Children Brutalized by IS Will Need Urgent Help, Experts Say

The chilling image of five children staring into the camera with guns in their upraised arms as five grown men dressed in orange jumpsuits kneel in front of them, about to be executed, was posted by Islamic State extremists almost as a badge of honor.
According to the SITE counterterrorism website where the image was released Friday, the young boys were British, Egyptian, Kurdish, Tunisian and Uzbek — and featured in an IS video from Raqqa, Syria.
IS has increasingly featured children in its constant barrage of propaganda, a deeply disturbing sign of the extremist group’s profound level of psychological warfare.
The exact number of children who have been put through the Islamic State’s child soldier boot camp is unknown. The German magazine Der Spiegel quoted experts as saying about 1,500 boys were serving the militant group in Iraq and Syria.
One of the experts VOA talked with suspects there are that many in Iraq alone.
As the Iraqi Security Forces, with Kurdish troops and U.S.-led coalition support, converge on the IS stronghold of Mosul, there are growing concerns about what will happen to the children who have been forced to live under IS.

“There is no way we are prepared to manage the scale of what we see in front of us,” John Horgan, a professor at Georgia State University and an expert on terrorism and political violence, told VOA. "We are looking at a level of [child] mobilization that is unprecedented and increasing.”
Snipers and suicide bombers
According to Farah Dakhlallah, UNICEF’s Middle East and North Africa spokeswoman, child recruitment has increased across the Middle East, and the roles that children are recruited into are changing.
“In previous years, children were in support roles,” Dakhlallah told VOA by phone from Jordan. “But in the past two years, they are taking on much more active roles, carrying weapons, manning checkpoints, being used as snipers and as suicide bombers.”
In Syria, children are increasingly being used in armed and combat roles by different parties to the conflict, at times recruited as young as seven years old, Dakhlallah said.
“Often we think this is happening without parental consent,” she said. But there may be instances where the parents have been complicit, further complicating the psychological picture.
"I've been studying terrorism for 20 years; I have seen nothing like this," Horgan said. "This is altogether different."

Unprepared
While organizations like UNICEF provide a level of psychosocial services to children who have escaped the conflict, experts warn that some children may have been severely brutalized.
“I don’t think we have a real understanding of what these kids have been through,” Horgan told VOA. “We are only seeing the tip of the iceberg.”
IS has been grooming, training and indoctrinating children for several years and has also widened its recruitment approach to include children, encouraging entire families to join IS.
Children who have escaped have described the horror they have been through.
“Some children were sexually assaulted as part of their training. Some were beaten by sticks. They slept on flea-ridden mattresses and were beaten and bullied if they faltered even for a second,” Horgan said.
“IS executed children who showed signs of disillusionment or of missing their parent,” he added.
“These children did not emerge out of the ether in the last couple of months,” Horgan said. “[IS militants] have been grooming and indoctrinating kids for a few years now. I think it’s an investment in their future.”

UNICEF efforts
In Iraq, UNICEF says it is working with the Iraqi government to improve juvenile detention centers and programs for children in detention, including those on security-related charges.
The U.N. agency is also advocating for training front-line security forces on child rights.
But Amnesty International has criticized Iraq’s judiciary structure as weak and opaque, and security officials as barely coping with the flood of people fleeing IS control. Hundreds of males have already disappeared from unofficial security screening points.
Asked whether the humanitarian agencies were prepared for the wave of children who will be emerging from Mosul as security operations ramp up to retake the IS stronghold, Horgan had only one word to say:
“No.”

With its manufacturing base depleted and its economy shrinking, people are leaving in droves

prinkled among the sun-kissed tourists on Southwest Airlines flight 982 sit a handful of families and a few young men and women who are leaving Puerto Rico with no plan to return.
The flight is one of dozens depleting the island of a most valuable resource: its residents. Puerto Rico’s population has been declining for a decade but that has accelerated as its financial and economic crisis bubbled up from simmer to boil.

