian money.
"Wouldn't it be nice if we actually got along, as an example, with Russia? I'm all for it," Trump has said.
Trump's financial disclosures do not show any Russian assets or investments.
"I'm proud to stand by our allies in NATO against any threat they face, including from Russia," Clinton said Thursday night during her convention acceptance speech.
But that hasn't stopped the Clinton campaign from making an issue of his Russian connections, from his stated fondness for Putin and policies that would empower the Russian leader to advisers who have made millions from Russian oligarchs -- like campaign chairman Paul Manafort, who worked for Viktor Yanukovych, the ousted Ukrainian president and a close Putin ally, has denied Trump has any financial ties to Russia.
"So to be clear, Trump has no financial relationships with any Russian oligarchs?" Norah O'Donnell asked Wednesday.
"That's what he said. That's what -- that's obviously what our position is," Manafort responded.
Putin, it seems, is also fond of Trump.
"He is a very vivid man, very talented, no doubt about that. But this is not up to us to decide if he is worthy, it is up to the voters in the United States," the Russian leader said last December.
WikiLeaks is threatening to release more damaging information that the U.S. says it may have acquired from the Russian hackers. Any further leaks could fuel speculation that Putin is trying to help Trump win the election and raise questions about Trump's financial ties to Russia. Many of those questions could be answered if Trump released his tax returns.

Nusra Front Splits From Al-Qaeda and Renames Itself

The Nusra Front, one of the strongest radical Islamist groups in Syria, announced Thursday that it was splitting from its global sponsor Al-Qaeda and rebranding itself in a bid to prevent it being targeted as an extremist group by the U.S.-led coalition and Russian air forces.
The group’s leader Abu Mohamed al-Jolani made his first appearance in a video for the group, declaring that the group had renamed itself as Jabhat Fatah al-Sham, the front for the liberation of al-Sham, using an ancient term for the Levant region.
“We have stopped operating under the name of al-Nusra Front and formed a new body…This new formation has no ties with any foreign party,” he said in a recorded message broadcast on Al-Jazeera’s Arabic channel.
The group is the main jihadi rival to the Islamic State militant group (ISIS) in Syria and is blacklisted by the U.S. and the European Union as an extremist organization.
Jolani said that the rebrand was an attempt to “remove the excuse used by the international community—spearheaded by America and Russia—to bombard and displace Muslims in the Levant: that they are targeting Nusra Front, which is associated with al-Qaeda.” He added that the group would “have no links whatsoever with foreign parties.”
But the U.S. said that the rebrand would not affect Washington’s thinking about the group as a radical Islamist organization, saying that it feared the group had plans to launch attacks in the West.
“The United States continues to assess that Nusra Front leaders maintain the intent to conduct eventual attacks in and against the West and there continues to be increasing concern about Nusra Front's growing capacity for external operations that could threaten both the United States and Europe,” White House spokesman Josh Earnest said.
Al-Qaeda said in a statement that it backed the split and its deputy chief Ahmed Hassan Abu al-Khayr said that the group had ordered “the leadership of the Nusra Front to go ahead with what protects the interests of Islam and Muslims and what protects jihad.”
Leader of the group Ayman al-Zawahiri said that “the brotherhood of Islam is stronger than any organizational links that change and go away.”

Success against ISIS could lead to more terrorism in US: FBI Director James Comey

NEW YORK — Battlefield success against ISIS may produce more terrorism for the West, FBI Director James Comey warned this week.
Speaking to a cybersecurity conference at Fordham University Wednesday, Comey predicted that eventually crushing ISIS in its self-proclaimed caliphate in Syria and Iraq will likely result in dispersing terrorists elsewhere.
"At some point there is going to be a terrorist diaspora out of Syria like we've never seen before," Comey said. "Not all of the Islamic State killers are going to die on the battlefield."
The FBI director's warning that the collapse of the caliphate will mean increased attacks in Western Europe and the United States mirrors a consensus among intelligence officials.
Comey compared it to the formation of al Qaeda, which drew from fighters who had been hardened and radicalized fighting the Soviet Union in Afghanistan in the 1980s and early 1990s.
"This is an order of magnitude greater than anything we've seen before" Comey said. "A lot of terrorists fled out of Afghanistan... this is 10 times that or more.
"We saw the future of this threat in Brussels and in Paris (attacks earlier this year)."
And just not in the West. There have recently been stepped up ISIS attacks worldwide, including in countries near its home base territory that has been shrinking due to military losses in Iraq and Syria.
In the last several weeks, there have been mass casualty killings at a nightclub in Orlando, Florida; the Istanbul airport in Turkey, a café in Bangladesh, a market in Baghdad, the Bastille Day celebration in Nice, France; a protest in Afghanistan and on Tuesday, the murder of an elderly priest in Normandy, France, all carried out by ISIS fighters or in the name of ISIS.
CNN national security analyst Peter Bergen blames a more complex regional breakdown for sowing the attacks.
He notes that the fracturing of authority in Iraq, Syria and Yemen has produced a massive migration of Muslims from those regions to Europe, which prompted reactionary political parties there to rail against them.
In France they live in largely segregated communities where youth unemployment can run as high as 45%.
"Many French Muslims live in grim banlieues, the suburbs of large French cities (similar to housing projects in the United States), where they find themselves largely divorced from mainstream French society," Bergen writes. "All these feed into ISIS' narrative that Muslims are under attack by the West and also by the Shia as well as by any Muslim who doesn't share their extremist ideology."
CIA Director John Brennan recently told Congress it was still critical to take away ISIS' safe haven territory because it gave the group a base for training operatives and raising revenue.
At the end of May, ISIS' chief spokesman and ideologue, Abu Mohammed al Adnani, tried to reframe how ISIS defines victory. In an audio message, he said defeat would not result from losing control of cities but from "losing the will and the desire to fight."
One Western counterterrorism official predicted "a metastasis of terror as it becomes increasingly difficult for ISIL (another acronym for ISIS) to hold on to core territories."

2 San Diego police officers shot, one fatally, in traffic stop; suspect held

Two San Diego police officers were shot, one of them fatally, during a traffic stop late Thursday night in the Southcrest neighborhood, police said.
The names and tenures of the male officers, both part of the department's gang suppression unit, were not released.
One of the officers suffered multiple gunshot wounds and died at a hospital despite lifesaving efforts, police Chief Shelly Zimmerman said early Friday outside Scripps Mercy Hospital. The second officer underwent surgery early Friday and was expected to survive.
Police had one suspect in custody. He had been shot and was being treated at a hospital, Zimmerman said.
The two officers had pulled over a vehicle about 11 p.m. somewhere in the area of Acacia Grove Way and 36th Street. Immediately after, they called for emergency cover, Zimmerman said.
Other officers were in the area and arrived shortly after. They found both officers suffering from gunshot wounds to the upper torso. One was rushed in a police vehicle to a hospital, where he died.
"Despite heroic efforts by officers on scene and heroic efforts by doctors to save his life, I'm heartbroken to report they were unable to save him and he is deceased," Zimmerman said.
She said she went to the home of the officer who died and notified his wife, two children and extended family members who were at the home.
"It is extremely difficult, but something you have to do," Zimmerman said. "There's nothing that prepares you to do that."
The wife of the officer who underwent surgery was beside him at the hospital, the chief said.
Other family members of the two officers had not yet been notified.
After the shooting, police swarmed the area and searched for any possible additional suspects with the aid of officers in a helicopter, focusing on the Chollas Creek open area just south of Acacia Grove. Residents were asked to stay inside.
The incident comes as police in Southern California and throughout the country are on high alert following the killing of officers in Dallas and Baton Rouge, La., earlier this month.
Hernandez is a staff writer with the San Diego Union Tribune.