Its population has fallen 9 per cent over the past decade, a loss that includes 200,000 working age adults — more than the entire population of Salt Lake City. In the past year alone, about 100,000 people have left the Caribbean archipelago, many of them bound for Florida, Texas and New York.
Kathy Beckman, a flight attendant with Southwest who jets between San Juan and Orlando, has seen the exodus from the US territory at first hand. “Very rarely are any of [the flights] empty.”
The fiscal collapse of Puerto Rico, which suffers under a debt and unfunded pension burden of more than $110bn, has prompted one of the largest migratory movements within the US in decades, demographers say.
“In so many ways this is a 21st century version of the Okies and the Dust Bowl [migrations] in the US in the 1930s,” says Harley Shaiken, chair of the Center for Latin American Studies at the University of California, Berkeley. “The difference is these people are crossing an ocean.”
The brain drain is acute and is having a severe effect on every aspect of Puerto Rican life. The island has lost paediatric doctors, and the island’s only air ambulance stopped services this year. Schoolteachers outside San Juan, the capital, have had to turn off the lights in the rain — a result of outdated and damaged fuseboxes.
Puerto Rico has admitted defeat in its battle to stay current on its debts and is preparing forrestructuring talks with creditors. But none of the proposals by the US commonwealth or its lenders, including slashing its debts or an interest rate holiday, are likely to kick-start growth. Advisers to both sides concede that without being able to halt the economic rot — output has been in near-constant decline since 2007 — they could be back in negotiations within the next decade.
And that is before policymakers consider rapidly depleting federal funding for healthcare and the prospect of the end of a business tax that has provided roughly a fifth of the island’s revenue.
“Puerto Rico is not Greece or Argentina but it can get to Greece or Argentina [levels] if we do not act,” Alejandro García Padilla, the island’s governor, says in an interview at La Fortaleza, his official residence in Old San Juan. “The numbers are the numbers and they underscore what Puerto Rico needs. Something less may help in the short term but then there is a high probability that Puerto Rico will need a restructuring again.”

Subsidy blow

The fiscal crisis has its roots in the end of a package of US tax incentives in 2006 that had made Puerto Rico attractive for manufacturers. Introduced in 1976, the incentive brought a wave of US multinationals to the island, including Eli Lilly, Merck, Pfizer and Johnson & Johnson.
By the early 1990s more than a tenth of the jobs on the island had a direct connection to the subsidy, according to the US Government Accountability Office. But its phase-out prompted companies to slash jobs — increasing the effects of the global financial crisis.
Puerto Rico borrowed to keep services running and to try to stimulate growth. More than $28bn was added to its debt load between 2006 and 2014.

The island’s Government Development Bank funded a series of projects, including a $415m convention centre, golf courses and hotel projects, several of which failed. The GDB is now on the verge of collapse.
The exodus of residents is adding to the island’s downward spiral. Andrew Haughwout, a researcher with the Federal Reserve Bank of New York, warned that migration would “reduce things like [gross national product] growth and that will have negative implications on the fiscal situation and that has feedback into GNP”. Mr Haughwout says Puerto Rico’s economic decline will probably worsen.
“At some point the debt service burden becomes so great it is a deterrent to growth, it actually retards growth,” says Jim Millstein, founder of Millstein and Co, which is advising the commonwealth. “The people of Puerto Rico are voting with their feet. The economy is so stagnant that it is driving people off the island, to Florida and Chicago and New York.”
As part of the Puerto Rico Oversight, Management and Economic Stability Act (Promesa, Spanish for promise), which was signed into law in June, Puerto Rico will have the ability to cut its debts.
Before its passage, Puerto Rico and other US territories did not have access to bankruptcy protections afforded to US cities and public corporations. The law created a seven-person board — four Republican and three Democratic nominees — to oversee the debt reduction plan. It will have the final say on the island’s budgets and can order public sector lay-offs or recommend privatisations.
“We don’t know if it will be a draconian board that starts disposing of government assets at fire sale, starts cutting government jobs and contracts, or if it will be more flexible and slower in taking those actions,” says Miguel Soto-Class, president of the Center for a New Economy, a Puerto Rico think-tank.

Status anxiety

While the passage of Promesa reduced tension over debts, however, it inflamed arguments over Puerto Rico’s status within the US.

The issue is animating the island’s election campaign, in which the New Progressive party’s candidate for governor opposes Promesa. Ricardo Rosselló, an MIT graduate whose father was governor for eight years from 1993, has gained ground among voters who believe Promesa smacks of colonialism. Mr Rosselló says the island’s debts can be paid without Promesa — and he also supports changing Puerto Rico’s legal status as a territory to a state.
“[Mr Rosselló’s campaign] has publicly stated that the debt can be paid but it’s unclear what specific strategy they’ll pursue come January if elected,” says Héctor Cordero-Guzmán, a professor at Baruch College, New York. “They haven’t come up with a lot of details.”
Mr Rosselló will face David Bernier of the ruling Popular Democratic party. Analysts with Height Securities, an investment firm, note that polls show Mr Rosselló’s party could make a sweep of the Puerto Rican House, Senate and governorship.
Creditors met in Citigroup’s headquarters in Manhattan in June to resume the difficult talks over restructuring Puerto Rico’s debt. What was expected to be an intimate gathering of the largest holders of the island’s debt, including Franklin Templeton Investments, Oppenheimer and Goldman Sachs, instead included dozens of bondholder representatives, many in competing positions. They have yet to formally meet again.
When they do, negotiations will be tense. A fight is under way to determine where each creditor ranks within the near $70bn debt mountain, a point complicated by the number of bond-issuing agencies. Eighteen Puerto Rican authorities have issued debt, including the water and power utilities and the transport and highway authority, as well as obligations that were meant for the commonwealth’s general use and are backed by constitutional guarantees.

Protests on Wall Street against austerity measures imposed on the island
In July, when the government missed nearly $1bn of payments, it paid off other lower-rated debts instead of paying general obligation bond holders. US investors fear it could set a dangerousprecedent in the municipal bond market, as states with large pension obligations face the threat of insolvency.
The island has been hit with more than half a dozen lawsuits from bond insurers and hedge funds, including Aurelius Capital Management and Monarch Alternative Capital. These have been served before the expiration of a stay of litigation, which prevents lawsuits against the commonwealth while Promesa’s oversight board gets up and running.
Despite the defaults, Puerto Rican bonds have been among the best performing in the municipal bond market this year, according to Barclays. The bonds, which have returned 8.7 per cent in 2016, are exempt from federal, state and local taxes. The tax benefit was — for a time — a boon to municipal bond fund managers across the US who often struggled to find enough of a given state’s bonds to fill a portfolio.
Bondholders are waiting to see who will make up the oversight board, with Richard Ravitch, a former lieutenant-governor of New York, and Anthony Williams, former chief financial officer of Washington DC, among the names being circulated as possible appointees. Several fear a repeat of the bankruptcy proceedings in Detroit or Stockton, California, when creditors suffered heavy losses.
Although Promesa protects bondholder interests, it also gives the commonwealth “cramdown” provisions that give the oversight board the ability to seek court permission to force deeper cuts on bondholders. It is the part of the law advisers to Puerto Rico expect to rely on significantly to cut its debt.
“If . . . what we proposed is in their best interest and it follows Puerto Rican constitutional law, the judge can force it down,” Mr Millstein says. “This is exactly what happened in Detroit.”

While politicians and bondholders strive to find a solution to its debt problems, the exodus from Puerto Rico is expected to continue, damaging the prospects for growth.
The New York Fed recently warned that “if people continue to leave the island at the pace that has been set in recent years, the economic potential of Puerto Rico will only continue to deteriorate”.

Bondholders fear the focus on pensions

Puerto Rico’s problems have yet to infect the $3.7tn municipal bond market, a vital source of funding for infrastructure projects for US cities and public agencies.
But the island has become a bellwether of how US municipal bankruptcies might unfurl, as states and major cities — including Illinois, New Jersey, Connecticut and Kentucky — grapple with outsized debts. At present, and unlike cities and municipalities, states do not have access to federal bankruptcy protections. Investors will therefore be scrutinising proceedings in Puerto Rico, which under Congressional authorisation gained access to bankruptcy protections similar to those under Chapter 9. The fear is that a precedent is being created where pensioners rank above bondholders.
In Detroit, pensioners gave up annual cost-of-living increases and took a cut in monthly cheques while bondholders faced recoveries of less than 74 cents on the dollar. Puerto Rico’s latest proposal to bondholders envisaged haircuts of 19 to 40 per cent of holdings.
“If in practice [pensions] are getting priority treatment, and if you take the next step by making this a matter of law . . . it springs $3.5tn to $4tn [of pension priorities ahead of bonds],” says Stephen Spencer, of Houlihan Lokey, which is advising bondholders of Puerto Rico’s electricity utility. “That is equivalent to the entire municipal bond market. That is an enormous impact on the creditworthiness of municipal bonds.”
Defaults on municipal bonds are still rare and often well telegraphed, factors that have attracted overseas investors into the market, even though they do not enjoy special tax benefits. But the risingcosts of pensions , especially as interest rates fall, is another funding headache for cities and states.