Who Loves America? - The New York Times

It has been quite a week in politics.
On one side, the Democratic National Convention was very much a celebration of America. On the other side, the Republican nominee for president, pressed on the obvious support he is getting fromVladimir Putin, once again praised Mr. Putin’s leadership, suggested that he is O.K. with Russian aggression in Crimea, and urged the Russians to engage in espionage on his behalf. And no, it wasn’t a joke.
I know that some Republicans feel as if they’ve fallen through the looking glass. After all, usually they’re the ones chanting “U.S.A.! U.S.A.! U.S.A.!” And haven’t they spent years suggesting that Barack and Michelle Obama hate America, and may even support the nation’s enemies? How did Democrats end up looking like the patriots here?
But the parties aren’t really experiencing a role reversal. President Obama’s speech on Wednesday was wonderful and inspiring, but when he declared that “what we heard in Cleveland last week wasn’t particularly Republican,” he was fibbing a bit. It was actually very Republican in substance; the only difference was that the substance was less disguised than usual. For the “fanning of resentment” that Mr. Obama decried didn’t begin with Donald Trump, and most of the flag-waving never did have much to do with true patriotism.
Think about it: What does it mean to love America? Surely it means loving the country we actually have. I don’t know about you, but whenever I return from a trip abroad, my heart swells to see the sheer variety of my fellow citizens, so different in their appearance, their cultural heritage, their personal lives, yet all of them — all of us — Americans.
Arguments, provocations and observations from Times Opinion writers.
That love of country doesn’t have to be, and shouldn’t be, uncritical. But the faults you find, the critiques you offer, should be about the ways in which we don’t yet live up to our own ideals. If what bothers you about America is, instead, the fact that it doesn’t look exactly the way it did in the past (or the way you imagine it looked in the past), then you don’t love your country — you care only about your tribe.
And all too many influential figures on the right are tribalists, not patriots.
We got a graphic demonstration of that reality after Michelle Obama’s speech, when she spoke of the wonder of watching her daughters play on the lawn of “a house that was built by slaves.” It was an uplifting and, yes, patriotic image, a celebration of a nation that is always seeking to become better, to transcend its flaws.
But all many people on the right — especially the media figures who set the Republican agenda — heard was a knock on white people. “They can’t stop talking about slavery,” complained Rush Limbaugh. The slaves had it good, insisted Bill O’Reilly: “They were well fed and had decent lodgings.” Both men were, in effect, saying that whites are their tribe and must never be criticized.
This same tribal urge surely underlies a lot of the right’s rhetoric about national security. Why are Republicans so fixated on the notion that the president must use the phrase “Islamic terrorism,” when actual experts on terrorism agree that this would actually hurt national security, by helping to alienate peaceful Muslims?
The answer, I’d argue, is that the alienation isn’t a side effect they’re disregarding; it’s actually the point — it’s all about drawing a line between us (white Christians) and them (everyone else), and national security has nothing to do with it.
Which brings us back to the Vlad-Donald bromance. Mr. Trump’s willingness to cast aside our nation’s hard-earned reputation as a reliable ally is remarkable. So is the odd specificity of his support for Mr. Putin’s priorities, which is in stark contrast with the vagueness of everything else he has said about policy. And he has offered only evasive non-answers to questions about his business ties to Putin-linked oligarchs.
But what strikes me most is the silence of so many leading Republicans in the face of behavior they would have denounced as treason coming from a Democrat — not to mention the active support for Mr. Trump’s stance among many in the base.
What this tells you, I think, is that all the flag-waving and hawkish posturing had nothing to do with patriotism. It was, instead, about using alleged Democratic weakness on national security as a club with which to beat down domestic opponents, and serve the interests of the tribe.
The people who now seem to love America always did; the people who suddenly no longer sound like patriots never were.

D.N.C. Hack Raises a Frightening Question: What’s Next?

A 2008 article in Wired, for instance, detailed how the Kremlin leaked footage of a well-known broadcaster at an orgy to a website, apparently in order to relieve the Russian government of a prominent news media critic. In another case, leaked surveillance video showed a prosecutor investigating high-level official corruption frolicking in bed with two young prostitutes. (The investigation eventually died.)
The term may be Russian, but kompromat is not limited to the country’s borders. Chinese officials and businessmen, for instance, have long been rumored to spy on their personal and professional rivals, searching for information that could be used to discredit them.
For instance, Bo Xilai, a senior party official in Chongqing who was jailed for corruption in 2013, reportedly wiretapped a call by China’s president at the time, Hu Jintao, as part of a widespread surveillance operation that gathered information on party leaders and other powerful individuals, to aid in Mr. Bo’s political ambitions.
Last week’s leak of data stolen from the Democratic National Committee fits that pattern, only now it is playing out in a new arena — in an attack by one state against the political system of another.

A future of D.N.C.-style hacks and leaks

To be sure, history offers numerous examples of countries, including the United States, meddling in one another’s elections. But although the aims may not be new, these technological methods and their potential consequences are.
The D.N.C. leak shows that kompromat need not reveal anything illegal to be damaging: The party’s chairwoman, Representative Debbie Wasserman Schultz, had to step down after party officials were shown to have taken sides during the primaries. This sets a precedent in which virtually anyone who uses email or social media could be vulnerable to any state or private group with a grudge and access to hackers.
The Chinese and Russians are used to these tactics to settle political and business rivalries. The D.N.C. hack, in exporting kompromat abroad, has established a precedent that may tempt other hackers foreign and domestic, state-sponsored and private.
Because technology makes hacks easier to start than to counter, the risk is difficult to overcome. And anyone with money or expertise can undertake a hack, particularly against nonstate targets that have weaker security systems, and often with little risk of being caught because the attack can be denied.
“In counterintelligence before, there was a kind of granularity of targeting individuals,” said Adam Segal, who studies cybersecurity at the Council on Foreign Relations and is the author of “The Hacked World Order.” “And now with digital technology, you can do that with a scope and scale you couldn’t have done before.”
In the past, he pointed out, someone who wanted to obtain lurid details of an adversary’s sex life would have had to set up a “honey trap” operation and then photograph the target in flagrante. “But now if you break into someone’s email,” Mr. Segal noted, “you can find a message that ‘so-and-so is an idiot,’ or their porn history” — private, personal information that could be tremendously embarrassing or discrediting if released publicly.
In that climate, everyone who has something to lose, has enemies, or is a public figure is susceptible to this kind of reputational destruction. The higher a person climbs, the greater the risk becomes — and the greater temptation to a rival.

Uncertainties on responding to hacking

More attacks may already be on the way. Last year, the federal Office of Personnel Management announced that hackers had breached its computers and stolen vast quantities of data gathered for security clearances and background checks.
Mr. Segal said that the stolen data included information on government employees’ sex lives, relationships, finances, contacts with foreign governments and a host of other private details.
The data, which goes back to 1985, was gathered so that American counterintelligence officers could assess employees’ vulnerability to blackmail. But that well-intentioned project may have ended up conveniently cataloging their most vulnerable points for the hackers.
Government offices and political organizations are hardly the only targets.
In 2014, North Korea hacked Sony Pictures in retaliation for its release of the film “The Interview,” a comedy about a plot to assassinate the North Korean leader Kim Jong-un. The trove of released emails included information on salaries, Amazon receipts for a network executive’s personal-grooming products, and plenty of embarrassing and offensive conversations. It damaged reputations and careers.
Analysts said hacking is likely to expand in the realm of foreign policy by giving states a new, low-risk method to tweak one another or to meddle in one another’s internal affairs. State-sponsored hacks meant to weaponize information are relatively inexpensive and difficult to defend against, making them a tempting tool.
But it is precisely their appeal that gives these tactics the potential to make the international arena more volatile. It is difficult to determine responsibility, which creates a risk that states will punish the wrong culprit — or respond too harshly, forcing an unintended cycle of escalation.
Because there are no established norms for what is and is not tolerated in such attacks, or for how a targeted state is expected to respond, even the prospect of this kind of hacking creates dangerous uncertainty.
This practice is beyond the reach or enforcement of most laws, and outside the scope of the established norms that limit states’ interference in one another’s affairs. And because effective defense is so difficult, it is hard to predict what the limits — or the consequences — of that might be.