The Strongman of Instagram - WSJ

GROZNY, Russia— Ramzan Kadyrov, the beefy, bearded president of Chechnya, strikes a macho pose online. He points rifles, threatens political opponents and knocks the tar out of a government underling in some of the nearly 8,000 posts that have made him Instagram’s most prolific political strongman.
Mr. Kadyrov, a vassal of Russian President Vladimir Putin , occasionally reveals a soft side, too, cuddling kittens, nuzzling a horse and praying. He answers constituents’ questions and complaints in posts to his 1.9 million followers.
“Our leader knows that the key to developing the region is constant interaction with the people,” Chechen Information Minister Djambulat Umarov said. “That’s how he knows what their problems are, what their worries are.”
In Chechnya, the continuous stream of charming, callous and menacing posts by Mr. Kadyrov and his supporters serves as a tool of political control, a warning to those who would stray from the party line and an example of how social media can be as much a tool of repression as of liberation.
In one post, a rifle’s crosshairs were superimposed over a video of an opposition politician. A supporter’s social-media post showed a man forced to walk on a treadmill in his underwear while praising Mr. Putin.
Mr. Kadyrov, who relies on Mr. Putin for his authority and funding, humiliates opponents online in an apparent display of strength. His power has eroded with Russia’s struggling economy, and Mr. Kadyrov has become increasingly afraid of losing support among his inner circle, say people here.
“His obsession with social media is simple: He likes it, but it also gives him a place to control the news coming from Chechnya for the Kremlin, and show people that he’s the boss,” Human Rights Watch analyst Tanya Lokshina said.
The 39-year-old Chechen leader boasts a social-media operation that employs people who provide support for Mr. Kadyrov and attacks on his detractors, people familiar with the matter said. The work is headed by Magomed Daudov, the Chechen president’s right-hand man, these people said. Mr. Daudov couldn’t be reached for comment.
The intended effect is spontaneity, said a person familiar with the operation. Mr. Kadyrov’s Instagram account looks personal but is assembled with the assistance of cameramen, photographers and writers who help define the president’s online image, including Mr. Kadyrov’s publicity stunts, such as photos with Argentine soccer star Diego Maradona and a birthday bash with actress Hilary Swank, who later said she regretted taking part.
His account shows him praying at his private mosque, which is shaped like the Kaaba in Mecca, the most holy pilgrimage site in the Muslim world.
Mr. Kadyrov in one post challenged his sports minister Salambek Ismailov to a boxing match. In the ring, the Chechen leader delivered punishing jabs, punches and left hooks that left Mr. Ismailov cowering. Mr. Kadyrov berated his underling for mistakes at his job, according to the post’s accompanying comments.
In another Instagram post, Mr. Kadyrov showed a video of Konstantin Senchenko, a city councilman from Siberia, publicly apologizing to Mr. Kadyrov. Mr. Senchenko, a political opponent, had called Mr. Kadyrov the shame of Russia and accused Chechnya of living on federal subsidies.
Instagram declined to respond to a request for comment.
While Mr. Kadyrov also is ubiquitous on mainstream media, his social-media reach is more extensive and reaches to greater Russia and beyond.
Two of Mr. Kadyrov’s associates met recently at a restaurant in Chechnya’s capital, Grozny, browsing the internet for viral videos and pictures that might please their boss. One of the men handed his LG smartphone to another.
“What do you think of this?” he asked, pointing to the tiny screen. His companion nodded approvingly.
“We may send him videos, texts that we think he’d like on one topic or another, on issues that are particularly relevant, but at the end of the day he’s the one who pushes the button,” said a man who has contributed to the account. “He’s the one who decides what goes online.”
Tide turns
Social media was seen as a force for democratic change abroad, beginning with Iran’s Green Movement in 2009 and continuing through the tumult of Arab Spring. Twitter and Facebook were hailed as a way for protesters to organize and share stories and photographs in countries with little freedom and where the media is tightly controlled.
When demonstrations erupted in Tunisia and Egypt in late 2010 and early 2011, protesters with smartphones ran rings around government-controlled media. Both regimes fell.
In 2011 and 2012, middle-class Russians flooded streets in Moscow and elsewhere, aided by Facebook and other social media, to protest Mr. Putin’s announced return as president after serving as prime minister.
The tide began to turn when governments learned they, too, could employ social-media as a political tool. Bahrain authorities, for instance, launched online campaigns that named protesters and mocked them to shame their families. Iran boosted surveillance of its social-media users and organized online supporters.
With parliamentary elections scheduled for September, the Russian government is taking extra measures to make sure that, however unlikely, protesters don’t again organize online and return to Moscow’s streets.
Unlike in China, which allows only government-approved social media, Russians have relative freedom to wander the internet. Kremlin leaders have sought, with mixed results, to influence public opinion through pro-government accounts and by keeping watch over online material seen as anti-Kremlin.
Social-media surveillance has grown under Mr. Putin and so have prosecutions. A Siberian blogger, for instance, was sentenced last December to five years in prison after criticizing Russia’s intervention in Ukraine over YouTube. He was charged with inciting extremism.
Russia’s security services have database systems that enable authorities to search keywords on social media, though they are mostly limited to Vkontakte, a predominantly Russian language social networking platform similar to Facebook, said Andrei Soldatov, an expert on Russia’s internet.
“They’re not entirely effective, so the effects are spotty,” he said, “but they’re doing the best they can, especially ahead of elections in September.”
Earlier this year Russian authorities hoped to get Twitter and Facebook to store its data in Russia, which would make it easier to track the data of dissents. They have met with Twitter representatives, including Colin Crowell, Twitter’s vice president of global public policy, a state communications agency said. There has been no deal so far. Facebook didn’t answer a request for comment. Twitter declined to comment.
In Chechnya, where Mr. Kadyrov is running for re-election, there is little chance of public protest or of his defeat. Since coming into power in 2007, Mr. Kadyrov has tried to silence critics and opponents through killings and kidnappings, human rights analysts said. He has denied the accusations.
Mr. Kadyrov fought the Russian government as a separatist in the first Chechen war from 1994 to 1996. After negotiations, his father, Akhmat, was installed by Mr. Putin to usher in Kremlin control over the mostly Muslim region in 2000 and was killed four years later.
In 2007, Mr. Putin appointed Ramzan Kadyrov, who had just turned 30, the minimum age for a regional governor.
Since Chechnya’s separatist violence of the 1990s and 2000s, Mr. Putin has drawn loyalty from the Chechen elite by flooding the region with government earnings from abundant oil revenue. The federal subsidies have allowed Mr. Kadyrov to oversee high-profile construction projects in Grozny—and to indulge in such hobbies as horse racing and stocking a private zoo, according to his Instagram feed and local media reports.
Sensitive to dissent
With a prolonged economic crisis triggered by a collapse in oil prices and reduced cash flow from Moscow, Mr. Kadyrov has become especially sensitive to signs of dissent, according to a former state official. Mr. Kadyrov, worried about betrayal, wields the threat of online humiliation, the official said.
Mr. Kadyrov’s Instagram feed provides a real-time tally of who is in favor and who isn’t. “If you’re a state or regional agency or a ministry and Kadyrov unfollows you, you know heads are about to roll,” said a former state press service director.
From afar, the social-media world of Mr. Kadyrov might appear comic. HBO TV comedian John Oliver recently lampooned a post that showed the Chechen leader asking for help to find a missing cat. A post on Mr. Kadyrov’s Instagram account lampooned him back.
The lighter side of Mr. Kadyrov’s social-media presence, however, masks his power. He has an estimated 20,000 soldiers at his disposal, analysts said. Though formally part of government law enforcement, the soldiers—along with officers in local agencies—are loyal to Mr. Kadyrov, experts say.
“We can’t talk about how bad things are here,” said a man in the Chechen city of Shatoi, who only gave his name as Alkhazar. “We can’t complain. Because the second we do in person or over the internet, we’ll disappear.”
Ramazan Djalaldinov, a villager, complained of corrupt local officials to Mr. Putin on YouTube. In one video, Mr. Djalaldinov panned a camera over his impoverished town Kenkhi on the eastern border of Chechnya.
“Dear Vladimir Vladimirovich Putin,” he narrated, “this is the situation that the residents of our village are in.”
Weeks later, Mr. Djalaldinov ended up in hiding. His family told a local TV station that masked men set fire to the family’s house, forcing them to leave Chechnya. After publicly asking for forgiveness on Mr. Kadyrov’s Instagram account, he returned to his village, which has since been refurbished.
